Help Creating this Power

Friend of mine wants to create "low Strength Brick" boxer who has the uncanny ability to predict moves in combat like the "Sherlock Holmes" films. At first I did this with a series of feats and bonuses to defense and attack but I thought I'd put it out to the community to see some other ideas:

Any thoughts??

Your basic enhanced trait for attack/defense with "combat precognition" as a descriptor should do.
I'd still load up with combat feats regardless, as a low-strength martial artists need help to actually do damage once they hit.

Another possibility which has been posited, generally as a manner of breaking PL levels slightly (for taking down foes outside of your weight range) is a Drain effect on your opponent's defenses resisted by Will based on you reading their reactions before they make them.

Other options include a flawed version of concealment, forcing the enemy to have a miss chance, based on the character knowing where the enemy will be attacking.

second chance: toughness saves, boxing?
any of the protection powers would be just as accurate.
I guess it depends on how many pp you want to spend going from favoured opponent or defensive roll at one end to immunity:physical damage or insubstantial: limited fists or something similar.
You could do absorption: boost drain con. It would reflect your opponents being unable to hurt you as you roll with the punch and getting exhausted as they try to hit you and fail.

I personally have a problem with allowing this kind of thing in my game. If the character already meets defensive caps, they have an additional 50% chance of being missed on most attacks. That is PL breaking power for only a few points.

Doesn't 2e have 20% miss chances? Could have sworn it does.

I think it is being overthought...it just seems like defensive roll to me..

Well I agree, Poodle. People like the Flawed Concelament option because the miss chance doesn't count against PL.

Which is why it is on my "watch list" for powers.

I also feel like the Flawed Concealment is useful for Defense-shifted characters. Admittedly, I'm still hesitant to drop my toughness on such a character to go under PL for the same reason I generally avoid defense shifting — there are far too many effects which bypass defense entirely. Much easier to shift toward Toughness which doesn't have a bypass mechanism.

I agree, Toughness shifted characters do have a bit of an advantage in many regards.
