A player of mine has got a strange idea. He believes that, since he has the Horde extra on Duplication, he can decide to make a full-powered duplicate once per round. He believes that the lowering of ranks in powers is only for creating several duplicates at once in a round, and that if he takes it slowly and uses his Hordes extra, he can make dozens of full-powered duplicates by taking dozens of rounds to do so. I say that it doesn't matter how slowly you do it, that each duplicate reduces the ranks, and hordes only lets you increase the maximum amount of duplicates. Whose right?
