Are area attacks not limited by PL anymore? The Unibeam is an area attack that is 2 pts higher than his PL....

That's stunningly simple...and in many ways works better than 2e's mAster Plan even in 2e. And if you base it on Expertise (Tactics) or in 2e Knowledge (Tactics), it is almost exactly equivalent. Taliesin...nicely done.
