My vision is a Paragon with (utility) Shapeshifting and a major telepathic ability (he is easily one of the strongest DC telepaths.
For the back story, I was thinking of him captured initially, using his fear and powerlessness for easy holding him. Like in Flashpoint, the long deliberate exposure to flames to keep him in line finally "shocked" him out of his vulnerability. The only remaining vestigial part of it is that his insubstantial flaw is to fire.
Having him recently escaped can be the explanation why he wasn't around before. Or is there already an established MaMa fate in your story (I skipped some pages).

I would like to have it more like a paralyzing fear and less like Kryptonite (which matches the most recent media).
Will make him a fully workable Paragon before buying up the other stuff. How high shall his paragon ability be (PL)?

OK, so if our team combines Kara's long-range senses, everyone's high strength, most of us having high speed, Logan's tactical skill and some of Fenrir's gadgets to find and hit remote squads of Sentinels all over the globe and we do 2 frags/round for 10 minutes (200 frags) what do we get?
Never underestimate guys with superman-level powers actually using their powers intelligently, something Superman never did in the comics.
