she left him towards the end of season 1 (trial of the monarch, to be exact, and it was monarch's fault she left), but since the start of season 2 monarch's primary goal has been to win her back from phantom limb (whom she has just abandoned as well after realizing what a nimrod he was, and has announced she'll be going into business for herself)

Hehe if this is season 2 Monarch should only have 2 minions... #21 and #24.

It's also my duty to report that I was unable to run the cap/monarch fight

as such, I'll be turning the duty back to marcosalazam, until I get a better handle on combat

That's fine. I did a quick write-up of Brooklyn last night using your Goliath as a something of a measuring stick, and will probably stat out the rest of the Manhattan Trio as time permits.

Side notes on Goliath: I noticed this while working on Brooklyn, but for Goliath's powers, you list a total cost of 25pp, but his power list adds up to 29pp, and his ability scores only total 50pp. Everthing else is on the money math-wise.
