As for Spidey well define Iconic, this guys pic is near the word in the dictionary.

and in a twist of irony, when you consider that Wolverine is oft accused of popping up in every single marvel comic, its funny that you consider that Spidey has done the same. There isnt a single marvel hero that ahsnt crossed paths with spidey in one form or fashion.

there is a reason he is the symbol of Marvel.

I dunno, Jab just said he's tired of building minions who can't think for themselves...doesn't that pretty much describe guys like the Enforcers?

Well SURE, but they also have a lasso and judo powers. That makes them different.

Regarding the Crocs' tail slap, I figure that's just some added reach from the Growth (fifteen feet from a Growth 4 creature), so it didn't need placement.

Defenses:
Dodge +10 (+12, +15 Spider-Sense, DC 25), Parry +10 (+14 Spider-Sense, DC 24), Toughness +7, Fortitude +9, Will +12

Complications:
Enemy (Everyone)- Peter has amassed a truly horrifying amount of enemies over the years, to the point where his Rogues Gallery is easily as large as those belonging to entire teams.
Enemy (Norman Osborn)- Norman has a sick obsession with Parker, seeing him almost as a son, while also trying to either kill him, ruin his life, or get him to become as evil and twisted as the Green Goblin himself.
Enemy (The Symbiote)- Spider-Man rejected an Alien Symbiote years ago, and it has hunted him down ever since, both with Eddie Brock and Mac Gargan.
Relationship (Mary-Jane Watson-Parker)- Peter's wife is long-suffering due to his dangerous job, but they make do the best they can. Peter worships his wife, and will do anything to protect her.
Relationship (May Parker)- Peter's aunt has raised him since he was a young boy, and he is incredibly devoted to her. Her frequently failing health leads him to spectacular feats of power. If she is sick or needs medicine, then I don't care if you're a #@%*! Herald of Galactus, God of Asgard, or super-powered Mystic Sorceror- get the hell out of his way.
Rivalry (J. Jonah Jameson)- Peter's boss, the volatile newspaperman, has a major mad-on for Spidey over all other superhumans, and relentlessly hunts for signs he's gone bad. Aside from this, JJJ is a classic "no-nonsense" newsman.
---
Power Loss- If Peter gets the flu or a cold, or if something weird is going on genetically, he will lose his powers. Still in shape, he is reduced to Strength 2, Stamina 3 and Agility 4.
Reputation (Spider-Man: Threat or Menace?)- Peter is mistrusted at best by the general public, no matter how many people he has saved. The police frequently chase him, and no matter how many freaking times a super-villain disguises themself as Spider-Man and commits a crime, the people of New York will automatically believe the lies and chase him. The freakin' Rhino could be in that costume and they would buy it.
Power Loss (Web-Shooters)- Spider-Man runs out of Web Fluid whenever the GM demands it. Always at the worst possible time.
Weakness (Newbie Villains)- Spider-Man has bad luck fighting super-villains making their debut. Though he can beat guys like The Scorpion & The Vulture while standing on his head, a brand-new rookie like Menace or The Shocker can beat him in almost every single fight before they are downgraded over the years. All new villains fighting Spider-Man will be treated as if they are one full Power Level higher than they normally (or Spidey as one PL lower, whichever).
---
Responsibility (Human Life- With Great Power Must Come Great Responsibility)- Losing his Uncle Ben made Peter realize that all human life is sacred. Even if faced with a situation that all but demands someone be put down, Peter can't do it. Even if they murder hundreds of people, or even the love of his life. Statistically, he CAN NOT use Power Attack's +2 bonus against anyone without super-durability. Ever.
Unlucky- Spidey has tons of powers and skills, right? Well, too bad, Spidey- you've got the flu, your powers are on the fritz, and you can barely see straight. Oh yeah, and both Kraven and the new Vulture have decided to team up to finish you off. Good luck.
Secret Identity- Peter obsesses over keeping his identity a secret, because of people like Osborn & Venom.
Motivation (Guilt)- Peter's selfish decision cost him the most important man in his life- his Uncle Ben. To this day, Peter tries to make up for that moment of failure.

Total: Abilities: 84 / Skills: 64--32 / Advantages: 24 / Powers: 66 / Defenses: 16 (222)

-This to me represents what Peter "Spider-Man" Parker fights and behaves like. It isn't min/maxed or perfectly fit with PL 11 by any means- he's only full-on PL 11 in terms of his Dodge/Toughness trade-off and his Web-Shooters! Otherwise, he's PL 10.5 with Parry/Toughness, Will/Fortitude, and with Unarmed Damage/Accuracy. But that sounds about right to me- he's never been a dominant physical fighter. He's good, but +13 to-hit is as good as he needs to be- he's no Daredevil or Cap, after all, and he's strong enough to make up the difference. And yes, he's slightly better at Dodging than Parrying- martial artists can hit him often enough (well, +14 Parry, but still...), but twenty goons with Automatic Weapons are going to miss, and Electro can't score one to save his life sometimes.

