Eh... not really. It's more that, given the sheer amoutn of time they've been active, most of them have just either fallen in combat or just plain fallen apart. Remember, given their real time operation cast last millenia, any time or place, most of those still active are much older than the universe itself. When you found 86 he'd been in hibernation in real space/time for thousands of years.
