Hi, and thanks for shopping at J-Mart II! :D

J-Mart II is going to be the thread dedicated purely to my combined universe setting that I will be posting fights and storylines from in the future. I'll be focusing on builds and info strictly for that setting so it should be easier to follow. But don't worry, I'll still be about as serious as a rubber chicken.

Unless people start dissing Aquaman around here again... :twisted:

Let's get started.

This thread is specifically for my personal conversion setting, Earth-217. Builds are based off a PL9/135-ish pp level for an "average" hero instead of the standard PL10/150pp. The top tier heroes will be around PL13-14, at least for now. I'm not using any specific PP per level limits because some characters just don't fit that guideline, although I am trying to keep most of them close to 15pp per level. Some are simply going to be reposted from the J-Mart Central site which was getting too cluttered for me pick out the Earth-217 builds, some are going to be new interpretations of previous conversions and of course, there will be lots of all new builds.

I've enclosed a link to my ever evolving House Rules, but to note, I am using skills, feats and powers from pretty much every book I have including the Mastermind's Manual, Warriors and Warlocks, Mecha and Manga and the Book of Magic. Power Structures are all based off Ultimate Power. Any non-core Feats used have a brief description listed in the House Rules.

The Superhuman Registration Act of Earth-217

One of the most controversial occurrences in the history of the superhero community occurred 2 years ago with the enactment of the Superhuman Registration Act (SRA). The Act was subsequently repealed after the Thorpacolypse, but the ramifications of the SRA will have a far reaching impact on the superhero community for some time to come.

The seeds of the SRA were planted years ago in the paranoia of the powers that be when beings like Superman, the Fantastic Four and to a lesser degree, Captain America appeared. For years, the heroes walked the fine line between publicly supported heroes and vigilantes and the U.S. Government was never comfortable with their presence.

Once the Justice League and Avengers were founded, the U.S. Government began to take steps to defend themselves should one of these groups of super powered individuals became a real threat. Working with CADMUS labs, a secret splinter group of SHIELD called Checkmate was formed to specifically monitor and be prepared to counter the growing metahuman “threat”. Checkmate was able to operate in secret for sometime until they came into conflict with SHIELD Director Nick Fury over their involvement in the incident in the mutant island refuge of Genosha, and the massacre orchestrated there by one of their own, Henry Gyrich (albiet under the mental influence of Cassandra Nova). From there on out, Fury and the Director of Checkmate, known as the Black Queen, Amanda Waller kept an uneasy truce even as their agendas became more and more divergent. Fury kept a good relationship with, and even grew to count on the superhero community at large, while Waller grew to resent them more and more.

After years and years of superhuman battles that caused trillions in property damage across the globe, civilian casualties and the occasional incident where one of the heroes would go rogue (Superman being mind controlled by Darkseid, The Hulk’s constant rampages, Wolverine’s berserker rages, etc.) things finally came to head with the Nitro incident in Stamford, CT. The super group New Warriors had their own very highly rated reality show, and were being filmed in a confrontation with the villain Nitro and some other associates. Nitro, having the ability explode and then reform himself, exploded in a massive blast that killed the heroes, villains, the TV crew and hundreds of bystanders. And among the casualties were 60 school children. With that angle being played up by the media, public sentiment turned strongly against the superhuman community.

With the government and the superhero community at large facing a public relations nightmare, Amanda Waller, General Wade Eiling and Senator Kelly used the opportunity to rush the SRA through the 3 branches of government in near record time. The act required registration of those with naturally-occurring superhuman abilities, super abilities acquired through science or magic, including extraterrestrials and gods, and even non-super powered humans using exotic technology, such as Iron Man or Batman. Registrants had to reveal their identities to the government (but not the public) and they had to undergo some basic testing and/or training and satisfy certain (nor publicly unspecified) standards before they could gain legal authorization to continue to use their abilities to fight crime. Initially government employment was not mandatory, though it was available to those who wished to take it. However, some registrants have said that they were told that all super powered individuals that were forced to register had to enlist in SHIELD, but that was publicly denied by General Eiling and other key individuals involved in the enforcement of the act at the time.

The act created a massive divide in the superhero community as some heroes felt strongly about each side of the registration act and eventually a Civil War erupted in the superhero community. The Pro-Registration side was lead by Iron Man, who became the public face of the act, as well as such well respected heroes as Reed Richards, Captain Atom and Green Lantern Hal Jordan. The Anti-Registration side was championed by Captain America Steve Rogers, Luke Cage and Jenny Sparks of The Authority. Earth’s greatest hero, Superman, had lost his powers during The Secret Infinite War Storm and remained in his secret identity as Clark Kent until his powers returned later in the year. The schism lasted for almost a year, with many super teams being split down the middle in their beliefs. Finally, in climactic battle between the two sides, Captain America, realizing the damage that their Civil War had caused to the populace at large, ordered the Anti-Registration side to stand down and accept the act. Being the hero that he was, Rogers brokered a deal to accept full penalties for his acts during the Civil War in exchange for dropped charges against several other heroes. It was during his transfer from a SHIELD detention facility to his first trial date that he was assassinated.

