Peter Stillman

HANG, as described, seems to be too good to be true. A cowboy branch of Pendulum that works hand-in-hand with superheroes and isn't unwilling to get its hands dirty whenever the occasion calls for it but possessed of a strong moral compass that keeps it from getting corrupted. Unfortunately, this is very much the case. It is too good to be true thanks to the presence of Assistant Director Peter Stillman, who is the rot at the heart of the Agency.

Peter Stillman is Director John Cheung's best friend, having worked with him in the FBI before a domestic terrorist booby trap blew off his right leg and arm. He was given a desk job at the Department of Homeland Security, though his duties were strictly sincure. Thanks to the efforts of Shiva Corporation, he was quickly back on his feet a year after the Nexus event, however. Director John Cheung arranged for his associate to be brought onboard and since that time they've worked together to bring order to Los Angeles.

Or so he thinks.

Peter Stillman was always an unstable personality and the maiming he suffered at the hands of terrorists affected his thinking. So did his subsequent alcohol, pill-addiction, and belief he was sidelined from doing any meaningful work. He was on the verge of being fired six months before his new job offer when he started "playing the game" and made contact with Senator Cage as well as former Special Forces officer, Wilson Hunt.

Wilson Hunt is the current head of ERIS and posing as a CIA substation head within Los Angeles.


Yes, Peter Stillman was one of the first officers of PHOBOS and made his first ten million dollars during the first year of his assignment to HANG by passing along vital information to the organization. This lead to the death of eleven "foreign" Pendulum agents as well as dozens of Nexus-empowered individuals that might have gone on to become superheroes. Peter Stillman, further, showed his absolute lack of scruples when he took on a SECOND treasonous client and made sure the Organization was not interferred with when they did the EXTREME show.

Peter Stillman's corruption was found out by two HANG agents during this time but he arranged for their murder before they were able to bring much of a case against him. This has only delayed the discovery of Peter's corruption but contibuted heavily to Director Cheung's cowboy cop mentality.

Ironically, ignoring his best friend as a potential suspect.


With Senator Cage's recent fall from grace, Peter Stillman has done his best to cover his ass. He's taken numerous junior agents under his wing and started tutoring them in "his" way of doing things. He's also been laundering large amounts of his ill-gotten gains in hopes of eradicating his paper trail (including, murdering numerous former associates that has only made more evidence to cover up). Finally, he's invited almost a dozen PHOBOS personnel to work at HANG in hopes of preparing for his next move.

Killing Director Cheung.

It's a testament to what a slimeball Peter Stillman has become that he's actually proud of himself for delaying as long as he has. He's certain the only way he can secure his position against all threats is turn HANG into a fortress for himself. Unfortunately, ERIS (PHOBOS' branch in the city) and the Organization's major branches both know the truth of Peter Stillman and are less than impressed by the crooked Pendulum agent's attempt to go protect himself.

Indeed, he's not even fooling most of HANG with his reputation both on the streets and off the streets including association with lots of shady characters, brutality above even the kind HANG approves of, and "enhanced interrogation methods" which are technically illegal within the bounds of the United States. His vast fortune and hobnobbing with corrupt officials hasn't gone unnoticed either and only John Cheung's protection has kept more investigation from being done further. If and when he succeeds in killing Director Cheung, it'll be a fight (probably literal) to take over HANG.

He's presently looking for criminals, supervillains, and/or sufficiently unstable superheroes to eliminate the HANG agents who might pose the most problem.


Peter Stillman has one weakness and that's his genuine love for his eleven year old daughter, Emily. For all the corruption, addiction, and betrayal he's done--he's fanatically protective of her. A weakness which, sadly, is obvious to all of his enemies. When and if, Peter Stillman makes his move, he'll be subject to threats and intimidation which will make even his few scruples irrelevant. Unscrupulous heroes may play on this to get Peter to turn on his criminal associates.

Albeit, they may have to make offers which will make them slightly ill.

Ohh, King Frost is not gonna like The Organization and PHOBOS trying to muscle in on "his city". I imagine he is quite like the Kingpin now. You can do whatever in other cities but come to his and you better pay your respects and follow the rules.

Not at all, especially not when he just got a leg up on Big Dog and his own superhuman muscle.

However, ERIS and the Organization after failing to get organized crime decided to take the legitimate groups and turn them crooked.

Which means it's going to be all out war.

And it'll be GLORIOUS (for the bad guys).

So Peter Stillman's daughter is bound to get kidnapped by his enemies or even his superiors in PHOBOS and The Organization, right?

Peter Stillman hires the PCs to recover his daughter safely and unharmed from someone who has kidnapped her. The PCs are given information which encourages them to use maximum amounts of force as long as it doesn't endanger his little girl. These individuals are, actually, members of HANG who were friends of the previous investigators who who have been driven to desperate measures by his frame-up capabilities.

