Leslie must recharge her powers after significant usage. Her powers can also be negated by Silica dust.
Leslie is the epitome of shock jock and lives for the thrill of taking on "the man".
She can have her powers shorted out easily by water and enough can incapacitate her immediately.

Livewire was one of the best villains in Superman TAS, period. Voiced by one of my 90’s crushes, Lori Petty, she was a shock jock that didn’t like Superman and got electrical powers in an accident. So she decided to try and take him out and she almost succeeded a couple of times. She was one of the few villains that had the power to really hurt Supes. They brought her into the DCU proper and she took out Superman in her first appearance, but he’s gotten her back every time since.
I wanted her to a have a puncher’s chance against him, so I made her a PL11 that can hit +20 with a full Power Attack, which she will use a lot. She’s hard to hit and hard to hurt thanks to her Insubstantial so he has to think to beat her in a straight up fight. Fortunately for him, she’s even weaker against water than Electro, so breaking open a fire hydrant can end a fight against her pretty quick.
And I don't know why for sure but man, did I always have a thing for her. But I suppose, as previously noted, me likey the bad girlz.
Leslie Willis was the meanest "shock jock" radio host in Metropolis. Nobody, not even Superman, stood immune to her words and Lex Luthor tuned into her daily. On the anniversary of her radio show Leslie was going to host a rock concert for all her fans and fans of the band. All did not go as planned as a massive storm erupted. She is told by the Police Force that she should shut down the concert. Leslie, being always the rebel, along with the fans pelleted them with foods and drink until Superman showed up and then he was attacked. Then without warning the stage was struck by lightning causing it to burst into flames. Superman did his best to rescue everyone and even help Leslie but the inevitable happened and the electric tongued women was struck by lightning because of one of the wires she was standing on.
This changed her appearance drastically and gave her the power to harbor electricity. When Willis woke up, she saw that her skin had turned ghostly white and her hair turned blue and stood on end. She discovered she could manipulate electricity. She accused Superman for the injuries she had suffered from the accident she actually created.
The Story so Far:
Willis then escaped from the hospital by turning herself into an electric current. Confronting Superman, she declared herself to now be Livewire, and took over the telephones, televisions, and billboards-effectively taking over all of media. She defeats him in their first battle, but in the rematch Superman stopped her when he doused her with water.
She clashed with Superman on a number of occasions with him continuing to have the upper hand. She is currently incarcerated in Belle Reve Prison, waiting for her chance to escape and go after The Man of Steel again.
Livewire is a thrill-seeking, motormouth rebel.

She has teamed up with other villains on occasion but usually works alone and has one goal: taking down Superman.