-Spidey is strong, but not +9 Damage-worthy in my opinion- he's Strength 8 with Power Lifting (to 12 tons, not that I ever see him bench a car, well, EVER). He's tough, but only to +7 (regular humans can still really hurt him with melee attacks). He's extremely Agile, a really good fighter (specializing in Unarmed, of course- he pretty much NEVER picks up a weapon or even an improvised club), smart but not TOO smart (+11 at Science is better than most background guys get, and Peter's more generalized anyways), and fairly Aware. His Skills are quite extensive, covering the gamut since he's a solo super-hero and as I've noted, those guys tend to need a WIDE spread because they can't afford to specialize like team guys can.

-He's a phenomenal fighter by virtue of his Advantages, which are tailor-made around defense, and aided by his Spider-Sense. With all sorts of Defense-related things, you're basically just NOT going to tag the guy unless he really biffs a roll, his Initiative is crazy good, and his Acrobatics is absolutely out of this world. Then there's his Powers- his Web-Shooters are more or less simple Snares that are more accurate than sticky (almost all of his enemies have SOME way around them, usually with strength or cutting weapons) with the 2nd Edition Tether Feat thrown on, but he can also Blind with them, or create web objects like temporary shields, hang-gliders or big nets (I had an extra point, otherwise this'd just be classic "Extra Effort Alt.Effecting"). Note that his Spider-Sense is a huge portion of his tactics- if he's disabled at it somehow (Green Goblin had a gas just for this), he is HEAVILY hampered, losing a dozen Advantages and most of his Dodge & Parry.

-In addition to all this, Peter can use some Alt.Effects by spending what should be TONS of Hero Points (look at his freaking Complication list! NO HERO IN COMICS could even SCRATCH that!)- his Webs can be sprayed out in a large Burst or Cone at the risk of wiping out a whole cartridge, and he's been known to accidentally detect a villain in proximity who isn't attacking him with his Spider-Sense, or even find bad guys just by swinging around until it goes off. All this adds up to a VERY expensive hero, but consider what modern heroes cost in 3rd Edition/DCA- if Nightwing can cost over 200 points, then you bet your ass Spider-Man should as well. He's strong, tough, smart, skilled and nearly impossible to hit. The guy's one of the best, but not overly powerful.

-Note a few Complications: His Web Fluid runs out whenever required for the story, he loses his powers a lot, he's incredibly unlucky (whole groups of villains coincidentally try to fight him at once), and every time he fights a rookie villain, he gets the living snot kicked out of him for several fights before they get "Downgraded" to "Recurring Jobber". Just look at the frickin' Shocker- major tough threat in his first appearance, and now he's a joke villain.

Oh yeah, and a word of explanation- I'll be adding a "Villain Rating" classification to the usual template, explaining where the guys fall. Basically, it goes like:

A-List: The kings of the mountain, the guys that draw either major sales, or are generally considered big, recognizable villains that aren't usually just casually tossed out there. (eg. Venom, Norman Osborn)
B-List: Still major characters with recurring roles, but they're just not up to regular levels. Spidey beats them too easily, or they're just too dumb to be a major threat. (eg. The Rhino, The Lizard)
C-List: Guys who are too goofy or didn't last long enough for the higher-two categories. They may have started big, but they got discredited fast, and are now either viewed as jokes or "also rans". (eg. The Vulture, Hydro-Man)
D-List: Joke characters who might have been something, but never took off at all. Spidey usually just straight-up makes fun of them. If they were serious threats, then it was only for a couple years, and they vanished quickly. (eg. The Molten Man, Delilah, The Rose)
E-List: Even below D-List, these guys are basically on the level of mooks, or little better. (eg. The Enforcers)

Some guys notably jump from one level to the other (Mysterio goes from C to B a lot; Hobgoblin started out big, but petered to C-level quickly; The Shocker was actually legit when he debuted; nobody knows where Electro really fits; etc.), and these will be noted in their listing.

