Background:
To the public at large, the name “Lex Luthor” means a (generally) benevolent industrialist; a brilliant inventor and creative genius whose company, Lexcorp, has benefited mankind in general, and his home town of Metropolis specifically. Lex Luthor is the heir to the Luthor fortune, left to him when Lex was in his early 20’s by his father Lionel, after Lionel Luthor’s untimely, accidental death. Lex rebuilt his father’s company, Luthorcorp, into the sleeker, high tech Lexcorp, acquiring numerous military contracts along the way. Lexcorp has become one of the largest corporations in the United States, through Luthor’s brilliant business tactics (and general ruthlessness).
Lex Luthor considers himself to be the most powerful man in Metropolis, and until the arrival of Superman, he was right. Luthor’s genius is driven by his ego. He has placed himself as the “face of Metropolis”, donating vast millions to charities, erecting public libraries, museums, and schools, and building hospitals using Lexcorp’s cutting-edge medical technology. Lexcorp was a provider of much of the base capital for the creation of the independent Scientific and Technical Advanced Research Laboratories (colloquially called S.T.A.R. Labs).
Lexcorp has its fingers in many, many pies, including military arms and armor, both military and civilian vehicles, as well as construction, medicine, computers, video games, and many other aspects of commercial industry. Lexcorp is a direct competitor of Wayne Enterprises, (although the two corporations have allied themselves temporarily, at least once).
While Lex does not quite have Bruce Wayne’s movie-star good looks, his demeanor and appearance always project intelligence, power, and authority, and he is know for his exquisite taste in tailored suits, wine, and beautiful women. Many people attribute the cultural acceptance of “Bald is sexy” to Lex. (Him, or that distinguished British actor who played the captain of that starship on that famous science fiction TV series). Lex Luthor regularly appears in the society columns, often attending charity events, or the opening ceremonies of public works he has helped to finance.
Lex Luthor is not universally loved, however. Occasional clips of him berating employees, Lois Lane’s expose about his tendency to hire only attractive women to fill positions that he will interact with regularly, and his repeated sexual harassment suits, as well as the three seasons of “Power Apprentice” (a TV show which revolved around contestants trying to live up to Luthor’s impossible standards for a personal assistant, and usually ending with someone getting fired) have left Luthor a somewhat tarnished celebrity in many peoples’ eyes.
What the general public does NOT know is that Lex Luthor’s benevolent public persona is a sham. Behind closed doors, Lex Luthor is a cold, calculating mastermind; a devious, shrewd power player and manipulator, willing to sacrifice anyone and anything to attain his goal: POWER. Lex intends to make Metropolis his personal empire, with himself as its absolute ruler. Lexcorp has attained a virtual monopoly on public works, power, and transportation within Metropolis. Lexcorp has access to cutting edge and even off-world technology, thanks to its under-the-table relationship with STAR Labs. Lexcorp also has some major space and defense contracts, including the development of a heavily armed and armored battlesuit capable of giving a single trained soldier firepower equivalent to that of a tank! Lexcorp was also instrumental in the development of the manned mission to Mars (although since the White Martian Invasion, they’ve played that down a bit).
Superman is well aware of Lex’s true nature, as are Daily Planet reporters Lois Lane and Clark Kent. Both have tried to tarnish Luthor’s reputation. However, Luthor is a master at eliminating any direct evidence (or witnesses) to his misdeeds, and so nothing has ever been proven. However, while the majority of Americans believe Luthor to be generally benevolent, a growing number of people are beginning to wonder: if Lex Luthor isn’t up to something…why does Superman dislike him?

Power Girl holds a special hatred for Luthor after his appalling treatment of her while she was a "project" at Cadmus.

Lex Luthor and Superman never met until Superman appeared in Metropolis. They have never been friends.
