He formed CORE Tech in the sixties and in the last forty plus years, built it up into one of the most powerful corporations in the world, mainly due to the many government contracts he was able to gain.

Federal Imperium
• Charles Montgomery: the Federal President of the Imperium is a self styled Emperor of the world.

• There are over one-hundred clone series used by the Federal Imperium. To date the Morgan-series (bricks) and Ashley-series (fire blasters) have been seen on Millennium Earth.

• Dreadnaught (Sergi): one of the three remaining Soviet super-cyborgs. Sergi is a huge engine of destruction.
• Hellbrand: Hellbrand looks like a charred corpse, still smoldering. A powerful fire controller.
• Nemesis: leader of Force. Many of the major conflicts of the world over the last 200 years, you can bet Nemesis has had a claw involved in it one way or another. Nemesis is a Dhahak who was in charge of softening up the world for eventual invasion. However, when the invasion failed (due to the heroic sacrifice made by the Exalted), he went rogue and formed Force.

Interpol

• Equinox: powerful druid-priestess
• Excalibur: English supersoldier, akin to the Patriot of the United States. While not as powerful as the Patriot, the Excalibur formula does not have the reduced lifespan as suffered by the Patriot. He is the second man to don the mantle of Excalibur.
• Firbolg: a giant of a man, standing sixteen feet tall. Married to Unicorn
• Pixie: a short two-foot tall woman, who like her namesake, has a pair of gossamer butterfly wings. A rather powerful spellcaster
• Spitfire: firebreath and control. The third Spitfire
• The Pict: a nasty, brutish brawler. Short, ill-tempered, heavily tattooed and perpetually looking for a fight, though these days, most of his fighting is done in the courtroom. The Pict is a licensed barrister and lends his talents to social causes. The Pict is anarchist and social activist. The Avatar of Humanity used to babysit him when he was a baby back in the seventies and is the only one who can get away by calling him by his real name (Terry). He refused to be Knighted by the Queen.
• Unicorn: the wife of Firbolg is a gentle woman of mild temperament unless innocents are in danger. She derives her powers from a mystical artifact, a real unicorn horn.

Mindhammer: new on the scene, Mindhammer is the remains of the old Soviet Battlemind program that went rogue when the Soviet Union fell part. Mindhammer is made up of some very powerful psychics.
• Psikill: the leader of Mindhammer is the one of the first graduates of the Battlemind program. Psikill was a Soviet agent during the Cold War and often did battle with the second American Patriot. While in his seventies, his mind is as sharp as ever.

Monterose Academy: an underground school for naturals (mutants) to learn how to control their newfound abilities. They mainly try to help those who cannot control their abilities or those whose overt mutations make them stand out in normal society, to give them a safe harbor. The Academy is located on the Monterose Ranch and Vinyard, deep in the heart of wine country of Northern California and is funded by Sanctuary International.
• Autumn Leaf Owens: the second oldest of the four sisters of the Circle of the Coven. The four sisters are some of the most powerful spellcasters on Earth. While technically she is the Vineyard’s horticulturalist, she also teaches any spellcasters at the Academy.
• Carlos Ilario: a ranch hand
• Conrad Barlet: ranch foreman. One of Teresa’s oldest friends. As a homosexual, he is very understanding of the young people who come here. Being different is usually never easy, he treats the student as if they were his own children
• Elizabeth Monterose: Teresa’s fourteen year old daughter and sister to Cadre’s Songbird. Shows no signs of superhuman ability. An excellent rider and while very responsible, has a mischievous streak.
• Mage: the immortal Atlantean sorcerer-priest. He sees the Academy as a fine step for humanity to take to make the world a better place.
• Quay Lo: one of the worlds most powerful telepath, she is the headmistress and main teacher of the Academy. Over one-hundred years old, she appears to be only in her thirties. She is the product of the Lotus Society’s eugenics program.
• Teresa Monterose: mother of the Cadre hero Songbird. Owner of the Monterose Vineyard and Ranch on which the Academy is built. When her daughter manifested her uncontrollable power, she sought help by getting in touch with her cousin Rachael Cross who works for Sanctuary International. Her need is what gave birth the Academy. She is more then willing to help other children with similar problems. The students help out with the operation of the ranch and vineyard to further teach them responsibility.
• Yi: the remnant of one of the old gods of Atlantis, inhabiting the reanimated corpse of a young girl. Yi has always had maternal feelings for humanity and has helped heroes all over the world against vastly powerful opponents.
Students

• Fury: a young man with anger problems. That combined with superstrength can make for some property damage. Fury is an orphan who is related to Joseph McKenzie, the first Patriot.
• Migraine: a lonely young woman, Migraine constantly projects an invisible aura around her that disrupts energy of all types: from electricity, psionics, magic and even life. This disruption causes headaches and nosebleeds in living organisms around her and eventually death. Only plants seem to be immune. Jack Pfeiffer is working on analyzing this disruptive energy in a way to control or neutralize it. The only “person” not effected is Yi and the two have grown close. Yi finds Migraine’s lonely akin to her separation from her whole being that lies scattered across the multiverse.
• Pitch: a fun and easy-going young man, Pitch’s ability is an alternate form of a semi-solid, sticky, pitch-like goo.
• Shatter: a young Vietnamese man whose mere touch can shatter solid objects
• Spinerette: a disturbing looking young woman. Tall, thin, spiderlike. Speaks precisely and poetically. She has an extra pair of arms she keeps hidden under her clothes and has other spider-like abilities.
• Star: Star has a primal connection to magic. She is able to do on a subconscious level what most spellcasters take years to learn and master. Without gesture or incantation she can create magical effects. Whenever she does, small star-like motes of light accompany her effects.
• Wyrd: uncontrolled reality warping. She is very frightened of her powers. She has been subconsciously using her ability since she was very young. She always assumed she was just rather lucky. However, she did end up turning fourteen square miles of Kansas cornfields into a tropical rainforest. Cadre located her first and whisked her away before she could be used by others in power who would want to harness the young woman.

