And the Green Lantern Corps and the Nova Corps would both exist... :shock:

Yes, they do...and while they are on the same side, they do squabble on occasion when it comes to who handles what.

OK, so my Quasar build might be a bit much, I was just trying to get it as close to Quasar as I could. Not sure how it'll stack up against other PC's, If you want me to lower/drop/change anything, please just mention it. I've left it a few points short rather than nitpicking the last few before seeing comments.

I've got lots of notes on the build after the character sheet. If you're still wondering about anything, or I forgot something, feel free to ask.


Also, since it's a pre-established character, should I just use the existing background or make a new one for the new amalgamated universe? I've already made a few minor changes to the character - most notable being that the bands are NOT inherently a part of him, they are removable, but can still only be used by certain types of people (Those who can 'go with the flow' of the cosmic energy and are worthy of being protectors of the universe) for extended periods of time without disintegrating.

Motivations: Responsibility/Doing Good - Quasar is the protector of the Universe, and lives up to his title.
Weaknesses: Magic, Darkforce, Psionic - The quantum bands energy manipulation has no effect on Magic, psionic, or Darkforce powers in most cases. This is especially true for his constructs, which are essentially nonexistant with regards to darkforce and psionic powers (Hence being a limit for that power instead of a complication). *Exception: Immunity to psionic mental effects*
Enemies: Too numerous to count. Notables include Annihilus, Deathurge, Thanos, Galactus, and Maelstrom the Cosmic Assassin.
NOTES:
ADVANTAGES:
Benefits: He has wealth 2 and Security clearance due to being a SHIELD(former?) agent and head of Vaughn Security Systems. Protector of the Universe is just a.. whatever you feel like kinda benefit.. part status, part circumstantial, etc.
Recover: This is from the Luck Power Profiles PDF, it's essentially free use of the Recover ability from Hero Points without using up a HP (Like Luck is a free use of the 'reroll/improve roll' HP ability). Quasar has a lot of varied abilities he can use, so instead of adding even more AP's to his cosmic array, or adding a variable structure, I wanted a way to make a couple Power Stunts (Or use Exceptional Effort).

POWERS:
Senses: I chose to have the base 'radio, detect energy, cosmic awareness' powers outside the array b/c they're things he can always do, and then the 'enhanced' (extended) versions represent him devoting some of his attention/energy to it through the quantum computing powers of the bands.

Immunity: I wasn't sure exactly how to write his mental protection. His quantum bands make his mind impervious to mental attack or takeover, but only from psionic assault (The only case in which they are useful against psionics, actually), not magic etc.. so I figured a 5 rank immunity made sense.

Graviton Flight: In the comics he was capable of travelling around 50,000 MPH so I wanted to show that, but have his 'regular' flight speed a bit lower, so went with the array where the 'burst' speed is distracting.

Cosmic Energy Array:
Quantum Computer - The quantum band gems possess some capability for analyzing and processing information as if they were extremely advanced computers. This allows Quasar to navigate the Quantum Zone and the depths of space. The gems are able to detect, analyze, and track energy emissions across vast distances, as well as being able to detect, receive, and emit radio waves, allowing radio communication over stellar distances via a near-instantaneous quantum link.
With the enhanced Extended, his radio/detect energy/cosmic awareness have range increments of 100,000 feet(~19 miles). They're supposed to be 'vast' distances, is that too big for you?
Cosmic Council: this from the Cosmic Power Profile PDF, it's similar to Luck/Recover: It's a single use of Inspiration(Like a hero point) that doesn't use up an HP.
Energy Construct: Yes, I do plan to use the attack and entrap usages of this power, b/c containment and dropping energy constructs on people are things Quasar does frequently, and it seems appropriate that the effectiveness of such attacks just be automaticaly Limited to my PL of 11 with no decrease in the cost of the ability.
Also, you'll note he has a 'heavy shield' listed under Equipment, this is a created item that he uses frequently. Would you require me to spend actual equipment points for this, or is it OK since he can create continuous, Precise items at will?
Construct Weapons: I was just going to up his strength a bit and have him actually use weapons via Create, but it ended up being way too expensive, and this way it's a single, 'predictable' attack so we both know what to expect regardless of what 'weapon' I'm thematically using.
Siphon/Nullify: OK, these both have the broad 'energy' descriptor, so for clarity, Quasar is capable of manipulating essentially all types of cosmic/electromagnetic energy: Electricity, Gravity, Heat, Light, Magnetism, but not Magic, Psionic, Darkforce, or Kinetic, and these abilities only work on things that are fairly obviously 'energy' powers, not just 'everything is energy'.
Examples - Human torch: Obviously heat energy. Hulk: Sure he's using a lot of 'energy' to have all that strength, but it's not an energy based power, so no dice. Silver surfer: Oh yeah, he's got nuttin BUT energy. Dr Strange: Definitely energy based, but Magic, so no luck.
Energy Projection: This is supposed to be him making a big hand of energy to grab stuff. I could have just written it as Move Object, but this seemed to make more sense *shrug*
Quantum Jump: This may seem a bit Excessive, I just wanted to properly show his jumping power. He can travel vast distances (Space travel 3, and Extended teleport 17 to get earth-moon distance), but at a great cost to the local environment: The jump destroys Ozone and causes Gravitic disturbances in the area. *In the comics he discovers that this can be contained by his light constructs, but I'll leave it up to you if that applies here*

