Honestly, he's not so bad versus the Freedom League. Phalanx is undercapped severely on Dodge and Will. Harlequin and Apocrypha can pwn him totally.

The funny thing is that Tangleweb started off very different than how he ended up. This version came about thanks to Sketchpad Studio's Acts of Villainy line and when I first saw Tangleweb there I knew he was a better fit than what I'd first come up with.

Mmm, well Force Ops resident mentalist, H4ck could put his behind in a sling too, but he's still a pretty formidable villain against most heroes. Plus, he looks like Kevin Costner, so you know he irredeemably evil...though limited in his portrayal of emotional depth. :P

Superhuman Multiple Personality Disorder: Rachel’s mental health and emotions greatly affect how her powers manifest; when exposed to various emotional triggers she must make a Will DC 25 to either stop from transforming into one of her other forms or control which one she becomes.


Background: Rachel Carson was abused mentally and physically by her biological family for much of her early life. In such a crucible some people develop unrivaled mental strength, but not so with Rachel - instead Rachel became a mirror reflecting the will of those around her and having none of her own. She moved from one abusive relationship to another, nearly marrying her last fiancé because that was what he wanted - a docile show wife to bring to company events. Unfortunately, or perhaps fortunately, for Rachel she walked in on her fiancé and his most recent dalliance the night before their wedding, which would normally have been just another life that was too much like a Lifetime Network movie but Rachel is one of the children that was irradiated with Terminus radiation during the Invasion of the 90s so instead all of that emotional pain caused her powers to manifest in a frighteningly massive and destructive display.

Rachel doesn’t know exactly what happened after that point, only remembering a cacophony of voices in her head and a single voice, not exactly her own trying to calm her down. While Rachel’s inner conflict raged, her body was in a constant state of metamorphosis, exhibiting power after power that damaged and destroyed much of the surrounding area. The authorities were unable to do more than cordon off the area to protect the general public, and before more extreme measures could be taken, a bright, shinning form was seen entering what was left of the building and then the eruption ended as quickly as it began.

Brought into the care of the Albright Institute, who’d taken up the cause of treating all of the children afflicted by T-Radiation, Rachel’s powers made for a highly unique situation that the staff wasn’t entirely able to adapt to that well - so Langston Albright brought Rachel to the Rosemont Center, a facility he helps to fund to treat victims of T-Radiation who, for one reason or another, require extremely unique and special care for the problems presented by their powers. In Rachel’s case, she was assessed with not one, but at four different personalities that each possessed their own sets of powers as well as radically altered appearances and even different genders in two cases. She learned that by surrendering to one of these personalities that she physically and mentally became that person - as Celestial Dragon she is a skilled martial artist. As Photonic, one of her male forms, she controls and manipulates light, while Jack Shadow, her other male body, harnesses a living and hungry darkness, and finally Otherkin, who is a massively strong, rage filled woman that is almost impossible to injure.

Rachel’s weak will allows the strongest of her personalities to move forward in times of weakness or some other specific outside stimuli. Photonic, an adventurous and boastful being, moves forward in moments of particular self-satisfaction, mental curiosity, or when in a crowd of people; he likes performing to an audience. Jack Shadow, a thief, gains ascendancy in moments of greed and jealousy, during the night, or when Rachel’s flight response is dominant. Celestial Dragon is her fight response and asserts herself when Rachel is in danger, threatened, or scared. Otherkin is Rachel’s pent up anger and frustrations over all the things that have happened to her in the course of her life and is the most difficult to deal with or rather can go out of control the easiest. Of all her personalities only Celestial Dragon brings Rachel any comfort. Under Dr. Rosemont’s advice, Rachel has picked up many of the hobbies she enjoyed when she was younger in order to bolster her own personal self worth and particularly enjoys art museums and singing.

Rachel is working with Dr. Rosemont to strengthen her will and assert control over herself and her powers. Her exercises include harnessing the other personalities at will, an ability she has used the few times there have been problems with other patients at the Rosemont Center or the few times she has ventured outside that institution.

In her time at Rosemont, Rachel has come to care for a fellow patientvery deeply, a man known only as Von Stahl. It is a feeling that Rachel shares with Celestial Dragon. Rachel knows that Von Stahl has feelings hidden deep within his metal shell, feelings she shares, but she suspects that those feelings are in fact for the part of her person that is Celestial Dragon. Jack Shadow, who is usually more than a bit cold-hearted than most others, has also expressed his feelings for one of the therapists at Rosemont, a Catherine Deeming, sensing that she is a kindred spirit to him. Rachel has begun to fear these emotions, and her fear of them stills her tongue on the matter entirely, facts that Dr. Rosemont would be most interested to discover.

