•An American businesswoman and geneticist, LeAnn Sniegowski also suffered from Type II diabetes, somethign she was working to cure. She developed an experimental serum, using synthetic DNA she had created. The government refused to allow testing on humans, so LeAnn injected herself, desperately hoping for a cure. She fell into a coma for more than a week, hovering near death. When she awoke, she was cured and displayed super powers. Eventually, she decided to help people in a way the government couldn't control, becoming Lady Justice and focusing more on what was morally right rather than the letter of the law. She created and funded the Guardians, a superhero team that eventually disbanded following a mission in outer space that turned into a disaster. Following this, she moved her the HQ of her company to Paris, where she met the boy who would become Liberte, taking him under her wing to protect justice. In public, the two act as aunt and nephew.

•A former street thief, Jamie Lauder planned to double-cross his bosses and sell some of their stolen goods in order to get him and some others of Paris' downtrodden out of the city and crime forever. However, he was ratted out and beaten harshly, left for dead. His latent powers activate, and he absorbed just enough energy from the last attacks to survive the first ones. Lady Justice found him, and he gave her information on the criminals she was after. She agreed to protect Paris' street kids so long as Jaime accompanied her to learn more about his powers. This began the first real good stage in Jamie's life, as the flying sidekick Liberte.

Complications
Cursed Padma is cursed to kill men, at least once a month. Sometimes, despite her wishes, this curse will activate her powers and transform her into tiger form.
Tiger body In Tiger form, Raksha naturally loses some abilities-like speech, or being able to drive for instance.
Vulnerable Due to her cursed nature, Raksha is more vulnerable to magic attacks, which have their DCs increased by 50% when used against her.

•Padma Lallani is not known anywhere, really, even though she operates across the world. Her monstrous tiger alter-ego, Raksha, is somewhat more famous. A young Indian woman who ran away from her arranged marriage, all agree she is a cursed figure. The details are unknown-some say she chose the curse to take vengeance on men, others say she was cursed to kill men so that she may never know happiness with another. Either way, Padma is yet another reason why you shouldn't pick up hitch-hikers. Although some superheroes are on the look-out for Raksha, few know anything about its alternate form.

•A solo villain and crazy person, Padma is designed to get close to men, get their guards down, and then turn into a tiger and kill them. Its the only thing she's good at really, and if it weren't for her curse, she'd probably make a very good gold-digger. A decent PL 10, she's no match for a team of heroes, but could give some solo acts pause. Its worth noting that I see her as being 'played' by Hannah Simone, so you just know there'll be men out there waiting to pick her up, unsuspecting their awaiting demise. Of course, the real fun is when she gets picked up by a superhero in his secret identity and both parties have that moment of 'OMG' before the violence begins.

•From the Dragon Ball Z movie, Fusion Reborn, comes Janemba, the main villain. Originally a spirit that became exposed to all the evil that was processed out of dead spirits at once due to an accident, he was transformed into a being of great power and evil. After fighting Goku and losing, Janemba transformed into his second form, and proved to be more than a match for Goku and then Vegeta, before eventually being defeated by the fused being Gogeta.

•This is only Janemba's 2nd form (the first form isn't around for too long, and has a lot of weird powers, plus this is the more 'iconic' one), and he's a beast. He's got a lot of incidental powers (minor transform in addition to his extra, plot device ranks-he basically reshapes the entire afterlife-and it might not have been on purpose), but he mostly just sticks to the DBZ basics in combat-unarmed attacks and lots of energy blasts. He also made himself a sword out of a discard club, I'd call that power-stunting Transform to get Strength-based Damage 7 (probably with Improved Critical). Most of his powers are self-explanatory, because as cool as the guy is, he's a pretty flat character. Course, he only existed for like a day.

Bravo on Janemba Eld! After all my DBZ builds, yours sums up a character from the series without looking cluttered like mine feel. Also noticed that you are one build away from a big 1000! Can't wait to see who it will be!

Actually I felt Janemba could be a little more streamlined. But his various powers didn't feel right for an array.

Goku on the other hand, was a fairly simple build, despite being PL 20. Still having done him first helped me get a handle on how I wanted to do Janemba.

Build 1000 will be kind of a big name, but not too terribly exciting of a build, I'm afraid.

•The Napoleon of Crime really needs no introduction. This is sort of a best of version, as I made him more than a physical threat than Doyle's version probably was, taking inspiration more from Kim Newman than Guy Ritchie, with the picture coming from the recent BBC Sherlock series, mostly because Andrew Scott was lumpin brilliant.

•Its the little things I paid attention to with this build. He's Fearless (just look at the picture), has the same mental stats as my Sherlock, with slightly higher Presence. His Expertise (criminal) is also one pip higher than Sherlock's, the same with his Deception compared to Holmes' Insight. He gets Skill Mastery (Deception) mostly to remind us that the next time you think someone is gay at first meeting, he may actually be a criminal mastermind hiding in plain sight.

•Captain Thunder, of the Freedomverse. I decided to do this 3E conversion because its different enough to not full like a straight transcription of his 2E stats. That's because this is the Crinoverse version, which is mostly the same, except following a hiatus, Captain Thunder returned to action fighting a giant electricity monster created by Stratos. When the monster was defeated, Thunder absorbed so much of the beast's power that his own abilities were amplified. Other than that, he's basically the same guy, Silver Age stalwart, 'old guy leader' of the Freedom League, and one of the gold standards for heroism.

•The build is basically straight forward, but instead of using Absorption to model his electrical absorbing, I used Immunity (Limited to half effect) and ranks of Personal Reaction Healing. In 2E, his absorption boosted his healing but also acted as an effective Toughness bonus against electrical attacks (I say effective because it actually lowered the rank of electrical effects used on him by 12), making him effectively immune anyway. So this is still the Captain Thunder you know and love, except he's strong enough to slug it out with Superman. Which I actually like, since I never got that Centurion was so much more powerful than the other Freedom Leaguers.

Its funny that Crinos said PL 15, because that was just what my first impression of what a 'near-Mithran' superhero should be.

I considered building Freiza, but I can't find a way to make his various transformations work within the loose PL framework I've built in my head for DBZ characters. If Goku in Super Saiyan form is PL 16, full power Frieza should be 15 or 16. But then you extrapolate down to his base form, and he's only PL 10 or so. That doesn't fit to my Funk & Wagnalls.