for my own personal tastes

Dr. Octopus A
Lady Octopus C
Green Goblin I-III (Norman, Harry & Phil) A
Molten Man C
The Sandman A
Electro B
The Scorpion (Venom II) A
Venom I (Anti-Venom) A
The Legion of Losers (Spot, The Kangaroo, The Gibbon & The Grizzly) D
The Lizard A
The Chameleon B
The Vulture I & II C
The Vulturions C
Kraven the Hunter B
Calypso C
The Enforcers (Montana, Ox & Fancy Dan) E
Hobgoblin I & II (Kingsleye, Macendale, Demon) B
Demogoblin C
The Doppelganger NA
Carrion I, II & III C
Shriek C
The Puma B
Carnage A
Symbiotes In General C
Cardiac C
The Kingpin A
The Rose C
The Squid C
Delilah NA
The Big Wheel D
The Rhino B
La Tarantula C
Alistaire Smythe C
Spider-Slayers B
Silvermane (Old & Cyborg) C
Tombstone B
Hammerhead C
Morbius B
Foolkiller C
Stegron C
The Shocker D
Hydro-Man C
The Jackal C
Mysterio C
Swarm C
Titania B

Electros a B because for all that hes beaten by spidey on a regular basis, its one of those wins that spidey always feels afterwards. his raw power is just plain un real and its near impossible for spidey to get near him without taking a hit or 5.

Rhino may not seem like it but when you consider that spidey can barely hurt him much less stop him. its a case of brains over brawn.

Titania should be on there too. As much as she was a she hulk villain spidey had a serious effect on her for awhile. to the point where she was terrified of him after he pimp slapped her around in the secret wars.
Dr. Silverback has wryly observed that this is like trying to teach lolcats about Shakespeare

One I'd quite like to see is Spider-Girl from MC2, partly to see how she stacks up against her dad. No rush, though... that's one hell of a to-do list as is!

Unless I missed them (and it's very possible, I am home with pink eye, a fever, a kid with a fever and a splitting headache that ebbs and flows so I am not on my game), I didn't see Madame Web and Ezekiel who I'd like to see done.

Spidey has been AWESOME in New Avengers and Bendis' writing of him, Cage and Wolverine is fantastic. You could really see the chemistry between them and now that Ben Grimm is rolling with them, it's been some fantastic one liner humor. I look forward to your 3E Spideyverse run.

Ignore the fact that Spidey already had an awesome costume, and you'll realize this one actually looks pretty cool.

-Yeah... The Other. Yikes. This is a serious power upgrade for Peter, especially once he adds the Stingers, the Spider Link stuff AND the Stark Iron Spider armour all into one form, making a brutally expensive Spidey. Me, I hated this change, because the Stingers & Spider-bits seemed like lame extra bits to an already awesome power-set that didn't need anything silly added to them. The Iron Spider armour was actually very cool I felt- it just suffered from being added to a guy who ALREADY had two of the greatest costumes in comic book history. The cool armour was later removed post-Civil War and added to the Scarlet Spiders team in "The Initiative". Spidey thankfully dropped all the Stinger/Spider-stuff when "One More Day" happened.

-The 1990s was a REAL piece of crap era for Spider-Man. It was bad for LOTS of characters, but Spidey? Jeez. Sure, Todd MacFarlane & Erik Larsen were great on art (the art doesn't hold up as well these days, but still), and Mark Bagley was the truly right guy for the art chores of Spidey-books, but the total GARBAGE that happened to Spidey during this decade... I mean, look at this. First off, all his villains and rivals got played-out, to the point where we were seeing dozens of the guys at once. All the new guys except Carnage were total busts (Cardiac? Solo? The new Hobgoblin?). Venom got so over-exposed thanks to an ill-advised Face Turn that the character was permanently damanged by the end of the decade. We had Symbiote nonsense with a DOZEN of the buggers coming out, and then Peter's PARENTS came back from the dead. Turned out they were just being held prisoner, except his dad turned out to be a huge jerk and they never dealt with it enough before doing the stupid "They're Robots" revelation. I mean, what would AUNT MAY think about that?

-And then there was the CLONE SAGA. Enough bad things couldn't possibly be said about it- it ruined Spidey for YEARS, and nearly sank all of Marvel with him. The idea to reveal that the Peter Parker we'd been reading about for decades was merely a CLONE... I mean, that's the stupidest idea in human history. The fact that it came with the worst stories ever written only added to things. Stories like Kaine, Peter's insane clone who casually murdered DOCTOR OCTOPUS, one of Spidey's only A-list villains. Then MORE Clones. Then SPIDERCIDE, who was ANOTHER CLONE. Then Peter punched Mary Jane in the face, ON PURPOSE (not while under control/crazy like Hank Pym was- and yet HANK got the permanent rep). So it took J. Michael Straczynski to dig him out of that god-awful hole, and he barely made it.