Quirk ~Researching The Mark: Recall always deeply researches any heroes he comes across or expects to have to deal with as to be better able to eliminate them and continue his other plans, to the obsessive point of knowing what moves they favor in a fight, team maneuvers and such. He often will send his own people, knowing they will be beaten and taken to jail but is willing sacrifice them to gain more information on his opponents.

Reputation: Recall is known in the world of mercenaries as a consummate professional.

Rivals: Orion the Hunter, Coda, and Deadshot.


Background: Recall continues to be one of the top rated members of the mercenary community despite the few set backs he’s suffered in the past few months - specifically failing to complete the contract he accepted on Foreshadow and the resulting fueds with Coda and Orion the Hunter.

So far Recall has taken the worst of the three, with both Coda and Orion having it out for him so badly that they're not only trying to hunt him down personally they're underbidding him on jobs to blackball him in the merc community. It has gotten to the point that Recall is debating on if he should try and perhaps look into taking on a partner or two or perhaps looking into other avenues of work he could profit from.


Yes I know....I'm such a horrible hack to cut-n-paste a pic of Taskmaster for Recall's build but let's be honest here; that's who he's based on anyways and besides this costume is much better than Recall's.

Background: Brad Rowe was raised by his grandmother in rural Arkansas after his mother died of a drug overdose, he’d never known his father. He took to shooting and hunting at an early age, partly out of necessity to help feed himself and grandmother as they were poor. Brad would go into the woods with his dog and pretend to be a soldier fighting against imaginary Russians in his “own little Cold War”.

Over the years Brad developed his skill with firearms to the point that he got a job working as a trick shooter for a traveling show that covered much of his home state until his eighteenth birthday when he enlisted in the Marine Corps. After a few years spent in service Brad attended Sniper school, further honing his already impressive skills with firearms to the point that he was considered to be one of the best snipers the Corps had produced in a number of years and he went on to take part in several top secret, covert missions, many of which were successful thanks to his skill with a gun.

Unfortunately it all fell apart when Brad got into a fist fight with an officer who he beat savagely over a simple misunderstanding. Brad was dishonorably discharged instead of being brought up on worse charges in recognition of his history of service and was left to his own devices. Within a few months Brad became a mercenary, selling his skills to those who were willing to pay him. In the years that followed Brad became known for his skills with firearms and being a top shot (so much so that he almost became part of the Deathsquad, but passed on the job offer that led to the creation of that group so he could take his yearly vacation to New Orleans) and eventually became a super villain simply because his abilities allowed him to challenge metaman on equal footing.

At this point in his career Brad, or as he’s better known in the mercenary trades – Deadshot, is wanted all across the country for various murders he’s committed and is still considered to be one of the best in the business still, with only a few serious rivals.

Thanks Eld, I've always liked Rachel/Otherkin too. When I came up with the idea for my Albright game I knew at some point I'd want to introduce her as one of the people affected by Terminus Radiation but I wasn't sure how to build her until I realized that her physical changes when one of her personalities takes charge could simply be hand waved away as descriptive fluff and didn't have to be covered by any specific power.

Then it was just a matter of building her superpowered forms and keeping track of all their costs. Overall I like how they came out almost costing the same, well aside from the other personality I added - Otherkin but Powerhouse characters are super cheap now. I might end up giving that personality hidden powers after I officially introduce her in the game, but for now I'm out of ideas.

It might be me but with her questionable mental health combined with the crazy amount of power she has kind of reminds me of early Hulk kind of. Just she has managed to get some help with her problems instead of trying to fix it on her own (not that she could since she's just doesn't have any kind of skill that would help her make any kind of headway on it).

Realizing that she needed to make a fresh start she turned informant to AEGIS in return for being placed in witness protection, and it's thanks to her that Dr. Stratos served a year in jail before managing to break out (he still has no clue how AEGIS caught up to him that time).

Set up with a new identity for herself and her newly born daughter, Ms. Weathers lived the life of a single mother who worked as a secretary at a local law office in Emerald City.

Omlevex

Omlevex:

Omlevex is a greenish colored crystaline mineral that gives off a slight radioactive field that fell to earth many years ago. It originally formed in deep space, as a naturally occurring mineral deposit in meteorites and came to Earth in the 1800s when a meteor shower passed by and a significant amount of it was pulled in by the planet’s gravitational field. Over the years scientists have learned that Omlevex is an extremely potent mineral with several unique properties.

Probably the best known property of Omlevex is the ability to grant super powers in subject that possesses a latent metagene. This manner of triggering a power manifestation is a huge chance in of itself, as it can lead to violent insanity and while Omlevex can empower latent metahumans it is toxic to those who are not; any being that isn't a latent metahuman or an active metahuman will become sick and eventually die if they remain in the presence of Omlevex over a long enough period of time (normally this takes a period of several hours but situations have arisen that have made this a problem before). It is presently unknown why Omlevex has this effect on those who do not carry a metagene.

