How does Mental Blast work?

(Note: This is a 3e question, but there does not appear to be a 3e rules forum)

When making a Mental Blast attack, does the attacker make an attack roll?
- If so, does the defender oppose it with his Dodge?
- Can the attacker get a bonus with his Ranged Attack skill?

It seems General has become the de-facto 3e forum due to the lack of a more explicit alternative being made available. (DCA should work as it is 3e really, but that doesn't seem to hold).

I suspect a kind soul with the knowledge will find this anyway and help out: its a nice mob here!

I don't know 3e, but in 2e Mental Blast works exactly the same as Blast except it goes against Will save instead of Toughness, Ranged means you do make an Attack roll, Perception means you don't.

As I can't be more specific as I don't know all the differences in 3e, I'd recommend comparing Mental Blast to Blast in the 3e/DCA rulebook for clarification.

Also, as previously stated, the General or DCA forums are both the correct place for 3e rules questions, DCA moreso but General will get it answered pretty quickly.

Mental Blast is perception ranged damage, so there is no attack roll. If the attacker can perceive the target, the attack automatically hits. The target then needs to roll a will check vs damage (just like a normal damage resistance check, just trading toughness for will).

Objects and characters immune to will effects are immune to mental blast.
