Now that I have figured out how to do this, I figure I'll create a link bit at the beginning of this post.

Complications:
Alien Personality: Iteration is a machine and a new one at that, so it has trouble interacting with people. its morality can also be unique.

Machine Appearance - Although Iteration can shapeshift, all its forms are mechanical

Enemy - SolidTECH wants its machine back.

Iteration's concept is that it is a group or hive mind of a swarm of nanites that can come together and interlock to form a variety of different shapes. I've got a few forms stat'd up for quick use including a tank form, a gunship form, a supercar form and a couple of others.
Iteration is a creature that doesn't quite understand humanity but it tries really really hard. Iteration spends half of its time surfing the internet and the other half fighting crime in Freedom City, but if it were being honest it doesn't really see the difference between the digital world and the real one.
Something unique that Iteration does is that among the kind of crime it combats is white collar crime. It includes a great deal of data on potential white collar criminals (bank fraud, tax evasion, etc) and then when it feels it has enough it deposits the extensive file with the local DA and then replaces the targets car with itself and takes him or her forcefully to the nearest police station.
I've played iteration in one session already and it was hellishly fun to play.

Yeah, I guess so, although I really didn't have brainiac in mind while I was creating it. Kind of cool to think about though.

So figured I'd list this character here now. I'm GMing a session o my tabletop game (like I said it is a round robin GM game) and I had to come up with a villain and a story to go around it. I could have easily mooched something from the Freedom City setting, but I'm rarely inclined to mooch that much, so instead I came up with this guy. He's meant to be a tough fight for a couple of PL 12's and I hope that I didn't make him too powerful. He's certainly not going to have any minions for the first battle they have with him, and I wanted to make sure he's dangerous enough to be taken seriously. If I over did it, well, I can always have some fun with GM screens.

Mikhail was the USSR's answer to Super Soliders during the 80's. Originally a supremely capable soldier (think Abomination from the latest Hulk movie), Nevikov signed up for the солдат project which was meant to produce a the perfect ground troop for the USSR army at a time when the USSR was behind I just about every other possible theater of operation. In the last failing days the communist regime there was a push to get USSR involved in a war to end all wars, but this was put down by the failing economy and a disheartened military. So instead they created a life pod for Mikhail and shot him into orbit, hoping that their creation would one day fulfill his purpose of bringing America to its knees and once more realizing the greatness of their regime.
Only it didn't work. Instead Mikhail has spent almost twenty years in orbit, cryogenically frozen. Until one day that the satellite malfunctioned and Mikhail came crashing down to Earth.

What i like most, is you kept Red Scare, with the point cost for his Power Level. Which NPC's dont usually follow.

So the guys I'm playing with were talking about the possibility of running a villains campaign, and of course me being me I've done some thinking about it. As such, I've come up with an idea for it. If we do it it'll be PL 10, with 150 PP and probably be run simultaneously with the heroes game.

Complications
Everything, all the time: Free Runner experiences every moment at superspeed, which should have the effect of making him able to complete most tasks very very fast, but in many ways it overwhelms him.

Girlfriend: Free Runner has started an illicit relationship with Augur, a hero who runs Streetnet, essentially coordinating streetlevel heroes in Freedom City. While she has no combat abilities on her own, she is frequently torn between turning him in and making love to him. While they share an open relationship, but she is sometimes jealous, and if she catches him is liable to turn him in.

Lady Killer: Free Runner is pretty much addicted to one night stands. Mostly he uses the “Everything all the time” complication and applies it to his concept of proper relationships as well.

Confidence Games: Free Runner used to be a con man, and as such has a lot of people he conned, robbed, and jobbed that would really prefer to see him, well, taken care of.