It should also be noted that there are several different variants of Omlevex that have been discovered, or created (most of them on accident), over the years. So while Green is the most common, the other variants include:


-Amber: Amber Omlevex is one of the rare forms of Omlevex that is not dangerous in the manner that most other variants are. It causes organic matter to increase in size; the only downside is that the matter in question will remain at its new size permanently. The Green Man created this variant accidentally while trying to increase his own powers through exposure to Omlevex.

-Black: Black Omlevex is another of the non-harmful variants but is considered to possibly be the most powerful of them all as it allows a being making physical contact with it to manipulate temporal energies; from stopping the passage of time in a particular area (and thus freezing everyone and everything in place while allowing the person holding it to move freely) to allowing a person to travel through time. Dr. Tomorrow is constantly staying alert for any new batches of this version of Omlevex to appear and supposedly he has a collection of over ten fragments. For reasons only known to him, the hero known as the Clock Watcher created this variant and has planted several veins of it across the time stream.

-Blue: Blue Omlevex transforms metahumans, causing them to become simple minded, violent, gray skinned bizarre copies of themselves. In this state, the victims are violent, delusional, and completely insane. Often times speaking in a very broken and child-like manner, thankfully Blue Omlevex’s effects are temporary. This variant was created accidentally by scientists in the employ of S.H.O.C.K.

-Gold: Gold Omlevex can remove the powers of any metahuman, making them the equivalent of a baseline human. The effect is only temporary, but prolonged exposure to it can render the effect permanent. Since it has no chance of bestowing power it is often employed by Anti Meta groups to forcibly depower captured metahumans, but Gold Omlevex is exceedingly rare due to it having a very short half life. This variant was created by scientists in the employ of S.H.O.C.K.

-Red: Red Omlevex has a very unique effect: it can cause incredible and often bizarre mutations in exposed metahumans (from growing additional arms, to becoming a “monkey-ized” version of themselves to only being able to manifest their power from one side of their bodies). These changes last only 24 hours, but can cause incredible devastation during that time. Once exposed to Red Omlevex, a subject becomes immune to the effects of that particular piece thereafter and need not worry about exposure to it ever again. This variant was created by scientists in the employ of S.H.O.C.K.

-Violet: Violet Omlevex is another variant that isn’t outright harmful to anyone, in fact it has shown the ability to alter probabilities in favor of the person who has physical possession of it. Nobody is sure how this variant came into existence.

The Wild Card Virus

The Wild Card Virus:

A viral organism that is extremely lethal, it has a 90% mortality rate of those infected by it while bestowing superhuman abilities upon the remaining 10%. But many of those survivors are physically transformed in a variety of inhuman or grotesque ways, with only a rare few retaining a normal appearance.

Many who actually know of it believe the virus was created by the Preservers in an effort to create superhumans in later generations of humanity for their experiments in manipulation of a planet’s evolution but that the side effects of the virus rendered it a failure and the Preservers disposed of it.

In 1908 the Tunguska Event took place; a meteoroid fragment impacted near the Podkamennaya Tunguska River with a force equal to somewhere in between 10 and 15 megatons of TNT that devastated the surrounding landscape, flattening an estimated 80 million trees over an area covering 2,150 square kilometres (830 sq miles) with an estimated shockwave from the impact that would have approximately measured 5.0 on the Richter Scale. Amid all this destruction and ruin was one of the containers the Preservers had hidden away their failed viral experiment.

That container was found by agents of the Labyrinth, who knew this was something their master would want and managed to bring it to him (though they paid a price for their efforts, with most of them dying while two of them were transformed into what would later be called Jokers and a third became a Deuce). Taurus, realizing this was something he could use once society’s level of technology increased, had the container repaired to close the broken seal and stashed it away for several years until the late 1940s when he started to bring in scientists who did not want to work for any of the nations involved with the war and following the end of the War Taurus recruited dozens of Nazi scientists who were hellbent on escaping judgment at Nuremberg. It was to these men that the man-bull gave the container to figure out its contents, allowing them to use any means they deemed needed to fulfill their goal.

Though it wasn’t until the time of the Vietnam War that the Labyrinth’s scientists really began to fully understand how the virus, that they named Takis-A, worked. Using Taurus’ connections to the American Government the scientists performed hundreds of tests, exposing thousands of men in the military to Takis-A to see how it worked across a broad range of subjects (though the government only knew it as Agent Red, as part of the Rainbow Herbicides) and many of the deaths caused by it were attributed to the effects of Agent Orange and the other chemicals used during the twenty year long conflict. That helped the Labyrinth scientists to learn much about how Takis-A worked on the human body and how it could be altered to have a more controlled effect. It was around this time that Dr. Peter Hanks joined the Labyrinth and he was quickly put to work on perfecting the empowering process using Takis-A, eventually creating the first version of DNAscent Process.

