Sorry if this question has been asked, I did a search and could not find the answer. Is impervious overpowered? I ask because I am brand new to the system and am running four friends, who are also brand new to the system and I had them pick archetypes and I was running them through the intro adventure in the back of the M&M 2e manual. They selected the battlesuit, powerhouse, the mystic, and the gadgeteer. Rant and Rave have their powers at 12, i.e. blast 12. The way I read it, because the gadgeteer has a ff of 12 Rant cannot harm him unless he pushes, in fact none of the abilities can get through the impervious unless pushed. All of the player characters have impervious, but the gadgeteer is the only one at 12 that noone can get through. Am I misreading things? Thanks for your time and sorry so long winded.

Actually, an attack needs to be lower than the Impervious Toughness bonus in order for Impervious to work, so +12 damage vs. +12 Impervious Toughness results in a normal Toughness saving throw.
