• Cassandra from ancient Greece reborn in the modern world and struck with amnesia by Hades to prevent her meddling.
• A descendant of Cassandra’s family bloodline who inherited her gifts and more.
• A Terminus mutant from Freedom City who was overloaded by her visions and blocked out her own memories to protect herself from going insane.
• An actual fragment of the cosmic entity Fate broken off to help give the universe a chance against a huge threat and no true past of her own.

History: Cassandra awoke up in a New York hospital in 1998 with no memory of her past, only an I.D. card giving her name and date of birth. Wondering what her future would be now, it came to her in a flash. A future spent helping guide others and working behind the scenes to improve the world. The shock of the vision was almost too much, but she weathered through it.
Following her visions, she began to rebuild a life for herself, as a proven consultant and advisor to those who can afford it. Playing the stock market was easy and she soon was one of the richest women in the world, things were looking up and she thought nothing could bring her down. Til the big one hit and left her reeling from the future she saw.

The Earth, under attack by a giant dark shadow she couldn’t make out and the heroes and even villains of the world being unable to stop its advance. This helped to snap her out of her self-absorption and began the work she was destined for, to bring more heroes into the world. Using her visions she helped start-up companies she saw would develop technology and methods to improve the world and give them a better fighting chance. She started up anonymous charity funds and shelters; used other companies to help guide things along.

But the first big step would be when the vision of the "Gene Pulse" attack of 1999 happened. She worked to insure those who would be changed by the virus would be there, despite no idea of whom or what would unleash it. By 2005 she has become a true force of nature, her visions and guidance and manipulations behind the scenes have helped to bring into existence many more superhumans and various technology firms. All in the hopes it would be enough to stop the dark shadow from her vision.

Description: Cassandra is a beautiful woman of Greek descent and a slight tan to her skin. She wears her wavy black hair down to past her shoulders, while her blue eyes seem to gaze right through you. Her brown-rimmed glasses draw out her eyes and give her a sexy librarian look. She tends to wear fashionable clothing whenever possible, with silk and satin blouses with skirts and 2-3” heels, with light make-up with extra blush to bring out her cheeks.

Personality: Cassandra radiates confidence and calm at all times, even when faced with the possible end of the world she won’t lose her cool. She can stop disparaging remarks with but a glace and there are few who can hope to face her in a battle of wits and win. Her insight goes beyond her visions, having learned how to read others and situations from over a decade of experience.

Powers and Abilities: She is one of the most powerful precogs in history, able to control her visions most of the time and having learned how to interpret them with ease. Her mind is constantly seeing the immediate future, allowing her to avoid harm with ease, know what others are going to say and using it to aid in her plans. She also has not seemed to age a day since first appearing and has never been sick a day.

Even without her visions she is a dangerous woman to deal with it. From her natural intelligence and insight which were only increased by her visions, to her various holdings, contacts and connections and access to technology and items normally restricted. She has plans within plans to ensure her visions go the way she wants them to and won’t back down from any threat.

Tactics: She works from behind the scenes virtually all the time, using her visions to help guide her resources and contacts towards her goals. Preventing her plans from coming to fruition is difficult if not impossible for most. If forced to face someone in hand to hand combat, she uses her visions of the immediate future to guide her, avoiding attacks with seeming ease and knowing where to strike to hit her foe. She knows the best tactic for each situation and will fight only if needed and only as long as needed. Tactical retreat is always her first option unless others are in danger.

Allies: From her manipulations and her clients, she has connections to big business, world leaders, directors of various organizations and both the superhero and supervillain community. The Sentinels in particular have required her help to prevent disaster more than once.

Enemies: Hades himself has come to see her as a thorn in his side and has ordered Taurus to deal with her. SHADOW, The Foundry and various criminals all see her as a threat to their plans but also too much of a potential asset to eliminate.

Secret: The fact he is the madman Splicer is kept from the public by the authorities, who wish to prevent a panic. Also whoever he was in the past is a complete mystery.

:arrow: A madman who can be the source of any human-animal hybrid hero or villain who shows up in the setting. The details of who he was in the past are up to you to decide. Also his “creations” should use the Bystander, Thug and Street Informant NPCs to start off with, increasing their physical Abilities and giving them powers based upon which animal they are spliced with. Use Animal PP for ideas.

History: Little is known about the man known as Splicer. Even his name, Montgomery Wyndham, is an assumed name. And he isn’t talking about his past either. What little is known about him is that he was once a skilled geneticist who stumbled upon the find of the century, a lost text of the real Dr. Moreau. Studying it intently, it detailed how to splice animal DNA into humans and vise-versa. It would take him years to decipher enough of the text to begin work of his own.