Some of the anti-registration heroes complied with the act; others went underground or went back to their secret identities and stopped functioning as heroes. The government created The Initiative, which was set up to place a government sponsored and trained super team in each state. Despite occasional conflicts with the resistance groups of heroes, things almost went back to business as usual until Darkseid took the opportunity to mount a full scale attack on Earth. Without Superman and Captain America to lead the heroes, the fight was nearly lost, but the heroes prevailed.

Then approximately 6 months ago, the Thorpacolypse occurred and when things started to go very badly, the Act was repealed, allowing for the return to action of several heroes. With their help the insane thunder god Thor from a parallel dimension was stopped, but at the cost of many super hero and civilian lives. It became a new source of fractioning of the superhero community due to methods used by Tony Stark, Reed Richards and Batman to end the battle.

Now that the SRA has been repealed, The Initiative is still in place but it is a voluntary option for heroes that want to work for the government. However, their numbers are thinning as some feel that the drawbacks to government service are greater than the advantages. The superhero community is still in a state of flux as grudges are still held, and trust among many heroes has been lost.

The big name super groups are rebuilding their teams, as the Justice League, Avengers and Justice Society had been disbanded for some time but are actively recruiting again, amidst ongoing negotiations with the United Nations and several Governments regarding agreements about the use of their abilities and scope of their authority.

As the healing from these world shattering events continues, there is hope that there can be a return to the days when the superhero community could unite against a common threat. But one has to wonder if that will ever be the case again.

:arrow: Split Attack with Dual Weapons - When a character has two weapons they can take Split Attack as an additional ep or pp cost depending on if the weapons are equipment of devices. The ranks of the weapons do not stack, but you can get the rull ranks of each as a Split Attack, which any applicable offhand penalties incurred, if applicable.

Example: Vigilante is using two heavy pistols, +4 damage each and has paid for two pistols with his EP. He does not get a combined +8 in a single attack, just +4. If he is facing two opponents, he can use Split Attack to get +4 damage to each attack instead of +2 to each.

A two-bladed item or natural weapons, like Wolverine's claws still split damage with a Split Attack.

:arrow: Rage - One rank of the Rage feat will not be assessed against PL limits due to the offensive/defensive tradeoff inherent in the feat. Any subsequent ranks for duration or increase of power are assessed against the caps.

:arrow: Sneak Attack - One point of the first of the Sneak Attack feat will not count against PL cap limits.

Example: A PL10 Nightwing has an attack bonus of +13 and a damage bonus of +6 and he has the Sneak Attack feat. He gets a surprise attack on an opponent and hits so he can add the full +2 to his attack. If he had +7 damage, he could only take +1 damage onto his attack with Sneak Attack.

:arrow: Combat Feat Cap Reduction: Combat feats that you bend your caps like All-Out Attack, Accurate Attack, Defensive Attack, Power Attack and any of the martial arts feats from the Mastermind Manual are capped at 3 ranks instead of their listed caps in the books.

Example: Batman goes to Power Attack The Joker. Normally he could take up -5 on his attack bonus and add +5 to damage. Under the Thorpacolypse House Rules, he can only take -3 off his attack and +3 to his damage.

:arrow: Taking 10 with Combat Feats: This may already be legal, but just to note it, I am allowing PCs to take 10 and use combat feats like Power Attack when dealing with minions.

:arrow: Space Travel as AP of Flight: Never liked the rule in the core book that says you cannot AP Space Travel off of Flight so I'm allowing it. In a game where you might use it a lot, that's one thing, but I plan on staying pretty Earthbound in my fights and stories. :wink:

:arrow: Batgirl's Variant Cape Rules. If you haven't read this, READ IT shortly. Genius stuff from her as usual. Expect some Bat-Family updates with some of this stuff in the near future.

:arrow: Silverback's crit chart. GENIUS for an Iron Age dude like me. If a critical hit is scored, the player rolls to see where it hit. I always like this variant rule in D&D and I'm glad there's something for MnM.

Comments: As Alexander Luthor stated in Infinite Crisis, for some reason, it always starts with Superman...

Starting out my new official Earth-217 only thread is a new reworking of Superman. I was originally going to put him at PL15 but I decided to keep him and the other big guns of the Earth-217 heroes at PL14. I did a PL13 version which I may plop in here depending on how playtesting goes. But this level, with a good amount of HP, give him a fighting chance against the Hulks and Doomsdays of my world.