Biography
Lyle Jackson was born in Freedom City. Pretty much right away it was obvious that Lyle wasn't like the other children. For one he never slept. Never. For another once he was able to crawl he would end up on the other side of the room almost like he teleported. By the time he was five he just couldn't be kept down; he spent his time playing hookey and running just about all over the world. Of course everyone tried to get him to go to school, but Lyle had trouble focusing in school, almost as if he had a serious case of ADHD, only the drugs never really worked on him all that well.
What he was actually diagnosed with was that his brain simply moved faster than everyone elses. Significantly faster – yet this didn't have the usual effect of making him more intelligent, instead they found he was unable to isolate inputs and experienced EVERYTHING very slowly. He could focus himself, but he would very quickly grow bored. Theoretically if he could ever focus himself he could become a super genius, but for right now his disability and powers only let him masquerade as a normal person some of the time.
Lyle was sent to specialist to specialist, eventually ending up at the Claremont Academy. It took them all of two years before they pretty much gave up on him (or figured that he gave up on them). Yet during this time he learned an awful lot, just not what everyone else was learning. He learned to play people. And he learned to like it.
This is not to say that Lyle is devoid of morality. Indeed, he would consider himself very moralistic. You see Lyle is not at all interested in hurting people. Oh, he's learned to do it to accomplish his goals, but really hurt people? Never. So he's conned some rich people out of money? What does that really matter in the long run? Only now he's taking it to new level. Ultimately he didn't learn much in school, but he did get that America is the land of the Free right? So if he can get run there he should....and if he takes things while he's there, what's really wrong with that right? He called it Free Running. And he was the Free Runner.
What Lyle is actually responsible for is much higher than what the police or Interpol can prove. Lyle is always careful, because he knows what it can cost if he isn't.
At the same time, amid a variety of girlfriends (if he can why shouldn't he?) Lyle has actually forged a lasting relationship with a minor hero in Freedom City named Augur. Augur knows what he's responsible for and constantly is at war with herself, alternately calling the cops, and then helping him clean up a crime scene. They share an open relationship; they are both free to date other people, but Augur frequently aims her frustration at his lifestyle choices at him when he's being obvious about bedding other women.
While Lyle is supremely talented with the ladies, and with confidence schemes in general, he's frequently getting cliches and quips completely wrong in combat.
His ability vibrate quickly enough to essentially become insubstantial is a very new ability.

I didn't check the math, but I like the style of this build. As afr as aesthetic goes is the DEX 24 score, since it's all natural this assume that he has reflexs and coordination superior to the "average" olympic level athlete, evn without his powers.

Basically. Part of me wanted to link the increased Dex into his SS, but I decided not to...mostly because I figured he can and does react to thinks at border super human speed even without his powers.

Yes he was. We mostly overcame him through hero point usage and a startling series of crits from the other PC. Peter, this is Nick, btw. I will give you some comments on the speedster when I manage to claw myself out from under this work. Very much liked it on my first quick readthrough.

Ha! Okay, well, I learn something new every day. Ah well, I'd only ever heard it said and not written.

I really don't have any real issue with someone stealing Red Scare other than it's concievable that I'll write about him one of these days. But use him in a game? Certainly! I'd love to hear how your PC's handle him.

I will say this about him - it would have helped if conceptually he had more Impervious Toughness, but it might have been a little too much had I done it (at least for one of the PC's). Other than that he worked very well for what I wanted him to do.

Aaaand I'm back. So I'm writing a super hero like thing for my blog (the first "issue" isn't done yet, but it's coming) and I figured I'd share the build she would have. I actually have a universe I've constructed and I'm writing in. I don't want to write too much about the universe here, but suffice to say that the Avengers/JLA clone of the universe is called "Lighthouse" and there are several chapters of it spread throughout the world. Valve is one of the members of Lighthouse America West. She's essentially a doorway to another universe of pure heat energy. Unable to control her powers she was built a valve that regulates her powers for her (somewhat akin to Cyclops's ruby quartz glasses). She rarely goes full power, and when she does she's either incredibly angry, or the world is in serious danger. Hence the holding back drawback. When she's not holding back, you're looking at a lot of property damage, and that's is nothing truly bad happened during that fight.

Destiny:: In a battle with an arcane warlord Rachel Mark had her future read to her. She was told she was destined to be responsible for the end of the world. This preys upon her and as such she has given control of the valve to her team leader. Still, Rachel watches her actions very carefully, and will frequently pull her punches because she does not want to be the villain.

Reputation::Before she became Valve Rachel Marks was a ballet dancer. But before that she danced exotic at a gentleman's club at downtown LA. Once the press found out that the wonderful ballet dancer Rachel Marks was a once an exotic dancer, the jobs stopped rolling in quite so much. The fact that this has hurt her career irks Rachel.

Temper, Temper:As much as she tries to control herself Rachel is a bit of a hot head. It takes a lot but once she does go past that line, she's waaaay past that line, and thing that put her over might be the recipient of some over the top retaliation.

Heavy Handed: Rachel is the type to remodel an entire house because a floorboard is warped.