Experimenting on animals at first [see Commander Floppy for one of his first who survived and escaped], he finally was confident in knowledge and tested a serum based on a mix of animal DNA on himself. Little changed in his appearance except for becoming younger and more physically fit; what did change was the fact her needn’t worry about mortal concerns anymore. Unaging, immune to illness and toxins of various sorts, his body healed faster and recovered quicker than ever before and he could see like a cat, even into the infrared spectrum.

But it wasn’t enough; he would continue the work of the great Dr. Moreau and seek to elevate humans to be more like the noble animals. But that would require resources, ones he lacked currently. So using some of her early creations, he raided various labs across the country and slipped out of the country, staking a claim to an uncharted island south of Freedom City and outside the jurisdiction of the U.S. authorities.

To this date authorities can’t connect him to the man he once was, his appearance too different, his personality utterly changed. His most famous act was the theft by several of his human-animal hybrids on facilities in Freedom City, one which lost him over half those sent to authorities and superheroes alike. Since then he has tried to keep a lower profile, using his creations to abduct more homeless to experiment on and steal supplies with subtle finesse. He sometimes works with Mr. Matthews on big projects, although not too often as their personalities clash.

Description: An attractive young man with a natural charm and wit about him, Montgomery knows how to look and dress to get others to believe what he says. Possessing fair skin with scars noticeable, he keeps his blond hair long and just short of his shoulders, while his green eyes show a mischievous gleam if you look closely. He dresses casually with a loose shirt, loose tie, vest, jeans and black shoes, with only the black top hat to show some style.

Personality: Whoever he once was before, that man is gone and buried beneath the effects of the serum on his mind and his own ego driving him to believe the ends justify the means. When you first meet him he will be charming and smooth, polite to a fault and eager to please his guests. But over time he begins to show his true colors, a manipulative, ruthless man willing to do anything to bring his plans to fruition. And to his “creations” he is even worse, striking them if they disobey or question his orders, seeing them as slaves to his will no matter who or what they once were.

Powers and Abilities: Splicer has genetically altered himself to the point his DNA wouldn’t even be detectable as the man he once was. Enhanced stamina and immune system, regenerative ability, enhanced agility and reflexes, even night vision and infravision have all been granted to him.

He is an inventor and capable of creating new serums to give himself temporary or even permanent new abilities, although he never risk altering his appearance or messing with his intelligence in the process. His lab and facilities are state of the art despite having been built years ago, his “creations” ranging from simple cat and dog hybrids he keeps around as servants and more dangerous hybrids which patrol the island. His “creations” are both his greatest strength and his greatest weakness, as it would be simple for someone to lead them in revolt against the man who changed them.

Tactics: Splicer works through his “creations”, animal-human hybrids created from homeless people he abducts. They are sent to collect new test subjects, get supplies for his experiments and deal with threats to Splicer and his island. Splicer isn’t a slouch in combat, being trained in fencing and wielding a rapier with deadly skill. If forced into combat himself, he will stay on the defensive til he has worked out his opponent’s tactics and can counterstrike.

Allies: Splicer has only one known ally, Mr. Matthews from New York, but their partnerships always break up in short order due to their clash of personalities. Besides his “creations” he has no one to rely on but himself.

Enemies: Commander Floppy of the Monster Squad wishes to end the madman’s experiments; while the Freedom League wish to end his prey on Freedom City’s homeless population once and for all. Dr. Simian sees his work as an extension of the same cruel experiments which created him and wishes to punish Splicer for his hubris.

Transformation Devices
The exact details and origin of a closely related group of items is unknown. The most popular theory is that they are fragments from another universe which somehow appear in this one. Each one seems to be from a different time period, the next more advanced than the previous device. The most dangerous of these devices has been sealed away in a hidden location by AEGIS for the safety of everyone.

Sphere Reconstructor
The earliest example of these devices, it takes the form of a huge energy projector on a mechanical arm, controlled and operated by laptop. This powerful device can change any one thing into anything of equal mass, but only organic material can be affected or turned into. Any inorganic material a target is wearing must be removed before activation.

Double Helix Conversion Pistol
A dangerous device which, after extensive testing, seems partially based upon magic; the fact it is in the form of a sci-fi style pistol only makes it that much of a bigger threat. Its power pack is 4 triple A batteries and can easily be replaced. It is capable of causing any form of transformation and even mental changes in the target; it has a built-in selection system for an end result. So far AEGIS and other organizations have located 3 of these devices, including one in the hands of a young Japanese girl. For the time being she is being watched and determined if she should be allowed to retain the device.