After over 2 years of building Kryptonians, I am still not quite happy with my power set and drawbacks, but every time I feel like I get a little closer to what I’m looking for. The new feats and powers in the newer books continue to help as well. I almost gave Clark the Holding Back drawback since that is generally the approach I take with him, but I didn’t (this time). I originally had him at about 260pp, but after really thinking about it, I trimmed quite a few pp and may trim more. I wanted a streamlined Clark, but one who was still versatile and powerful, and I feel pretty good about this build. For now...

To note, Perfect Timing is from Mecha and Manga, allowing him to burn an HP to show up at the right place at the right time. Seems like that feat was MADE for Clark.

In the Thorpacoverse, he hasn’t had his powers back that long after the depowering during the Infinite Secret War Storm, and things have changed a lot during the year he was powerless but the one thing that remains constant is that he’s still the standard to which all heroes aspire to. Well, most of them anyway…

Clean Up 4/13/10: Well, you knew I couldn't leave well enough alone. I took Supes down a PL to PL13 for playabality. I like the thought of a PL11-ish slugger giving him and Captain Marvel a hard time so the top tier characters for this thread are coming down a bit to give them more challenges.

Comments: The Superman of Earth-2, currently trapped on Earth-217, Kal-L. In the main DC continuity, it has fluctuated as to whether he is just as powerful as Kal-El or less powerful. In the Thorpacoverse, he’s just a bit weaker physically, but overall, he’s got the same abilities. Except for one key ability that they should have given Kal-El…the ability to mold his face to look DIFFERENT AS CLARK KENT INSTEAD OF LOOKING LIKE SUPERMAN WITH FREAKIN’ GLASSES!!!!

Sorry, I knew that whole thing was corny, but that whole weak secret identity thing has ALWAYS been my biggest beef with the Superman mythology since I was a kid. I mean, come on, yes you have to suspend your disbelief for all of comicdom, but really, a guy who works with reporters every single day disguises himself with a pair of glasses? I’d sooner buy a worm eating reality than that... :wink:

Kal-L was trapped on Earth-217 during the Infinite Secret War Storm. He survived the battle with Superboy-Prime and lives with Clark and Lois posing as Clark’s uncle Cal and does freelance work for the Planet while they trying to figure out what to do with his life. The community at large is not aware of the new Multiverse (but they will be soon, thanks to The Monarch comin’ a’ knockin’ soon…). He’s still depressed about his Lois being gone, but he’s soldiering on, providing Kal-El and other heroes with sage advice, while still getting in some Superman action when he can.

Clean Up 4/29/10: Minor tweaks to Kal-L. I am keeping him at PL13, even though I generally think that the Supes of Earth Prime is more powerful. But technically, Kal-El is stronger and has more HP to start so he should have the advantage in a one on one matchup.

Comments: Well, I am the THORpacolypse, so you knew Thor would be high on the list of characters for my main setting. Not a lot different from my previous Thunder God builds, he’s a team wrecker and total epic level hero. I have him at the top of my range (currently) for my main setting and I think it’s fitting. Thor is consistently portrayed as the “most powerful being on Earth” in most of the Marvel continuities. He’s been even more powerful since he came back and stopped holding back himself, or so he told Tony Stark.

In the Thorpacoverse, he’s still focusing on finding all the Asgardians who were transformed into human form during the Ragnarok breaking event. He has established New Asgard in Missouri (I’ll be damned if I let Oklahoma have it like they did in main continuity!), not too far from Central City. However, he is still involved in big events from time to time and as Donald Blake, he is working as a surgeon for a traveling medical team, allowing him to search the Asgardians as well as provide aid to the humans he has sworn to protect.

Clean Up 4/14/10: Thor gets the PL drop and a couple of other tweaks.

That was one of my favorite parts in the new Thor series, its always cool to see the big guys like Supes and Thor really cut loose :D!

I was a bit surprised that one of the first guys you had listed under the Avengers was one your most hated characters Hank Pym!?! Though I actually like Pym (blasphemy I know) as the Wasp in the Mighty Avengers series. Which brings up the question, was/is there a Secret Invasion in your campaign setting?

I do, too, actually, and I am burying the hatchet with Pym. In fact, I plan on making a PL11 inventing, shrinking and growing beast in my setting as a show of contrition. 8)

Hadn't really thought about a Secret Invasion. I really liked the way Marvel handled it, not so much the afterwards, but at least they're kinda getting Tony Stark back on track. We might see some of that on Earth-217, I'll have to ponder it. This universe creation thing is tougher than it looks! :wink:
