Yes, he can though it was never shown how he did it.

Calvin Carr transformed Colleen Wing and Robert Diamond into glass statues and Curtis later reversed it.

Ah yes, found that on Wiki. Though he needed another Device to do it, I believe. Doesn't affect his stats either way, though, except he needs to do it after a certain period before the Disintegration Linked Power takes effect.

-I hate characters like Cyber. It's like, some writer goes "Hey, y'know what'd be REALLY bad-ass? If Wolverine fought ANOTHER guy with claws! Only... this guy's claws secrete POISON! And his SKIN is made out of Adamantium, too! AWESOME!" Peter David, I'm ashamed of you for creating this fanboy's-wet-dream monstrosity. They were actually good enough to de-push and kill him off in the late-90s (during the "No-Nose Wolverine" arc), but he's since returned with links to Wolverine's son Daken (I'm just amazed they went fourty years of Wolverine being established as older than dirt before giving him a 'son he never knew'- I've seen guys at most in their thirties be pushed down that road).
-This is 1990s, original body Cyber, and as expected, adding a Mercenary build onto a Wolverine Hater build (ie. claws, protection, etc.) gets pricey. He's still PL 10 (though he's depicted as being Wolvie's equal, and I view Wolvie as PL 11, I refuse to give this loser character that high a PL), but can stab people, use the rare Confuse power (that's basically what a 'hallucinogenic drug' is), Drain them like a poison, and detect people from far away. Oh yeah, and he's super-strong and has ADAMANTIUM SKIN, as well (but not on his face, letting me use the "Weak Point" Drawback for the first time ever).

-Rather than the Leader, it's this guy who's ended up being Hulk's most recurring foe by the simple virtue of... well, that age-old rule in comics that states "Every single hero shall have an evil version of himself out there, to show what would happen if he ever went bad. And also for him to have bad-ass fight scenes with, since they're so equal". A Russian secret agent who deliberately exposed himself to a Gamma Bomb, he was lucky enough to not die, but happened to turn into a gigantic green monster dude with funny lips, who's gone on to threaten The Hulk countless times. This pretty much makes him an uber-jobber with a 0-100 record against the big guy (as well as making him a jobber to every single OTHER Hulk-enemy that comes down the pike COUGHredhulkCOUGH), but he's enough of a threat to challenge any other Marvel hero as well.
-A big nasty bastard, The Abomination is more like PL 12 of offense, PL 11 on defense, but that's usually enough to give The Hulk headaches. He's notable for being stronger than The Hulk at baseline strength, so he always starts out winning their battles. It's once Hulk gets mad that his energy boosts go into overdrive, and he finally ekes out the win.

-The Controller's a minor-league Iron Man baddie that actually looks cool enough to be a major character, but just never panned out. He's a little too dated these days, what with the classic deformed Kirby villain face and generic blue armour, but he can do alright if not the major villain in a story.
-Controller's stats aren't easy to figure out, basically gaining Super-Strength based off the amount of people he's controlling with his Slave Discs. He can use his Mind Control WITHOUT them, albeit at a minor level, so the Discs basically just bring it to 10 ranks, and they have a flaw stating he must actually PLACE the discs on people, which isn't exactly the Touch Range Flaw (he can still control them from afar, but only if they're trapped by the Disc FIRST). Add a Mental Blast, Psychokinesis and Protection, and you've got a pretty expensive guy.

-"Avengers Forever" was one awesome comic book run. Done by Kurt Busiek & Carlos Pacheco, it took Kang from a heacache-inducing time-travel villain with an iffy history and several bad stories under his belt, and turned him into an awesome, respectable bad-ass, obsessed with giving himself challenges and epic conflicts with the greatest opponents in the world- The Avengers. Fighting his 'future' as the wisened old scholar Immortus, he teamed with a cross-time bunch of Avengers as Busiek made use of the most entertaining form of Continuity Porn in history, answering historical quandaries and questions only HE was personally aware of (in an entire issue narrated by the Space Phantom, who described every continuity mess-up ever). Oh, and Kang helped save the day in the end.
-Fast-foward to the end of Busiek's run on Avengers, and Kang actually demolished Washington, killed MILLIONS, and actually got the world signed over to him. He lost, of course, but it was more notable for me because of the ludicrous fact that NO OTHER COMICS MENTIONED IT. I know Marvel's got an ass-ton of comics out there, and occasionally prefers not to mention every book's arcs elsewhere, but you'd THINK that somewhere in Spider-Man or X-Factor or Daredevil or something, someone would've gone "oh hey, remember that week where MILLIONS DIED and Kang took over the world? Boy, that really sucked." We're talking 9/11 times a THOUSAND, and nobody really talked about it or remembered it the second it was over.
-Kang ironically is weaker than Doctor Doom, funny considering he's got ten centuries of tech over the Doomster, but he's always been the manipulator and leader rather than the in-close-combat type of guy. I gave him Weapon Summoning from his awesome Double-Cannons in "Avengers Forever" (brought into his hands by clicking his fingers), and he's remarkably hard to hurt with his combination of armour & force field.