-Spider-Man in the 1990s slightly weaker than the modern day overall, keeping PL 11 in many aspects, but he's PL 10 on offense, and PL 9.5 with his Parry/Toughness. He only loses a handful of Advantages, and drops only nine points because he's still basically the same guy, but he's a fair bit easier to defeat. He got challenged by a LOT of scrubs in this era, including people like Delilah and Lady Octopus.

-The 1970s & 80s were an odd time for Spidey, and tough to properly judge. His best character introductions were a bit behind him, as we only got guys like a new Vulture, Puma, Silvermane, and The Shocker- poor additions compared to the Kingpin and the 60s crew Ditko helped make. But you had some great stories, not the least of which was "The Night Gwen Stacy Died", a book that changed all of comics forever, and is considered a top-runner to the stories that ended the Silver Age completely. Some of the stories from this time were PHENOMENAL, and Spidey became Marvel's runaway success. He got a SWEET Black Costume for several years, and the "Marvel Team-Up" series, that aided several minor characters. It was a good time to be a Spidey fan- he even got married to MJ, who turned out to be not such a simple air-headed Party Girl after all.

-For Stats, he's just a PL 10 these days- he never stood out as overly powerful or skilled back in this era- just a regular hero doing his job. He loses a lot of his dodging capability, but keeps all his Advantages, still making him really hard to hit. He's still over 200 points, but that's the nature of the game these days.

-Once Spidey gets the Black Costume, he gets a few new boosts, most of which being his webbing. Now, the suit can produce an inexhaustible supply, allowing him free access to the Web Burst that can cover large areas at once. Also, he can Morph his clothing to whatever form he needs, and his Snares are also more powerful, boosting him to PL 11 as long as he's using his Webbing. In the cool 1990s Spider-Cartoon, he actually increased his Strength & Durability as well, and his personality started changing (in the comics, the personality change never happened- this has since become a recurring Symbiote Costume element in other media). Eventually the costume would merge with it's hosts more deliberately, becoming a Power more than a Device.

-Wow, even Young Peter still costs a butt-load of points thanks to his still-high Abilities and his numerous Powers. 146 points for a guy who's PL 6.5 offensively, and PL 7 defensively. Crazy. He's weaker- enough that the three Enforcers are a heck of a challenge, and most of his rookie villains had a serious edge on him in terms of either power or PL.

Hm, Spider-Girl, Madame Web and Ezekiel? Consider them added! Didn't even think about MC2 stuff. Web is about my least favourite character ever, so be ready for some fun ranting there :).

From what I understand they killed her off, then replaced her with a new Madame Web, who is Arachne/Spider-Woman 2/ whoever. Now...whether this is actually true (or true but is it lasting?), I don't know. I'm still trying to get used to the "Venomette" costume on Arana in Young Allies.

Couldn't the Iron Spidey Armor (which I thought was awesome, and I'm so glad its still being used, even if the Scarlet Spiders are mostly dead) cloak? I seem to recall Spiderman vanishing from sight in one of the fights during Civil War.

Hm, so it did/does. Missed one during my Wiki-search. Consider it corrected. Now Iron/Other Spidey is even MORE ludicrously-overpriced.

"What the hell?! That does it. I'm not renting Super-Villains from Spider-Man anymore."

THE ENFORCERS
Role:
Early Threat-Turned-Jobbers
Villain Ranking: Debuted at C-Level, quickly gravitated to D-Level, then E-Level

-What, you thought I'd start with the AWESOME villains? The Enforcers are a classic case of "Elite Mooks". Debuting in the VERY early days of Spider-Man (pre-dating almost his entire Rogues Gallery), they were the elite henchmen of "Mr. Big", a new crime-boss figure that only lasted a short time. In the early going, they pummeled the rookie Spidey, but he quickly learned how to overcome these odds, and got used to their fighting style (one of the first times this happened- also a good 'in-universe' example of Gaining XP), and the next fight was his. And the next. And the next. Pretty soon, these guys were utterly discredited as a threat, and were downgraded to dealing with Daredevil (then a struggling solo hero). They pretty much vanished for decades until the "Ultimate" Spidey universe brought them back in an identical role, and even the recent "Spectacular Spider-Man" cartoon series uses them (and upgraded Montana while they were at it). This led to a reappearance in the Mainstream U, but again as joke villains who were barely better than your common A.I.M. "Buckethead" or Hydra goon.