P.L.O.T. Device
A variation of the Double Helix Conversion Pistol, with a larger energy chamber to prevent backfires and uses a different polymorph system. It can also transform inorganic matter beyond clothing. It can also glow and make fun noises if you set it to, but this is optional. Only 2 such devices have been discovered so far, with one in AEGIS storage and the other in the hands of an unknown individual.

TFMote
The most dangerous transformation device to date, it is so advanced as to beyond any known technology, even alien and other-dimensional. This can the body, mind and clothing of a target, change objects, and even the environment to the point of completely altering reality. Specific targeting options are available; otherwise it just targets whomever/whatever it is aimed at. Transformations can be delayed, make the shift gradual over time; make it occur gradually while the transformation button is held, etc. It can make time slow, stop, etc. when the transform is applied in various ways, be it only the targets affected or everything but the one using the remote.

The target can made aware or unaware of the transformation, as can witnesses. The remote has its history stored, such as targets, the settings used, etc. Due to the extreme nature of this device, the only known copy has been placed under guard by the Freedom League in a specialized vault. Beyond the TFMote itself, advertisements on how to buy them have shown up as well. The location of such sellers and whether they originate from the universe the remote does are unknown.

This is a powerful device is basically a plot device, capable of nearly anything which the GM desires. As such it should be kept out of PC hands unless given to them for specific purposes and then removed from their custody shortly afterwards.

Complications
Motivation: Keiko generally tries to do good just because she can, although loves to fun with her blaster when she can get away with it.
Accident: Sometimes she trips, mirrors get in the way of a shot, etc. and she hits the wrong target which could be a problem.
Enemy: The Labyrinth is monitoring her since she gained access to their newest prototype.
DNA Locked: The DNA lock links Keiko to the blaster, thus being separated from it is dangerous for her. Moving her and the blaster more than distance rank 8 apart causes Keiko to first become impaired after a minute, then disabled after 8 minutes, and finally incapacitated after an hour til reunited with the blaster.

History: Keiko loved manga and anime growing up, especially ones with transformations in them. Magical girls, humans in anthropomorphic animals, gender changes; each was interesting to her and she wished to see them in real life. And it seemed fate had plans for her, as she stumbled upon an abandoned warehouse while running from members of a local gang in Kyoto and found a blaster in one of the remaining crates.
As the thugs closed in on her, she waved the blaster around hoping they wouldn’t call her bluff. But they simply laughed and began to close in on her; she only wished they were too small and weak to harm her when she reflexively pulled the trigger. And the next thing she knew, the leader of the group was a 5 year old. Seeing this happen, the others took off in fear for their own selves.

Keiko studied the blaster and began to figure out how it worked, it seems this was a prototype for a new version of an existing blaster that was abandoned. But nothing like on their world, so why was it here. Over the next few weeks she began to test it on random people, only changing them for a few seconds and reversing it. What fun! All the transformations from the manga and anime, right there at her fingertips. But she would never change someone permanently, that be like stealing their very life from them. Well, she would, but only if they asked her to or were evil enough to deserve it.

She kept the blaster secret from her parents, til the day she told her best Aiko about it and she begged to be turned into an anthro-cheetah girl. Aiko’s parents were upset but tried to understand why their little girl would wish to be that way; while Keiko’s parents tried to take the blaster away and send it off, only to find out the hard way that if she is separated from it by a mile or more she begins to weaken.

Thus thanks to some old friends from the U.S., they sent her and Aiko off to Claremont Academy to learn how to be responsible and safe with their new gifts. Rooming together, they have begun to settle into their new lives and are more than happy with the school; especially all the cute boys.

Unknown to her or her parents is that Daedalus has made a breakthrough in studying the various TF devices; finding the connection to Freedom City and how they have shown up here. The Labyrinth has been acting as a go-between for a company in another dimension, releasing tech that is commonplace in the other reality into an unprepared world.

Description: A cute Japanese girl in her early-mid teens, she has no visible scars on her skin and has average build and muscle tone for a girl her age. She wears her pure black hair long and hanging down to knee length, while her dark blue eyes show a curious and energetic person behind them. Although in an American school now, she still wears her blue and white sailor fuku uniform from back home. She simply adds a black domino mask to hide her identity when operating as Bio-Flux.

