Nope, his flat-footed defense is 17. The base defense is +15. Divided in half is 7.5. The rules always round down, so it becomes a +7 flat-footed defense. 10+7 = 17.
Actually the errate clarified that you have to round down the dodge bonus instead, so in this case the flat-footed defense will be 18.