If the PCs don't kill these individuals, Peter will bring the full-force of his PHOBOS allies down on them. This, of course, will probably backfire as PHOBOS is increasingly aware Peter isn't playing straight with them. If the PC's reputations are above reproach, Peter will likely use manufactured evidence to show they're alternate reality duplicates/clones or Ostiliroths while preparing whatever means he can to get his daughter back from them.

Wilson Hunt and ERIS

PHOBOS has grown in proportion and power to Pendulum, both organizations drawing massive amounts of wealth from their plundering of other realities for their wealth (though it's a little more literal in PHOBOS case). However, PHOBOS has suffered just as many setbacks as they've achieved victories.

There was Senator Cage's disgrace, the destruction of their Occult Warfare division, the destruction of Shiva (which was more an unparalleled atrocity than a failure), and numerous branches destroyed by the heroes doing their hero thing (particularly Fade and Mister Arcane). Still, the organization's racism and evil wouldn't have gotten this far without someone competent at the helm.

Wilson Hunt is one of these people.

A member of a CIA Black Ops team during the 1980s, he decided to use his contacts to make a private security firm thereafter. While never able to match the kind of services provided by the Black Wofl PMC, they more than made up for it in government contracts both shady and legitimate. Ares Arms and Protection eventually was assisted by Senator Wilson Cage and several associates in becoming the basis for the World Security Group.

That was how Wilson Hunt became a multibillionaire.

Wilson Hunt lives in Beverly Hills with a gigantic mansion, private jet collection, and more classic cars than you could shake a stick at. Even in a town known for its excess, Wilson Hunt manages to cross the good taste thereof. The fact its guarded by his own private army and is known for everyone from prostitutes to rivals "disappearing" contributes to his feeling of invincibility.

If one wishes to understand Wilson, one simply has to imagine what a Bond villain would be like in real life.


Somewhat more reasonable than his fellows, Wilson lent his considerable fortune and personnel to PHOBOS to help build that organization off the ground. This was less due to his belief in the organization's effectiveness than the need to trade in on his considerable political debt. Whereas Arthur Sterling saw PHOBOS as a means of keeping the world safe for "normal" human beings, Wilson merely saw it as another tool in his (already) considerable resources.

Eventually, things grew cramped enough on Arthur Sterling the balance of power shifted and Wilson Hunt was able to pressure his ostensible leader into giving him his own branch of PHOBOS. Eris is, ostensibly, a branch of PHOBOS designed around gathering power and resources in the California and East Pacific region but is actually just Wilson Hunt's private intelligence service. It spies, kills, blackmails, and extorts all on behalf of a man who already has everything money could possibly buy.

The Olympia Cardboard and Box Company is the (poor) cover for ERIS and it is populated by three layers of individuals. The actual workers in the box company who have no real duties other than ferrying boxes to and from warehouses, those individuals who believe they work for an (illegal) branch of the CIA, and the actual members of PHOBOS who carry out whatever atrocities Wilson Hunt wants.

Yes, Wilson Hunt got the idea from ALIAS.


The PHOBOS members are fully aware they are nothing more than mercenaries and draw in six figure salaries for their criminal activities. As a result, despite the fact they're members of a high-tech hate group, they merrily cooperate with Nexus and aliens if it serves the bottom line. This infuriates Arthur Sterling and other agents of PHOBOS who would very much like to see the group shut down. Arthur can't risk that, however, due to the amount of wealth and information they bring in.

Roughly about 10% of their total output.


Wilson Hunt is aware the greater sum of PHOBOS is a problem and has been tentatively making overtures to the Organization and Octagon in hopes of finding some greater allies. As a result, there's now plenty of rumors the "CIA" is assisting in drug-smuggling, arms trading, conflict diamonds, and countless other illegal activities in the city. Wilson badly underestimates the existing criminal enterprises of the city as King Frost has already killed two of his agents as well as crushed a retaliatory strike against his holdings.

HANG is very interested in these rumors with John Cheung believing PHOBOS may have a base in the city. Peter Stillman is doing his best to try and divert attention from Eris, partially because of his association with the group and mostly because Wilson could prove him guilty of high treason a hundred times over.

The biggest threat, right now, to ERIS is the fact its leader is starting to get cocky about his invincibility. Having managed to give the middle finger to PHOBOS' triumvirate, HANG, and the United States government, he's starting to do so to everyone he encounters. He doesn't realize while Arthur Sterling is INSANE, he's not harmless and neither is King Frost or the operatives of HANG. Even the Los Angeles police department is growing disgusted with the rumors about his activities. Stories about missing cops and ties to SMASH aren't helping.

The question is, really, whether ERIS will get busted down by heroes or supervillains first. Then it'll be only a matter of time before someone stuffs him in a trunk and drives him over a cliff.

Amusingly, the best source of information on ERIS and its operatives is probably Adonis. They've employed him dozens of times and are so confident he's a moron, they have used minimal security. Adonis could more or less point out Wilson Hunt is the secret mastermind of ERIS and his box company is the front but no one thinks to ask him.

Mostly, because he's a jackass.
