I'm juding some characters with the complication weakness. I want something that will challenge the player of a standard PL10 game, but not totally ruin the character if the weakness comes up.
What I'm curious about is some good benchmarks based on PL for how much damage/effect you'd typically allow for a weakness that comes up.
What do you use to judge such numbers?

I wing it. I follow the comic tradition of weakness varying and whenever it inconveniences the hero they get a hero point and they can pay one to overcome the weakness.
