Motivation ~Guilt: Spider-Man's selfish decision to not stop that robber cost him the most important man in his life- his Uncle Ben. To this day, he tries to make up for that moment of failure.

Normal Identity: Periodically Spider-Man loses his powers (either due to his altered biology being affected by a cold or the plans of his foes to eliminate him), when that happens his Stats become Strength 1, Stamina 1, and Agility 2.

Power Loss: Spider-Man's Web-Shooters sometimes runs out of Web Fluid at the worst possible times.

Relationships: Mary Jane, Aunt May, the memories of Gwen Stacy and Uncle Ben, Felicia Hardy, and others over the years.

Responsibility: With Great Power Must Come Great Responsibility; losing his Uncle Ben made Peter realize that all human life is sacred. Even if faced with a situation that all but demands someone be put down, Peter can't do it.

Reputation ~Joker: Even at the face of certain death, Spider-Man invariably cracks a joke, to the annoyance of both friends and foes. His reasons for this vary: either he wants to relieve the stress of a situation or simply because he wants to hide how scared he really is during a crisis. He’s also learned how to use his humor to throw his opponents off and make a mistake he can capitalize upon to gain victory.

Rivalry: J. Jonah Jameson, Peter's boss, the volatile newspaperman, has a major mad-on for Spider-Man over all other superhumans, and relentlessly hunts for signs he's gone bad.

Secret Identity: Peter Parker.

Unlucky: Let's face it - if it can go wrong for Spidey it will. Be it his dating life, trying to improve his personal finances or make things better for his family, his responsibilities as Spider-Man often interfere in pretty much every aspect of his personal life. He calls it the 'usual Parker Luck'.

Man out of Time: Captain America still sometimes has problems coping in the modern world.

Patriotism: Captain America is the closest thing to living embodiment of American Patriotism in the world.

Power Loss: If Captain America misses his target badly (a natural 1 or 2), or if an opponent catches his shield, Captain America loses the powers and advantages it bestows until he has retrieved it.

Relationships: Sharon Carter, the Falcon, Iron Man, Thor and Hawkeye are among Captain America’s closest friends. He is also close with the original Avengers and sometimes Nick Fury (when they’re not at cross points/goals/intentions).

Responsibility: Captain America feels a strong sense of responsibility for his country and fellow super heroes.

Pretty long list but to me, general public recognition, exposure in multiple forms of media and longevity are the core features of a comic icon and I think most of these fit the bill.

OK...I have to agree with most of your picks... I especially like the fact that The Shadow was on the list. He was one of the THE original "Mystery Men" and he had his own movie. :)

If you want to diverge a little and add to the list of icons for the 90's.... I would seriously look at some more of the IMAGE and Marvel characters... When I think IMAGE I think Spawn (already on the list, and the cast of Cyberforce and/or WildC.A.T.S.. Granted Cyberforce and WildC.A.T.S. are re-images of Marvel characters... but they are icons in their own right.

I never paid much attention to GA in the comics, but after watching Arrow I've definitely been more interested in the character. The Languages are a nice touch.

I like how you made him equally accurate with arrows and other thrown objects, but gave him the multiattack to explain why he would bother carrying a bow around all the time.

I've always had a passing interest in Ollie, but honestly I've always been more of a Hawkeye fan for some reason. But with Arrow I've grown pretty interested in the character as well.

Glad you like the build Eld. One thing I like in the show is when they'd show Ollie working out - doing all those crazy looking exercises he'd adapted from his time on the island, and target practicing (cause let's be honest - you're not going to be a great shot without practicing). My favorite (and main reason I gave GA the Multiattack) is when he'd let 3-5 tennis balls go bouncing across the far side of the room and he'd rapid-fire them into the wall.
