Ranged Will Affliction 18 (impaired+vulnerable/disabled+stunned, limited degree, extra condition, distracting)

Why would this be resisted by Will? It's not like the power of someone's mind is going to stop heat vision.

Not unless Doomsday has suddenly developed telekentic abilities... An even then, no.

See, the REAL solution to this is that Supes power stunts a teleport to represent flying real fast to grab Zatanna or Dr. Fate, so THEY can power-stunt a lobotomy spell based around will.

Or - if Will-targeting allies are not available - he could use a Hero Point to get himself one of those weird powers he got in every second Silver Age issue

No way, go with the lightning powers. I'd like to see what Doomsday could do against Electrical Superman.

Round 1 (Superman): Superman turns intangible
Round 1 (Doomsday): Doomsday tries to punch Superman

Superman wins.

Considering that Superman has (in modern times, no need to dip into Silver Age showings) proven himself capable of using his vision to... manipulate matter, manipulate energy, generate electro-magnetic pulses, repair tears in the fabric of space/time, perform brain surgery, keep someone's heart beating even when damaged by shrapnel, and reprogram nano-technology... I believe that there is a satisfactory solution here.

He uses the different MANIPULATION aspects of his vision that he has generated on multiple occasions to produce a pulse of radiation that bounces off of Doomsday's retina, travles down his optic nerve, and scrambles his brain-waves without actually doing any tissue damage.

this would fall right in line, with the proper descriptors, to be a will-based affliction.

This is also why, in my games, my PCs are at the moment PL8-9, and all the really big guns are PL10-12... I limit the higher power levels to villains and out-of-control NPCs... so that when my players reach levels 11-12, they will be focusing more on versatility and capabilities.

My NPC Superman is PL12... but he is a brilliant scientist and inventor that can out-think anybody, much like he was in the Bronze Age.

I'm aware of the heart beating thing & frankly thats classic Morrison nonsense, but what about the others? i can't seem to recall them.

When he was captured after Luthor had him hit with a bullet train, he shot invisible microwaves (microwaves have always been invisible BTW) out of his eyes to fry the controls for the machines holding and torturing him

For the other examples, I, too, have to look it up. I tend to gloss over the more silly aspects as well.

Post-flashpoint. The new storyline has its silly moments, though far less than in the past.

Then again, this continuity is new. There's lots of time.
