Our group is set up to have rotating GMs as we have ready, playable, material. There is no set timeframe for getting this together but I figured that the sooner I started working on the basics, the easier time I would have in the long run.

So far the premise is as such: my character will get captured and sent to Belle Reve prison (as she is a LexCorp escaped experiment). Coincidentally, this will be around the same time John Constantine gets sent to prison in the US (we aren't necessarily tied to continuity, just picking and choosing ideas and characters as suit the adventure at hand).

Chas Chandler contacts the rest of the group and tells them that he can secure safe transport to the prison via Swamp Thing, who can teleport the group through the green directly to the prison. This comes with the stipulation that they have to rescue Constantine as well.

Upon arriving at the prison, the group sees that a prison riot has broken out leaving the group guards, escaped inmates, as well as the prison's own defenses to deal with.

What I'm looking for is help identifying any heroes or villians that would fit in well with this setting (beyond the obvious Suicide Squad and Amanda Waller). Depending on how tough the prison fights are shaping up to be, I might allow the group some GM controlled assistance. Zatanna would make sense (having a previous relationship with Constantine) as well as Hawkman (hometown is based in LA). I would like to, for aesthetic reasons, keep this grounded in the Vertigo-verse but I'm not 100% sold on that idea yet.

Update: If I want to set this during the riot that occurred while Constantine was incarcerated, our little band of PL 10s might have a difficult time dealing with the bigger bads as well as the prison defenses. To this end I would consider making a plant elemental template based off of ST. This would allow the players to have a effective boosted power level and some ST-esque powers at the expense of some of their natural abilities.

This would also allow for a built in respawn system: should the heroes die in combat, they could make will saves to reconstitute a body out of plant matter and rejoin the fight.

So any thoughts on what the best abilities for this template would be? And more importantly, has anyone ever done anything even remotely close to a template in DCA?

The DCA Heroes & Villains books have the official stats for Swamp Thing, which includes a Plant Control Array, a Plant Elemental package that includes Immortality 19, a Green Sense, and a Green-based Teleport. It shouldn't be too hard o pick and choose what would work for your game.

As for templates, the closest thing they have to formal templates in those same books is the various Lantern Ring colours, if you don't count the character archetypes, including minions and support. I imagine the argument against templates would be that superheroes tend to be much more custom-designed and potentially far more varied than PCs in most other RPG genres.