Personality: Keiko is a cute, bubbly young girl who loves to have fun and send time with her friends. She seems to always be upbeat and nothing ever gets her down, even when faced with thugs and bullies. Her love of transformations unfortunately is hard for her to contain and she thinks others should share it.

Powers and Abilities: Keiko is a smart young girl with a strong personality that seems to drag others along with her, but has no powers of her own. The Double Helix Conversion Pistol she has is an upgraded one from those seen before; it has no selection pad and responds to the wielder’s thoughts, as well as having a DNA lock so it only function for its first user. Thus the blaster only works for Keiko and no one else. But the DNA lock had a flaw, where it links the user’s lifeforce to the blaster and being separated from it by a mile or more will weaken them and eventually cause them to slip into a coma til reunited with it.

Tactics: Keiko simply tries to disable her opponents with temporary transformations which work against their strengths. She has little to no combat experience beyond some karate classes in school and no experience with coming up with tactics. In a group situation she is mainly support and specialized with disabling opponents til authorities can lock them up.

Allies: Bio-Flux is new the hero business and has no big connections or allies, beyond her best friend Aiko.

Enemies: She hasn’t made any enemies yet, although AEGIS is monitoring her and her use of the blaster, unaware that to take it away from her is basically a death sentence.

History: Aiko grew up in a middle class family in Kyoto, a normal girl for the most part except for her boundless energy and love of running. Only as she grew up did she start to draw attention to herself, mostly from the boys and even men gawking at her developing figure. Her best friend, Keiko, who was always dragging her into trouble, always had to way for them to slip away unnoticed, even if it didn’t always work out. But having a good run while pulling Keiko along, both of them laughing, are some of the best memories she has.

Thus it came as a shock to her when Keiko showed her the strange blaster and told her what it could do. Thinking about her love of running, along with a look that would distract anyone from focusing on the fact she was a lesbian; she asked to be turned into an anthropomorphic cheetah girl. Keiko was a bit taken aback but did what her friend requested, if only she had thought it over first.

Aiko’s father was furious at first and her mom was in shock, but once they calmed down and talked things over, they realized this was what she wanted. Hoping their little girl was just going through a phase, they sent her alongside Keiko to Claremont Academy in Freedom City, USA. Roomed together, Aiko was worried Keiko would figure out her attraction to girls, but for the time being she had some hotties to ogle. Although when she bumped into Student Body and blushed, it didn’t go over so well. The other girl seems to be keeping her secret but Aiko is worried what she will do in the meantime.

Description: Aiko was a normal, yet very curvy and attractive Japanese girl, for her age. Now she is an anthro-cheetah girl with fur, ears and tail and still has the curves which draw attention. Her brown hair stand out against her fur and her green eyes show a girl just barely able to sit still most of the time. She tends to wear low-cut shirts and daisy dukes with tennis shoes most of the time, preferring comfort over style.

Personality: Aiko is an outgoing young girl who is constantly in motion, her high energy levels seeming to make it impossible to sit still. She likes being outdoors and spending time with her friends, as long as she can be active. When forced to sit still for extended periods of time [like in class], she has to concentrate just to keep herself from shaking. But behind the outgoing personality she is sullen and afraid, not sure how others would react if they knew her big secret.

Powers and Abilities: Transformed into an anthropomorphic cheetah girl, Cheetina has gained enhanced agility and reflexes, the ability to run at low superhuman speeds and able to pick up scents and see in low-lightning like a cat. Combined with her previous training she can reach speeds up to 120 mph on average and even push herself up to 250 mph for short periods of time.

Tactics: Taking advantage of her new speed and enhanced reflexes, she tends to strike with hit-and-run tactics, trying to stay out of reach of her opponent. She isn’t much in a fight against tank types beyond a minor distraction and is trying to learn how to use her momentum to strike harder without hurting herself. She has some self-defense training and will go on the defensive when unable to do anything else.

Allies: New to the hero scene and Claremont Academy, she has Keiko are her only friend and ally in the states.

Enemies: She has already annoyed Student Body and is trying to stay out of sight, least the boy toys are sent to deal with her.

Good stuff Psistrike you have came up with some good ways to use the powers and I love the Transformation devices... takes me back to some of my old school Mad Doctor's that used to be fun to throw out for the heroes to heve to deal with, who knows I might have to try bringing some of them out of exile. lol :)

Thanks, got inspired by seeing the artwork those devices on deviantart by 3 different artists. Just had to stat up what I thought their descriptions would be in game stats and put them in the Freedomverse. :D And thanks for the comment, I get them about once in a blue moon around here.