So there's only one build left in my "Marvel Villains" series of builds, and I'll post it tonight or tomorrow. There were some other possible characters (Bullseye & Elektra mainly), but I think I'll leave them for if I ever post a Daredevil build (yeah, that's right, 900 builds in and I haven't touched Daredevil yet :)). After that, I think I'm gonna go to a really old request and maybe stat up the Legion of Super-Heroes. Since I'm very unfamiliar with them, it'll provide ALOT of Wiki-research and finding out about them, which is half the fun of building guys sometimes.

After the LOSH, I might go back to the Batman: The Animated Series idea I had before (I stalled it a bit when Batgirl started doing her thread on the same), and some Invincible stuff. But we'll see.

-Where to start with Thanos? Initially, he was just some generic bad-ass space alien dude, and drawn alot skinnier. Getting bigger and meaner over time, he developed into Jim Starlin's personal little Villain Sue baby; an unstoppable force of death & destruction, devoted to destroying all life in the universe. Especially mean because he was no only the equivalent of every powerhouse in Marvel Comics, but he was ALSO depicted as a Doom-level genius and planner. The fact that Jim Starlin comes up with better Xanatos Gambits than nearly anyone else in the history of literature helps make Thanos a God of Planning not just in "Informed Ability", but it's SHOWCASED over and over again. Witness "Thanos Quest", where he collected all the Infinity Gems from beings FAR in excess of his own power. His final triumph in "Infinity Gauntlet", and then his aiding the heroes againgst The Magus in the far-inferior "Infinity War". Through it all, Thanos has become one of Marvel's most epic, all-encompassing threats, a force that still brings out the "Holy SH*T!" moments better than any other villain in comics.
-Hell, this guy's so awesome that the villain generally considered his basis, Darkseid, is now LOWER on the Totem Pole of Villain Awesome! Of course, he has the occasional loss to Ka-Zar or Squirrel Girl under his belt, but that's been Doombotted away, anyhow.
-Thanos' starts are difficult, mainly because you could make him anywhere from PL 12 to 18 and be satisfied. I'll settle for this monstrously bad-ass version, with super-powerful energy blasts, but not enough to be unsurpassable. He's a lethal Powerhouse, a dangerous Blaster, AND a Tech guy, so much so that his "Equipment" contains things that are normally under Devices for most people- just in case he wants to use a Time Travel Machine, or a Teleporter. He doesn't always have them, though, but at 340 points, the GM is certainly able to just handwave him as having these things 'just because'.

Just for Poops & Giggles, here's my stats for the Infinity Gaunlet & the Infinity Gems

"RED POWER GEM" Device 26 (hard to lose) [104]
Boost All Powers & Traits (5 pp/rank) 20 (Feats: Slow Fade 10) (Extras: Ranged) (130 points)

"PURPLE SPACE GEM" Device 28 (hard to lose) [112]
Teleport 20 (Feats: Change Direction & Velocity, Easy, Progression 5, Turnabout) (Extras: Portal 2, Accurate, Attack) (132)
AP: Space Travel 20
AP: Super-Movement (Dimensional Travel- All Teleport Feats & Extras)
AP: Strike 12 (Extras: Autofire)
Flight 20 (40)
Immunity 1 (Suffocation) (1) -- (139 points)