Okay, I went over Ghost Rider THOROUGHLY and found I was FAR over pp cost. Thus, I wish to change character ideas (though I hope you still use the summary of Hell that I PMed you). I was thinking of using-

I will go for out a Wolverine dc/marvel merged version. Becuase you need the best and he is the best at what he dose.

Wolverine PL 11 Background
Wolverine was born as James Howlett in late 19th century Alberta, Canada, to rich farm owners. During this time he befriends his halfbrother Victor “Dog” Creed. A girl (Rose) is brought in to tutor James because he is small and weak. The three form a bond an until the fateful night that the gardner Logan comes in an demands the truth be told on who James’s real father is, during the argument between James mother, Victors father an James father, James “father” is shot by logan and during the rage James pops his bone claws for the first time an kills Logan his real father. Seeing both his father, mother an learning the truth about his orgins james runs into the woods. Victor runs out to calm his bestfriend now revealed little brother down. Rose grabs money from the grandfather an the three teenagers run from the house never to return.

Then James grows into manhood on a mining colony in Northern British Columbia, adopting the name "Logan." It is the first time we see James heal from wounds both mental and physical. It is also shown Victor has similar ablities and confirms that he and James are brothers.

During this time Logan devolps a crush on Rose. Victor knows the girl sees logan as a brother an warns Logan but he don’t listen. Victor protects logan from some of the bigger miners but evently logan is able to handle himself in fights. Rose leaves to marry Smitty leaving Logan heart broken and the 2 men leave for WW1. Logan returns from WW1 an sees Smitty has kept his promise of giving Rose a good wife. Smitty suggests to Logan he should travel to the middle east to train with the warriors of the east.
Logan trains in the east. It is here he encounters the League of Assassins and defeats a large number of them. He settles down and marries a local woman with the intent of leading a peaceful life. Victor finds his brother and convinces him to join the fight in WW2. Logan’s wife is killed which sends him on a mission to find out by who and why. The child survived and is raised in secrecy by unknown group.

During World War II, Logan teams up with Captain America and continues a career as a soldier-of-fortune/adventurer. He then serves with the 1st Canadian Parachute Battalion during D-Day, and the CIA, before being recruited by Team X, a black ops unit.

As a member of Team X, Logan leads a team of highly trained mutants taking out threats for western governments. He continues on the team, until the mission where Omega Red was created in Russia with stolen data from project rebirth. During this time Logan had had a relationship with a woman named Silver Fox and Victor was seeing Raven Darkholme. During their last mission in Russia the team nearly died before taking Omega Red down. Creed is severely wounded protecting Logan an others but develops PTSD from nearly dying for the first time an seeing his closest friends badly wounded from the fight.

Team X consisted of Logan. Victor, Raven, Maverick, Wraith, Silver Fox, Slade Wilson and Grifter these people would later on go and join severel teams and or be solo heroes. Government MIB was Graydon Lynch and Amanda Waller. Waller revives the concept of Team X into her suicide squad.

Logan leaves the black ops team but with the data retrieved from Russia, the weapon Plus program begins to put together what would become weapon X. Logan an Creed are selected to be in the project. Logan is the first to receive the bonding process. Logan barely escapes the facility but the government had scrambled all test subjects with false memories and with false identies/personalities. To ensure that Team X would never work together again, the team is turned against each other by false memories and personality reprogramming.