Enemy: The Calligari Crime Syndicate
Relationship: She has developed a relationship with Danielle and she rents a room from her. She takes care of Kitten as well.
Secret Identity: No one but Shiko and Danielle know who she really is.

Height: 5’7”, Weight: 130, Eyes: Blue, Hair: Black
Appearance: Dancer employees a wide variety of costumes, all taken from a stripper’s dressing room. What she wears is usually very revealing and allow for easy movement. All this is to take advantage of her beauty and sex appeal and to maximize her potential for distraction. She also wears wigs to change her costumed appearance as well. When out of costume, she dresses the total opposite. She keeps herself inconspicuous and covered up with baggy and oversized clothing.

History: Kendra Ritter was once a young and brilliant dancer, unfortunately in her youth, she was also rather naive. At 17 years old she was taken advantage of by a sleazy promoter/producer and ended up pregnant. When she turned 18 her foster parents tossed her on the streets. Kendra worked odd jobs and lived in dives until she gave birth. When she held her daughter for the first time, she vowed she would do anything to make sure that she would have a better life than her. One month later she became a featured dancer at a strip club called the Pussy Parlor, using the stage name of Kennedy.

She was able to make enough money to move to a better place and met a kind old lady who would watch her daughter on the nights she had to work. Kendra worked hard and completed her GED while dancing nights and caring for her daughter during the day. She worked extra hard wanting to save up enough money so she could quit stripping and attend college. Four years later she was almost to her goal but unfortunately she ran afoul of a mobster.

Tony Romano worked for the Calligari Crime Syndicate, trying to move into the LA markets with a brand new cheap drug called Fastlane. He also had a healthy appetite for women and was a regular at the Pussy Parlor, one young dancer named Kitten in particular. In trying to protect Kitten from him, Tony took a dislike for the older dancer and began to make like miserable for her, until she called the cops on him. Then Tony turned his full wrath on Kendra. Kidnaping Kitten, Tony blackmailed Kendra into a private show where he and his men abused and violated her. Afterwards, Kendra was found in the hotel room, drugged (on Fastlane) and with a gun in hand, that was used to kill an unlucky maid.
Kendra was arrested and rushed through the judicial system and ended up in prison on a sixteen year stint for murder. Kendra had a strange reaction to the Fastlane however and was sick, all during her trial and for the first several months in prison, suffering from seizures. Her weakened state made her easy prey for the other prisoners and corrupt guards and would’ve surely met her end in that hellhole if she did not meet a woman named Shiko.

While everyone in prisons are usually divided by lines, such as race or gang affiliation, Shiko stood apart. No one, gave her trouble, because Shiko easily defeated every attempt made on her. Since she usually always kept to herself anyway, people just left Shiko alone and were shocked when she took interest in Kendra. Shiko took the battered and beaten woman under her wing and taught her how do defend herself. It was also during this time that Kendra’s new abilities became apparent. Her reflexes and speed increased due to her induced mutation and her skills in martial arts due to Shiko’s training.
Kendra knew little about Shiko, though it became very apparent that the woman could escape the prison anytime she wished. It was Shiko who helped Kendra escape after they learned that someone had put a bounty on Kendra’s life.

After her escape, Kendra went about looking for the lost pieces of her life. During the two years she was in prison, her daughter Alexandra was lost in the morass of Child Protective Services. Kitten was missing, still being held by Tony Romano. The Pussy Parlor was burned down. The only thing that remained of her old life was her daughter’s dog, Honey, who was keeping her babysiter, old Mrs. Rubinski company.
Now known as Dancer, Kendra wages a one woman war against the crime and corruption in LA, targeting specifically the Calligari Syndicate as well as any pusher, pimp and would-be rapist she finds.
All the while, still looking for her daughter. She has made one ally during her personal crusade, a police detective Danielle Travis, who is herself sick of the corruption she has to fight. Dancer has helped Danielle make some important busts and Danielle diverts attention away from Dancer from time to time.

RYN
Child Psychic Extraordinaire
Rynyn is usually equipped with an ARC Suit in combat situations. ARC suit stands for Armored Reactive Camouflage. It gives +3 toughness and acts as Camo Clothing for foliage, desert and urban. The ARC suit gives her a +8 toughness save.

Ryn is currently undergoing trails of a mechasuit that will increase her pychic ability.

Well, all you need to do is come out and pick yours up. They had 300 to start off with to sell at the Con.

Great stuff as usual, Pandaman. Even though I am Hulk green right now, I look forward to your new builds and backgrounds.