"BLUE MIND GEM" Device 21 (hard to lose) [84]
Mind Control 18 (Extras: Area-Burst, Instant Command, Easy) (92)
Dynamic AP: Telepathy 18 (Feats: Subtle) (Extras: Area-Burst, Action, Sensory Link)
Dynamic AP: Telelocation 20
Quickness 10 (Flaws: Mental Tasks Only) (5)
Mind Shield (5) -- (102 points)

"GREEN SOUL GEM" Device 20 (hard to lose) [80]
Mental Transform 16 (Duration-Continuous) (80)
"Transports to Soul Dimension" Dimensional Pocket 10 (20) -- (100 points)

"YELLOW REALITY GEM" Device 21 (hard to lose) [84]
Variable Power (Any Power, 7 pp/rank) 15 (105 points)

"ORANGE TIME GEM" Device 27 (hard to lose) [108]
Super-Movement 20 (Time Travel) (Extras: Portal 2, Accurate, Attack) (132)
AP: Time Control 16
AP: Time Stop

-The Six Infinity Gems cost between 80 & 112 points, for good reason. Possessing JUST ONE allowed most of the Elders of the Universe to possess near-unstoppable powers once they'd unlocked the secrets to them, and gathering just a couple made Thanos' life a LOT easier. For obvious reasons, avoid using these at all in your game, as they're TOTAL game-breakers, unless it's as a Plot Device. The Power Gem is toughest to really figure out, as it ostensibly makes someone a Powerhouse of elite capabilities, plus boosting regular powers, so I settled on an Affects Others Boost to all traits. Okay, so it doesn't make you smarter or more wise, but it's Boosting nearly everything else, so it fits cost-wise.

"THE INFINITY GAUNTLET" Device 50 (hard to lose) [200]
Variable Power 21 (Any Combination of Traits 8 pp/rank) (Extras: Action-Free +2, Affects Others, Ranged) (252)

-Yeah.... so the Infinity Gauntlet is basically PL X, but here's a 'for example' version of it's base costs if you want to put it in-game. Essentially, you're still unstoppable (252 points worth of stuff from just one device!), and the game becomes "how to distract the villain" rather than fighting, cuz... well, you'd be dead. Heck, Thanos fought most of the powerful heroes in the universe by DELIBERATELY HOLDING BACK full power, and still killed nearly all of them. Prior to that, he erased half the sentient life in the universe by snapping his fingers, and after that, he fought and defeated most of the Cosmic Beings of the Marvel U.

Okay, so it's time to start building Legion of Super-Heroes guys! There were quite a few more members than I was expecting when I looked at the whole Wikipedia list of 'em, but I've narrowed it down. Several characters are basically little more than names and pictures, and a few are just replacements or lesser versions of other guys, so they'll be skipped. A few of that post-modern bad-ass 90s Legion are skipped for similar reasons (minor characters without even a Wikipedia page), but I'll keep a handful of the more-known ones.

The Legion as a whole has been something that's fascinated me for a long time. As a kid, I was Marvel through-and-through, and so were all my friends, so whenever we needed to justify out choice in comic book companies, all we'd have to do is look over at DC and their "Bouncing Boys" and "Something Lads", and go "BOY does DC suck compared to Marvel!" Yet, this team of 900 one-note guys now has some kind of weird charm to it- where ultra-lame codenames and worse costumes come to roost in some kind of messed-up 60s-relic world.

Here's my total tally-
The Legion of Super-Heroes:
Mon-El
Ultra Boy
Chameleon Boy
Timber Wolf
Wildfire
Saturn Girl
Cosmic Boy (w/ Magnetic Kid)
Ferro Lad
Colossal Boy
Shrinking Violet
Triplicate Girl
Sun Boy
Element Lad
Shadow Lass
Sensor Girl
Star Boy
Bouncing Boy
Matter-Eater Lad
Ghost Girl
Andromeda
Brainiac-5
Shadow Lass
Invisible Kid I
Invisible Kid II
Lightning Lad
Lightning Lass
Dream Girl
Karate Kid
Superboy
Supergirl
Princess Projectra
XS
Kinetix
Gates
Kid Quantum
Chemical King
Tyroc
Blok
Dawnstar
White Witch
Quislet
Tellus
Monstress
Kid Psycho

Legion of Substitute Heroes: I'll probably just throw them down with their powers all at once, since they're basically joke characters.

It's not exactly game-breaking, the core book does list Time Machine in the vehicles section after all
