Background: The lad who would grow up to be one of evilest scientists in all of the United Kingdom was born into rather humble circumstances. Colin Bibelot's father was a relentlessly self-improving boulangerie owner from Belgium with low-grade narcolepsy and a penchant for buggery. His mother was a fifteen-year-old French prostitute named Chloe with webbed feet. His father would womanize, he would drink, he would make outrageous claims, like he invented the question mark. Sometimes he would accuse chestnuts of being lazy as he was afflicted with the sort of general malaise that only the genius possess and the insane lament.
His childhood was typical: summers in Rangoon, luge lessons. In the spring, he and his family would make meat helmets. If Colin was insolent, he was standardly placed in a burlap bag and beaten with reeds. At the age of twelve he received his first scribe. At the age of fifteen, Colin discovered the joys of a shorn scrotum when a Zoroastrian named Vilma ritualistically shaved his testicles. Three years later, Colin applied for admission and was accepted into evil medical school.
He enjoyed a reasonably successful career as an evil genius for a number of years. None of his master plans were too over-reaching, and he seldom suffered major defeats. As he formulated plans for his next grand scheme, Colin made a horrible discovery during surgery to implant the failsafe nuclear triggers in his cranium. Colin had an advanced case of lymphatic cancer.
Rather than attempt to develop a cure for his cancer, Colin instead designed and built an advanced cloning womb complete with cerebro-mnenomic transfer protocols. When his new body reached the appropriate stage of infant development, Colin plugged his disease-ravaged body into the cerebro-mnemonic transferrer. The plan was that the entirety of his mentality would be "downloaded" into his new body, which would then be artificially aged to young adulthood. Then, Colin could resume his life of evil genius crime.
Unfortunately, there was a slight miscalculation in the growth serum. Instead of artifically aging his new body, the serum permanently stalled the aging process. Colin is now an evil genius trapped in the body of an eternally one-year-old infant.
