I think that's because the Fractional Costs is referring to power ranks, not skill ranks. Enhanced X's rank is its power point cost, not the ranks of the trait it enhances. Enhanced Skill is a point of contention. Rules as Written, core only, Murkglow is absolutely correct. But the power profiles give examples where each rank of 'Enhanced Skill' gives 2 skill ranks. Personally, if I was running a character for whom it was important that they be behind the wheel (like Lady Blackhawk from the Birds of Prey), I'd either use Favored Environment, or else try something like the rules from the Talent power profile to add stuff to the stats of whatever, they are drivin...

I am always up for more builds! (And agree with you regarding power levels, mostly). I might leave Supes at PL 13, though. Damage/Toughness shifts already make bricks more effective than balanced characters or accuracy/defense shifting. But that is just quibbling. Bring on the DCAU builds.

It's worth noting that, as written, vs high enough impervious toughness you are only getting 3 damage on a claw attack. You can buy penetrating to cover the damage from strength as well, if you wanted to. The primary reason, IMO for buying Enhanced Attributes (outside of alternate forms and the like...

And what is your reasoning for this? Enhanced Trait's costs/rank is the same as the Trait it is being used to buy and Skills are clearly stated to be 2 ranks per point not 1 rank per point and each rank gives you 2 skills. As I read it, the effect of 'Enhanced Skill' is a 1 pt/rank effect. Flaws affect this cost, regardless of what the effect /is/. So a flawed skill is 2 ranks of effect for 1 pt. Just like with any other power. It just so happens the Effect gives you multiple ranks of skills. So you get 4 skill points...
