NotesDaddy’s home...Odin doesn’t get a fair shake in the comics. He acts more like generic sky-father benevolent Judeo-Christian deity than his mythological self, who was a wise, cunning, and not very nice leader of a warrior race. He’s a master of magic, patron of poetry, and as much a wanderer as a king. Far from trying to prevent wars, he’s known for starting them. And he tricks rather than fights his way out of most challenges.
Gungnir is not a Device for the same reason Mjolnir isn’t; Odin can call it back to his hand at will.
The Odinsleep keeps Odin from just doing everything himself; barring blasting, shapechanging, and bullying his subjects, any use of the Odinforce puts him at risk of the Odinsleep.
Odin does not gently persuade his subjects like a kindly father. He’s forceful and bullying, which doesn’t exactly avoid conflict with other peoples. Odin doesn’t care. Though he rules a peaceful realm, anyone who doesn’t acknowledge him as supreme is sooner or later going to end up at war with Asgard. Probably both sooner and later. So be it.
Odin generally conserves his power, using Deception, Intimidation, and Ritualist to supplement his Expertise: Ruler. In war, he can use Expertise: Ruler for strategy as well, though he’s often so confident of victory that he’ll view the war more as a teaching tool for Thor or Loki than as a serious threat.
