Thanks for the intro on that series, reminds me of Babydohl from B:TAS 'cept she's a goodguy and has powers.
As far as DC I'm only familiar with The Rocket Reds and Starfire(Red Star), but someone on wiki made a list.

Marvel also has Cosmo, who is technically Russian. Russian Lab, granted.

Yuri Hyuga of Shadowhearts was thought to be half Russian, but is actually Half-German (But Anastasia Romanov is a playable character in the game and you kill Rasputin like halfway through).

There are quite a few Russkies lurking about in most Comic Book Universes - it has, after all, been only 20-odd years since the Fall of the Berlin Wall,the Cold War having produced a mort of Russian Villains and not a few Heroes!

Sidekick Laws

I've said this before, and dammit I'll say it again: its hard being a super hero; there's the late hours, the constant fighting and injuries, being exposed to all sorts of weird alien energies and substances, and what makes it really disturbing is the number of kids who want to become super heroes; Kids, especially ones with super powers, see their favorite heroes on TV and in the comics and want to be just like them, often with tragic results.

Sidekick laws were created in the mid to late 1990's, partly in response to the iron age, and partly because of the tragic deaths of numerous young super heroes (Including the late Kid Dinosaur, among others) as a way to safeguard the safety and well being of teen super heroes and teen sidekicks of adult super heroes.

The laws are pretty straightfoward; any super hero under the age of 18 can only operate if they have the permission of a parent or legal guardian, they have to attend school and maintain at least a C average or better (so no running off and living in a giant T shaped building kids), and they must have supervision of a recognized super human or super powered school. Sidekick laws also require that kid heroes refrain from picking fights with class A or higher super menaces; taking down Dr. Necros or The thieves guild is okay, but going after Professor Purgatory or Smashface is a no no. The Sidekick laws also hold any adult superheroes responsible for the death and injury of sidekicks or underaged team members (which is part of the reason the Freedom League doesn't allow non adult members)

Naturally, most of the recognized teen hero teams operate under the Sidekick laws; Next Gen and the other Claremont based hero teams all follow the laws pretty faithfully (with the occasional slip up). Being a federal agent (and an artificial humanoid) Gimmick the Gadget Girl is more or less exempt from sidekick laws (or at least she acts like she is). Some kid teams however operate in clear defiance of the Sidekick laws; The Runaways of Freedom City as well as the Power Pack of New Amsterdam disregard the Sidekick laws and are currently being pursued by local heroes and child service agencies. The Tomorrow Society doesn't operate within the law anyways, but they do attempt to keep their younger members out of harms way. Other groups and individuals, such as the group of teen cosmic eternals known as The Forever People, or the celebrity Ben Ten, fall into gray areas due to various reasons and demands.

Punishment for violating Sidekick laws varies based on the situation; kid heroes operating under their parents noses have their identities exposed (which is usually enough to stop repeat offenses), if the parents knew about it and allowed it to go on, they can face fines, jail time, and loss of custody. In the case of teen sidekicks, the same penalties can be levied against the heroic member or their team. In case of orphaned teen heroes like the runaways, the kids are usually captured and placed in foster care or with one of the various super schools. There are currently talks on toughening penalties for repeat offenders, including jail time (since all metahuman criminals, regardless of age, are tried as adults), temporary or permanent removal of powers, or placing under government surveilance, are currently being considered, but have so far not been implemented.

Some question the usefulness of the Sidekick laws; since they don't require a teen hero reveal their identity to comply them, it makes it hard to judge if they are in fact keeping up with their schoolwork or being supervised by an adult hero, and there are talks of revising said laws, but for now the debate will continue on.

AEGIS. Since this involves superhumans and capes, its their territory.

They usually work with child service agencies when it comes to sidekick laws, and there is talk to creating a "special victims unit" of AEGIS to deal with Sidekick law violations, but right now its just talk.

Which would have put Megan, had her timeline not gone all wonky, in 18 kinds of violation of it. I kinda doubt she'd have told her parents, Max may be a metahuman, but he's not a recognized one, and, let's face, it, the average Magical Girl big bad is a planetary scale threat at minimum.

He is intimidating because he is a violent nut who always seems about two seconds kicking someones face in.

Ice T is not as intimidating.

Seems like everybody took the weekend off.

Anyway, I have two not so fully formed ideas and would like the threads opinion since we have such creative minds here:

1) The Association, a group of normie con men, thieves, and money launderers who are looking to hit the score of a lifetime, cleaning out the Crime Union's pension fund.

2) The G Men, a group of persons who have been gathered by the mysterious G-Man for some purpose. The G-Man's motives are unclear though he has hinted he works for some other power.
