The year is 2012, three and a half years into Jonathan Grant's first term as Mayor of Freedom City. Things aren't looking too good for the city's heroes. They aren't being banned or forced into retirement. Instead, their efforts are being strangled in red tape and procedure. Half the time they bring in a criminal, it seems, the rights of the alleged perpetrator have been violated, and the perp walks free to offend again.

But not all the time. Some of the time, super criminals get busted, and not even the best lawyers in the world can make the case that it's all society's fault. Most of them end up shipped off to Blackstone, or other federal institutions, and most of those who do inevitably escape or are escaped. For those who do manage to serve their sentences, or get paroled, there's still the question of what to do while they're on probation.

And in Freedom City, there's still an agency, which allows "reformed" super-criminals the opportunity to learn to use their powers constructively, while serving out the duration of their probation.

There's Project Freedom.

You are the newest group of ex-cons to be be given this opportunity. There've been others who passed through this program to become famous heroes. Others have become even greater threats. What stories will they tell about you?

Tone: Highly variable. This can be a light-hearted, even comedic series (with the occasional "Bwah-hah-hah!") or a grim tale with ample darkness. This is true whether the team collectively chooses to reform or makes the other choice; either tone is appropriate. Both tones present at different times in the campaign.

Character Notes: The characters should be PL 8 (120 points), with criminal backgrounds. They shouldn't be too bad -- nothing worse than armed robbery, and certainly no serial killers or terrorists -- but on the other hand, they may have been sent to prison for crimes much less severe than those they've actually committed. (The cliche of being sent to jail for a crime they didn't commit should be avoided, if at all possible.) Highly trained normals and gadget-based characters are probably not approrpriate; this program is intended for people who have innate powers that can't be taken away from them easily.

IMPORTANT NOTE: If you played in the previous iteration of this campaign, please don't try out for this one! I hope to able to work all of you in as guest stars at some point, which will be tricky if you're playing a character in the game!

As one of the players from the original Project Freedom I'd say this is the game to get into if you love role playing.

Very much interested. I'll...have to think about it. I know you said no gadgeteers, but what about an Iron Man Extremis type counterpart? Someone who IS his battlesuit? Or like a toned down Alex Mercer from Prototype.

I don't want to speak for Davies but that probably wouldn't be a big deal. Songbird from the original game was a battlesuit kind if like that.

It's looking more like a shapeshifter a la Alex Mercer, I'm just trying to avoid using the Variable powerstructure which is making my brain hurt with DAP's.

Ooh. I'm very interested. How about an electrical controller who used his powers to scam ATMs into giving him lots of money? Young and inexperienced, so when the cops came by to ask about a local robbery, if he'd seen anything, he blabbed, too late. How's that?

Well, this does mean I don't need to try to figure out a character for the game. I can just submit my normal joke "too high PL for the game" character and be done with it. Shame that he's dead though. :)

For those that don't know, Davies is a hell of a good GM. Best PBP game I've ever played in was Project Freedom. If you are wondering 'Do I want to?' the answer is yes. Yes you do. I'm half tempted to make a sock puppet account for just that reason ;)

I would be very interested in this. If you recall, I submitted Minobu Tetsubo, AKA, Tatsu for Project Freedom. I'd just reduce him to PL8.

Minobu Tetsubo was born into a large, happy family in Freedom City. He was a fairly normal youth, with a good relationship with his family. He never really learned Japanese, considering it unneeded(though he knows enough of it to swear - and a lot of his teachers, growing up, didn't know the language, enough for him to get away with it). He learned Okinawan Karate at his grandfather's knee, however; one of the few things they both enjoyed. But overall, he was a child of the modern world - reading comics, playing video games, messing with computers, and looking up to superheroes.

Until shortly after his sixteenth birthday, when, on a walk with his Grandfather durring the summer solstice, they saw strange lights in the sky overhead. The two, wanting a better look, rushed home and climbed the stairs to the roof of their appartment building, and watched a magical dance of lights in the sky.

Then one of those lights abruptly dove towards them, its form resolving into what looked like a silvery dragon, claws outstretched and reaching for them both. Minobu pushed his grandfather behind an air conditioning intake, saving him from the dragon's touch, but was not, himself, so fortunate.

The silver light entered him, imbuing the youth with potent cosmic powers and altering his body; changing his body from that of an unremarkable youth of asian descent into a statuesque, striking, and exoticly beautiful woman. At the same time, it did not modify his mind to match, both a blessing and a curse.

In addition to the changes to his body, Minobu gained the ability to manifest a silvery plasma; a dangerous ability he was careful to control lest he harm his family or home.

The family discretely made contact with a minor wizard known to the Asian community of Freedom City, who discovered that part of the shapechanged youth's power came from an infusion of strange, cosmic energy, including an energy that prevented any shapeshifting magics from having any effect. Puzzling out the source of this, or a way to counter it, was beyond the old wizard's abilities - indeed, the energies bound to him resisted any attempts to damnpen their effects.

