It amuses me to no end that DiNozzo has the highest investigation, he does seem to be pretty good at it... when he's not playing the clown.
I can't help but wonder if he shouldn't have a rank or two of luck. That guy has gotten through some pretty crazy situations.
Or Taunt. He managed to rattle Ziva's father, the head of Mossad. I can't imagine that's a small feat.
My only thought so far would be to give Gibbs a benefit for being an ex-marine. Seems to have better luck getting information out of other marines than the others do.

Hes shown multiple times throughout the series snuffing out clues and things that the others miss, and he ahs a strong sense of people that he can read people and sitatuions like a book. Id also argue given that, that his insight should be higher as well.