-Yikes. Montana serves as an example as to how pricey some guys quickly get in 3rd Edition thanks to those Skills and his Abilities. Even though he pretty well sucks, he's actually a full-on PL 6 (90) Player Character-quality type dude. He's all-around decent for his PL, and has a criminal's set of Skills, in addition to some other tricks. A good shot with his Pistols, as well as that Lariat- it's essentially a Close-Range Snare, Limited to targets (he can't just wrap up endless guys with them- he usually only has one or two) but with a 20-foot reach (this is actually worthless points-wise, as it shrinks back what should be a much higher range for the same points, but he's MONTANA so who gives a crap?).

-He's the leader of his little group, though the whole team generally ends up following the orders of Mr. Big, Mr. Fear or The Kingpin, and he's just the field-commander. A handy guy, but a flat character with nothing much about him. His best appearance by far was in the recent Spidey toon where he got merged with The Shocker, getting an upgrade to be a much more hardcore villain, effectively dousing two lame character concepts at once.

-Fancy Dan's also much more expensive than you'd think. A glorified Mook, yet he's 78 points. His Advantages really add up, though- he's quick, sprightly and accurate, and was more than able to avoid Spidey's best shots back in the day. Nowadays, of course, he's got the accuracy of a pretty all-around good hero, but does little more damage than Mary-Jane in combat, so he falls very sharply towards the "Accuracy" side. He can boost his damage with Power Attack, but only to +2. Nearly everything about his is keyed towards unarmed combat and being hard-to-hit, so he's one of the most annoying PL 6s you're ever likely to come across.

-Ox is your everyday big, dumb moron, and is one of those guys where it's tough to tell if he's authentically super-strong, or just a really big dude. In the early days of Spidey, he was an actual physical threat. As it stands, he's not a half-bad fighter, but he'd only challenge the early PL 7 Spidey hand-to-hand. Even with his partners, he'd fall against just about anybody, despite being very tough (having Power Attack enough to hit +10 damage, though his opponent had better be Stunned or Immobile for him to hit at +2 accuracy). Notably, the first Ox was killed in a Daredevil comic, before other writers figured you just CAN'T keep down a good Recurring Jobber like this, so he of course turned out to have an identical twin brother who filled the exact same role and had the exact same abilities. Sigh.

Enemy (Spider-Man)

Total: Abilities: 48 / Skills: 64--32 / Advantages: 10 / Powers: 10 / Defenses: 18 (118)

-Kind of an odd guy to be Spidey's first-ever actual super-villain opponent, but the book started quietly, what can I say? The Chameleon is one of those Spider-Man enemies that they just want to push every once in a while, but it always ends up falling flat. The problem is, he's got a status defined as the "physically weak" villain on the roster of villains- even moreso than Mysterio. Because of this, his weakness often gets exaggerated to the point where MJ beat the hell out of him with a baseball bat (though I loved that- total subversion of the "Women in Refridgerators Syndrome"), and so he's got the rep of the Weak Villain. It doesn't help that they've retreaded the tired old "Spider-Man Caught Committing a Crime" storyline about 800 times. Add it all together, and you've got every mediocre writer's fallback plan (Instant Angst- Spidey is a Wanted Felon), and the one guy even the supporting cast can beat on.

-So The Chameleon doesn't end up with a whole lot to him (his backstory is hilariously confusing for a minor-league villain- he's Kraven's half-brother who sometimes doesn't know it because he's a bit crazy and then some stuff happens and he's... OK, I read it five seconds ago and I've already forgotten, it's so asinine), and he's got a permanent spot on the C-List (bordering on D-List at times with a particularly vindictive writer). A current arc has seen him with a bad-ass upgrade into a Batman-esque Serial Killer/Obsessive Mimicking the Person's Life type of deal, which is probably the best way to go with someone who's so damaged as a threat. He's also lost his 80s-style Super-Tech Mimicry outfit and Malleable Skin, becoming JUST a standard Master of Disguise again, which helps the whole "Street Level" nature of his being.

-The Chameleon is a pretty weak Spidey Villain, being PL 8, and only then with a gun (he's usually armed). Where he shines is his Disguise ability and his Morph, which makes him a second-to-none copycat, able to fool even the best and most familiar people at times. Most of the time, his disguises only fail thanks to some crap luck or pushing it too far- like pretending to be Peter Parker to fool Spider-Man into leaving him alone (obviously, that didn't work), or doing the Peter thing with MJ (who'd be a bit wise to ANY changes). He's a MASTER Deception-artist, packing all sorts of Advantages & Skill Points into it, with only the occasional slip-up. He needs the Costume to copy clothing properly, so I left a Quirk on his Morph (which would normally account for such things), and bought the rest as Equipment. Despite his huge array of Skills (he's an expert Spy/Saboteur/Disguise Artist, even without his sci-fi gear), he's still a bit under-cost for a PL 8, but then, it's The Chameleon, and he's never been a top threat.