Minobu withdrew from school, withdrew from all of his life, and tried to cope with the change. At first, his family tried to be supportive, and they tried to find ways to counter what had happened to him - magic, they already knew, was out, and it was quickly discovered that his body healed any injury it took quickly, and back to his new female form; ruling out surgeries. His temper frayed as hope after hope was dashed. After a few months, he began to have strange dreams - the only part of which he could remember was an unfamiliar voice, but he could recall no words. This also did no good for his state of mind.

One night, inevitably, he snapped, lashing out and burning his younger sister. Though he realized his ability to heal immediately thereafter, he knew that it could have been far, far worse, and he ran away from home, for fear that he might harm those he loved through his poor control and his temper. He began calling himself 'Tatsu;' meaning 'dragon,' to provide more protection - deniability for his family if he caused further harm.

For most of a year he lived on the streets, trying to stay 'under the radar' as much as possible. But as time went on, and he simmered with anger at the hand life had dealt him, he began to lash out, engaging in a spree of vigilante violence against those he considered the scum of society. Drug dealers, gangbangers, pimps; all attracted his ire. He refrained from killing, a lifelong respect for life and a strong sense of self-discipline tempering his fury. Natural skill, combined with the superpowers he was slowly coming to understand and control, kept him ahead of their vengeance, and offical ire, for some time.

But nobody told him how nicely the chemicals of a meth lab would react to plasma bolts.

The resulting explosion destroyed a condemned tenement(thankfully, one that was empty of residents or squatters at the time) and knocked him unconsious. He woke up in a FCPD van with a set of power dampeners on. Drug lab or not, Freedom City took a dim view of that level of property damage, especially when committed by an admitted vigilante. He was thrown into solitary confinement, as a way to avoid... unpleasantness due to his gender issue, and stewed, alone with his thoughts and acursed body.

When brought to trial, he did his best to be co-operative and contrite; and pleaded guilty to the various destruction of property, arson, and vigilantism charges(save for two incidents that he was not involved in) and this co-operation stood him in good stead; he was charged with Three-to-Five years prison time, with potential time off for behavior, and a similar amount of probation.

Power Origin: The dragon of light Minobu saw that night was a spirit of cosmic energy; the last fragment of a dying starseed falling to Earth. It imbued his body with its power, changing it into a form that would facilitate its spirt slowly healing; perhaps to burn anew in some alien sky. That spirit still sleeps; the power it has granted meerly a side-effect of its presence within his changed form. But even as it sleeps, it dreams...


Motivations: Minobu Tetsubo is mad at the world. He wants, more than anything, to have his powers taken away permanently so that he could get his proper body back; and go back to a normal, borring, computer geek, male life. Unless and until something like that happens, well, there's plenty of bad people on whom a young man can vent his frustrations, and even do the occasional constructive thing. If in doing so, he could get a shot at someone capable of fixing him owing him a favor, or at least a favorable introduction to such a person, he'd be all over it.

The prison shrinks who've talked to him are aware of the above.


Personality: Minobu is a big bundle of anger and neuroses - he hates his body, he hates the fates and what they've done to him, and he generally hates his life. He desperately wants to go home; but does not want to bring any shame onto his family(and especially not onto his grandfather, who taught him to oppose evil, as well as the basics of martial arts). He also fears to face them, afraid of their reaction to his harming his little sister. His self esteem is very, very poor. He tries to bury all of this behind a stoic mask, but the mask is fragile, leading him to lash out with his abilities or with words - he is very sarcastic and acerbic.

When he's in a good mood, but for the apearance and voice he could be just another young geek, able to talk for any length of time about his favorite music, comics, TV shows, video games, or computers in general. When he's not in a good mood, he tends to brood, snap and snark. He tries to control those reactions somewhat, but he is not terribly great at doing so.

He's learned a bit, while he was away from home and before prison, that he'll get a little less flak when he presents himself as a tomboy, but he hates the implicit lies involved in doing so. A strong will and drive keeps him going, but even it is wearing thin.


Physical Description: Minobu Tetsubo is eighteen years old, and has the body of a supermodel, and he hates it. Six-feet-seven-inches tall, with dark hair, striking green eyes, a dusky complexion, ample breasts and a near 'perfect' hourglass figure, he looks exotic and striking. To counter this, he keeps the hair cut short, binds the breasts, and dresses as boyishly as possible, preferring shapless sweatters, hoodies, baggy pants, and generally looking as un-feminine as possible. It doesn't tend to work.

More than anything in the world, he wants to go back to being a forgettable, five-foot-six Japanese-American guy you could lose in five seconds in any city in America.


Complication: Body issues.

Tatsu's powers had the very unwanted side effect of changing his body into a form of a girl. A very attractive girl. It did not change him mentally, leaving him trapped in a body of the wrong sex. This has left him with a mighty big chip on his shoulder; angry at the world. He hates it when men make passes at him or try to flirt, and he hates being treated like a girl in general.

