Shapeshift Boxes 2E

On Vista. Trying to edit my character with shapeshift I found I couldn't reach the ability to add more powers because it had scrolled below the box and couldn't scroll down. Only way to get it was to delete feats to it reappeared.

Good call. Verified by me as well. You can navigate to the powers out of sight (and the "Add new Power bar") by using Tab, but you can't make it scroll down.