Logan escapes before all the reprogramming is completed. Slade tries to stop Weapon X but looses an eye in the process. The lead genetic scientist Nathaniel Essex (Sinister) taking orders from an unknown supervisor (Apocalypse) takes Creed with him and the data he copied from the Weapon X project on augmenting mutants into supersoliders. Sinister injects Slade with a Super Solider formula to test its effect.

Logan is eventually discovered in the woods by James and Heather Hudson, who help him recover his humanity. Following his recovery, Logan, this time under the supervision of Department H, once again works as an intelligence operative for the Canadian government. Logan becomes the Wolverine, one of Canada's first superheroes. In his first mission, he is dispatched to stop the destruction caused by a brawl between the Hulk and the Wendigo.

The unknown “mastermind” behind Weapon X wanted to test his weapon against the Hulk and the Wendigo. The weapon survived and was able to beat back both creatures through cunning and Logan’s enhanced fighting abilities. Dept H then uses the code words needed to send logan his first kill mission. He is to kill prof X by the command of the Mastermind of weapon X. Because Xavier will hinder and stop his plans in the future of a war of surrival of the strongest to purge the weak from the land.

Professor Charles Xavier recruits Wolverine to a new team of X-Men. Believing he is disillusioned with his Canadian intelligence work and intrigued by Xavier's offer, Logan resigns from Department H. However Professor X had altered Logan's memories and “forced” him to join the X-Men after Wolverine was sent to assassinate Xavier. Xaiver was able to stop Logan an reprogram him into a bodyguard for him and the students Xaivier has been teaching an recruiting. Xaivier knows there is a powerful force out there who is gathering an army for some future war.

I figured as much for Deadpool. Anyway, I'll figure out something for the Bat.

EDIT: Had a couple ideas, but shot them down as "not good enough." Then I thought Huntress, and began searching and then I remembered: The Suicide Squad route for villains. I could have a villain work under the suicide squad along with the heroes, although reluctant and testy with other heroes of course. If it is alright with you, I'd like to do Deathstroke under the Suicide Squad. This alright?

Hundreds of repulsor-driven bomblets exploded in the mountains over two miles away. The shockwave, still significant even over that distance, rolled across the desert expanse and threw a cloud of dust over the assembled general officers and their staffs. Tony Stark stepped down from the platform, shook a few hands and proceeded to fix himself a drink at a portable bar. "And I'll throw in one of these for every order of 50 million dollars!" he joked.

Tony's phone chirped and he paused to sip before answering. "Yes, Lex?"
"How did the demonstration go?"
"I'm fine, dear. How was your day?"
"Don't be flippant with..."
"RELAX, Lex. They're practically drooling. The StarkLex Jeri.."
"LexStark"
"Whatever. The only problem we're going to have is counting all the cash they're throwing at us. Kinda makes me feel like there should be a stripper pole somewhere."
"Listen, Stark..."
"Ok, honey, I'll be home soon!" Tony killed the call, killed the drink, then went to grab a bottle before heading out to the waiting Humvee.

Lex glared at his silent phone for a few moments before glancing at his computer. He pulled up a report from his engineers; the Stark Repulsor had been reverse-engineered and with a few modifications LexCorp could manufacture their own version without breaking patent laws too flagrantly. That clown Stark, no matter how brilliant, had just become expendable. Lex glanced up at the expectantly-waiting Mercy. "Do it."

Tony was on his way back to the airbase, chatting up the escorting soldiers and even flirting with the female driver when the bomb exploded. Gunfire erupted all around, cutting down the soldiers like wheat before a scythe. He barely managed to scramble out of the Humvee and take cover behind a rock when a missile - a *Stark* missle - buried itself in the dirt next to him. It exploded, sending shrapnel threw his high-tech armored vest and into his chest. He blacked out.

Lex scowled at the screen as the masked men pulled a hood off of a barely-alive Stark. They spoke in Urdu, but a translation scrolled across the bottom. "You did not tell us the target was the great Tony Stark. The price to kill a prince is triple what you offered..."

The next few weeks were a nightmare out of hell. He found himself in a cave with a car battery wired to his chest. Men screamed at him in a language he didn't understand. Thankfully, the doctor who saved him - himself a prisoner - could interpret. Tony's captors wanted weapons. No... they wanted the Jericho. Stark was given a scant two weeks to build one or die. He built something else instead.

Tony entered his Malibu house to find it darkened. Jarvis tried to voice a welcome, but something was obviously wrong. This point was made frighteningly clear when he heard a voice say "I. Am.