Complication: "I am a creature of warmth..."

While fairly resistant to the effects of extreme heat, Minobu is very sensitive to the cold - to the point that his powers are less effective when he's somewhere that is below the freezing mark. Even without that, he gets uncomfortable in temperatures below roughly 59 degees Fahrenheit, which serves to shorten his temper and make him more irritable. (exact penalties at GM's discression)

Complication: Dreams

The starseed that imbued Minobu with power sleeps, but it does not sleep quietly. It dreams, and Minobu shares in those dreams; visions of strange and alien times, places, and beings. These dreams scare him almost as much as everything else about the situation combined.

Power visuals: Minobu's abilities manifest in the form of plasma. When active, his flight power causes his hair to turn into shining silver, and a trail of silver energy flows from it as he flies around, a'la Starfire. A similar aura collects around his hands when he heals, spreading to and absorbing into, the recipent of his healing power.

The dazzle is a blast of silver light. The plasma-punch surrounds his fists with an almost solid aura, so concentrated is it, that bursts when it hits. The blast takes a form almost like an arrow or crossbow bolt trailing energy.

And so I improved on their Serum, while I tried to prolong Lola's life. I was a failure at both. My serum put many in a coma, and Lola....she died. And I tried to kill myself by injecting myself with my own Serum, but it worked on me...I was one of the lucky ones. What it turned me into was nothing more than a Beast. In my despair, I attacked the Labyrynth and, of course, got my ass handed to me. When the cops found me, I came clean, and I am serving a long sentence for helping them. I didn't get what I deserve. I sacrificed it all for Lola, and I got nothing in return.

I deserve Lola. I wonder what I would do to bring her back....

The Beast: He hides it well, but he doesn't consider himself human any longer, instead he considers himself something else...perhaps better, perhaps worse. Either way he doesn't really believe he should be under human laws.

Unreliable Narrator: His is, quite frankly, fully of shit. He sees himself as some sort of great personality who is part of some great love story, but the truth he keeps to himself, that he refuses to truly admit to even himself, is that he thinks of himself as ultimately a failure. And as such, he'll try every time to make himself seem in the best possible light. He'll also be on a hair trigger the moment someone threatens his ability as a scientist or a man.

Here's Gelignite, the aforementioned "explosive gel excreeting mutant". Note, I didn't do much to edit the backstory or complications, so they need a bit of work to fit into Freedomverse (mainly due to the missing hatred of mutants prevalent in X-Men, where this character was originally created for)

All in all, he fits the bill for a character with a criminal rap who would jump on the chance to set things right.

Vahn Chambers grew up on the wrong side of the tracks, but he wasn't a bad kid. His single mother did her best to raise him and his older sister Alice and minimize the influence of thier neighborhood. However, she died of sickness,

unable to afford treatment or medicine, this left Alice to drop out of school and take care of herself and Vahn.

Life was still tough, and one day Vahn came home from school to find Alice being assaulted by debt collectors. Withough thinking, he rushed in to try and fight them off, one teenager against three large adults. The result was obvious...

if Vahn hadn't chosen that particular moment, filled with desparation, for his x gene to awaken, coating his hands with a strange gel that rubbed off on each of the three men he attacked, thoug at first it went unnoticed.

Fought off and thrown aside like he was nothing, Vahn had never felt so much painful, writhing anger, and without knowing of the impending consiquences, wished the men gone. The gel on the men exploded violently, not killing the men, but

severly injuring them, and paralyzing Alice who was caught in the blast.

Vahn carried Alice to the neighbors who called an ambulance, and the police in resonce to the explosions but Vahn didn't stick around. He knew what he was, a mutant. He couldn't expect any kind of fair treatment, they'd blame him for

everything.. and they'd be right.

He took to the streets and joined a gang of mutant teens who had minor powers. Among them, he was the strongest in terms of his ability, but he had no desire to lead them. He lent his power and the gang was able to pull of several

heists. Vahn saved his cuts for when he could eventually break away from the gang and get a real job. He even sent some to where his sister was staying to help support her as an anonymous. Now in his early-mid 20s, Vahn is still with the gang, his powers only growing over time and though the gang is as close as family to him, he still seeks a way out of the alley life, a better life, and means to support his sister, still paralyzed from the incident years ago.


Complications:
Accident: When yours powers consist of "Blow sh*t up", accidents are bound to happen. Vahn tries his best to limit such things as best he can, but explosions are violent and unpredictable by nature.

Guilt: Vahn holds himself responsible for Alice's paralysis. Besides feeling compelled to do what he can to support her, even if she doesn't know it's him, it also makes him hesitate to act if he might hurt an innocent.

Wanted: Vahn is a wanted person as part of the gang he stays with, even beyond the fact that he's a mutant.