Honestly if it wasn’t for Takis-A, the Labyrinth wouldn’t have the DNAscent Process. It is one of the main components of the entire procedure, with the chemical pre-treatments used to ready the subject’s body for the virus and the radiation treatments to stabilize the virus once it has been infected the host.

A few times Taurus has allowed older versions of Takis-A to be released, through proxies of course, causing whole mid-western towns to be subjected to its mutating effects and while the majority of those people died the survivors have stayed in what’s little more than a ghost town compared to what it used to be, creating small Jokertowns across the country. Taurus has even sold those early versions to the likes of Overthrow, giving Overshadow access to Takis-A as well (though he’s done nothing with it yet, which has gotten Taurus wondering exactly what has the old man really been doing with it).

But Taurus isn’t the only person who’s found one of the Preservers’ dumping sites for Takis-A, in fact it was the villain who called himself the Proprietor that stumbled across another one of the hidden containers. He gained matter manipulating powers thanks to his exposure to the virus that were so powerfully precise that he could affect matter on a microscopic level. It is assumed that he became a Joker due to the fact he covered himself from head to toe and never was seen without his face covering mask in place. Another thing that happened to the Proprietor due to his infection was that his intellect increased to genius levels and he very quickly reasoned out the hows and whys of had happened to him as well as saving the majority of the Takis-A before it could be lost. Between his matter manipulation powers, his increased intelligence, and a few unwilling volunteers he gathered, the Proprietor quickly learned how Takis-A worked; specifically what changes it caused in the genetic structure of its victims and how those changes were made and what caused the mutating side effects. With this information he hatched a plan.

The energies that were released when the Proprietor was defeated by the Champions were based on his discoveries of how Takis-A altered human DNA to induce the emergence of superhuman abilities, and that is what spread over the whole of what would later become Bay City. In the aftermath it was called the Wild Strike by the news media, as the reports of the various outbreaks of superhumans happened all over the bay area and a few hundred people underwent physical transformations. Some people died because of the changes their bodies were force to undergo while others did so from the pain that came with those changes while others managed to somehow cling to life, but none of them would ever be the same afterwards. It’s only now; several years after the Wild Strike, that the medical and scientific communities have been sharing the data that they’ve managed to finally make the connection between the Wild Strike and the virus.

The name that most people call Takis-A by, the Wild Card Virus, nowadays came about because of an AEGIS scientist that just had happened to be something of a gambler in his spare time. He was giving his report on the effects the virus had on it’s victims to former AEGIS Director Jack Simmons, citing that those who survived infection but gained serious physical deformities along with their powers had drawn a joker, while those few who didn’t suffer the physical mutation were nothing but aces and that those that died had drawn the Black Queen. Those choices for terms stuck with Simmons and he continued to use them in the following days when talking about the Virus with other specialists and heroes of the time, which led to others using the terms as well and it caught on from there.


Classifications of those afflicted with the Wild Card Virus:

-Ace: A person who has contracted the Wild Card Virus and gained a power that isn’t trivial or useless (such as the ability to teleport hundreds of miles in one trip, the ability to read minds or alter the perceptions of others without their knowledge) but still have their normal appearance.

-Deuce: A person who has contracted the Wild Card Virus and gained what is considered to be a “useless” or trivial ability; the ability to fly but only at a maximum of two feet off the ground, the ability to levitate only dimes, or the ability to turn into a puddle of water.

-Joker: A person who has contracted the Wild Card Virus and gained not only a power that is similar in effect to that of an Ace but have suffered one or more physical deformities or almost crippling physical conditions as well. There are some Jokers who are actually considered to be an Ace because their physical mutation is considered to be attractive by most people (such as angel-like wings).

As to why no two Jokers have ever looked the same (as some Jokers possess forms that are similar to animals outright or creatures of fantasy, both of legend or from a popular series of novels, as well as things that have been seen in movies), it has been theorized by several different scientists that the forms that Jokers transform into are influenced by the subconscious of each individual victim of the virus and during those few split seconds of the initial infection they manifest some unknown form of telekinesis that alters their bodies based on their fears, hidden wants or personal desires.

-Suicide King: A child of two Wild Card positive parents and has inherited the virus. These people are likely to “have their card turn” upon reaching puberty and has the same exact chance (90%) of dying to the virus as another person who has caught the virus normally. Causing undue mental distress to a Suicide King is punishable by law, as this could result enough mental trauma to trigger the manifestation of the virus, which have been known to be deadly to bystanders near the person undergoing the manifestation.
