Teleport with the Dimensional power feat. There isn't a Temporal power feat listed in UP, but you could create one to the same effect.

I hope you remembered to reverse the price on that flaw attached to the Side Effect [Summon], too.

I prefer to build it as a single rank of Variable Power, because a canny player can and will always try to wring some utility out of it, so paying a bit more for it usually covers that eventuality.
