One problem I've seen crop up frequently in my SAS game is that the players' attacks fall into one of two categories: they either can't hurt the enemy or they drop them far too fast.

Not quite what I meant. I wasn't referring to Power Level, in terms of M&M game mechanics, but in terms of point distribution. Ie: two character with the same points which are spent on widely different things. Can a Batman style character keep up the pace of a Superman type, in other words?

The fact is, the GM is there to have fun too. Area effect attacks shouldn't be used to make precision attacks, it's power-gaming and munchkinism, and smacks of D&D. A player plays a game to have fun.
