Let’s just forget my pink and lavendar costumes ever existed, okay?

Cosmic Boy

Power Level: 10 (165pp)

 Cosmic Boy is arguably the most powerful member of the Legion. As a former magnoball player, he is quite gifted physically but his command of his magnetic powers is what sets him apart. Then again, his presence is what draws people towards him, and he is without a doubt the most charismatic and capable leader of the Legion.

 Cosmic Boy can do the usual stunts and feats with his Magnetic Control, including creating force constructs. He can use his Magnetic Control to counter many powers and effects that have an electromagnetic descriptor, such as when he pierced Brainiac 5’s force fields. One time, he had Star Boy and Light Lass use their Gravity Control powers to aid him in creating a force construct capable of containing a full powered Sun Boy.

:!: Update 2/10/07 :!: I increased Cosmic Boy’s tradeoff so his Magnetic Control rank is even higher and in so doing lowered his combat ability slightly to reflect his role as a tactician off the field.

 Saturn Girl is more and more an archetypal psionic with every reboot, but she at least still retains her Emotion Control quality to set her apart somewhat from the others. Like most psis, she is woefully undercapped except when it comes to her telepathic powers. Saturn Girl also acts as leader of the Legion on many occasions and is notable for being the first female in comics in a leadership role.

Yay Saturn Girl! She ain't spectacular or nothin' but I like her.

Feats: All-Out Attack, Attack Focus [Ranged] 2, Defensive Roll 2, Dodge Focus 4, Inspire, Leadership, Move-By Action, Power Attack, Teamwork

Powers:
Device 6 “Legion Flight Ring” [Hard to Lose] (Power Feat: Restricted [Legion members]; 25pp)
Electrical Control 12 (Power Feats: Precise, Split Attack; 26pp)

Abilities 22 + Skills 10 (40 ranks) + Feats 14 + Powers 70 + Combat 24 + Saves 10 – Drawbacks 0 = 150

 Lightning Lad is a pretty standard energy controller and probably the Legion’s most formidable combatant overall. He’s not quite the cerebral leader that Cosmic Boy is, but Garth is the best field commander.

:!: Update 2/10/07 :!: Finally got Garth up to date with the new reboot.

No, none of the Legionnaires are particularly spectacular, but they are very archetypal and give me a chance to create very simple characters. Sometimes too much continuity makes the builds too difficult, but with so many reboots and alterations, it was easier for me to simply ignore continuity and do these Legion characters kind of like how MDS makes his builds, by taking the essence of the characters and not worry about potentially contradictory continuity bugbears.

Karate Kid is the only one who is probably more pre-reboot, but I wanted to write up the ultra kickass best martial artist, not a diluted version.

I have never read Legion stuff, but you builds get me somewhat exited. Mustr loan some from my friends. Any essential runs and/or plotlines you could recommend? Really nice builds you have here, clean ones too. It's really cool taht the PL:s are varying a bit inside the group.

LSH just got rebooted after the Teen Titans crossover and Infinite Crisis, so it's not bad to start with this recent reboot. Some of the best storylines occurred pre-COIE, which you might be able to find in TPB. I particularly enjoyed Levitz's run in the early 80s with The Great Darkness Saga and The Legion of Supervillains War series.

The PL variance is mainly due to Karate Kid being more of a pre-reboot version. I think the current reboot has depowered him to about a PL12 or so. I still always liked the version of him that makes him the greatest martial artist ever. I might do his pre-Crisis nemesis, the Nemesis Kid, just as a tribute of sorts.

I’m Xavier’s feminine side. You know, his better half.

Cassandra Nova

Power Level: 15 (223pp)

Abilities: STR: 8 (-1), DEX: 8 (-1), CON: 8 (-1), INT: 22 (+6), WIS: 22 (+6), CHA: 22 (+6)

Skills: Bluff 6 (+12), Concentration 14 (+20), Notice 8 (+14), Search 8 (+14)

Feats: Speed of Thought

Powers:
Insubstantial 3 (Extra: Continuous [+1]; Flaw: Permanent [-1]; Power Feat: Innate; 16pp)
Mimic 15 (all traits; Extras: Affects Corporeal [+1], Latent Traits [+1], Perception [+2]; Flaw: Action [-1]; Power Feat: Precise; 121pp)
Mind Shield 8 (8pp)
Possession 4 (Extra: Affects Corporeal [+1]; 16pp)
Regeneration 4 (Resurrection 4; 4pp)
Super-Senses 4 (Detect DNA 4 [Ranged, Acute, Analytical]; 4pp)

Combat: Attack +2; Damage -1 (Unarmed); Defense +2 (+1 flat-footed); Initiative +6

Saves: Toughness -1, Fortitude -1, Reflex -1, Will +12 (+20 vs. mental)

Abilities 30 + Skills 9 (36 ranks) + Feats 1 + Powers 169 + Combat 8 + Saves 6 – Drawbacks 0 = 223

 Cassandra’s true form is pure psychic energy with the power to mimic traits and possess bodies. With this ability, Cassandra is able to potentially acquire the traits of any being, even that of the world’s most powerful telepath, Charles Xavier. A bodiless, infant Cassandra was to duplicate Xavier’s body in their mother’s womb and go on to possess it, but she has yet to repeat this stunt.

 Cassandra’s Mimic power is particularly potent, allowing her to even duplicate traits her subject has not yet manifested but which are latent within his DNA (such as telekinetic powers that Xavier never developed), because Cassandra is capable of scanning and processing a being’s DNA sequence and identifying pertinent genes. This power is Precise, allowing Cassandra to Mimic being right down to the genetic level.

 The world’s most powerful telepath, Charles Xavier, is the mental counterpart to Magneto, but is flawed in many ways. Obviously, he’s not going to overpower anyone physically. His mental powers all have perception or extended range, so he can forgo making an actual attack roll to affect his targets. However, Xavier’s dynamic array is not wide, so he must operate each power singly or else lose effective ranks while spreading himself thin.

 Xavier’s Telepathy has the Rapid power feat applied to its Communication aspect, allowing him to communicate 100 times faster than usual—effectively almost instantaneously. Professor X has two settings for Mind Reading: one is a full powered version that allows Xavier to probe minds, the other is a Continuous effect that Xavier maintains with his students, allowing him to sense their surface thoughts and respond to distress.

 I’m not certain that Professor X really inflicts damage with his Mental Blasts, so Stun might be more appropriate. Xavier can also use Mental Transform to alter memories or as a power stunt to inflict mindwipes (as he once did with Magneto). Illusion can be a flexible power, and in addition to planting images into his subjects’ minds, he can stunt Concealment off of it.

 Of course, Professor X can Detect Mutants radially, a power that is enhanced by Cerebro/Cerebra. In addition, his mental sense is Accurate, allowing him to use it to target Perception ranged effects in combination with ESP. Xavier’s Comprehend power is kind of a stunt he performs by probing a person’s language centers and copying their language abilities.

 Yes, I know he can apparently walk again and is depowered, but we’ll see if either condition lasts.

:!: Update 9/17/06 :!: In preparation for my Cassandra Nova build, Xavier gets an update incorporating Ultimate Power and simplifying his powers slightly.

A good reference to show what kinds of powers Cassandra Nova had access to in the first storyline.

THANKS!!! I just love her!! X-men, Justice League, Fantastic Four, and any other superheroes who dare challenge her don't stand a chance!!! Thanks again!!!

I have a quick question about your Professor X through, Why didn't you give him the Wide Array extra? He has shown countless times especially on the Astral plane that he could use many of his powers at maximum rank. Like when he was fight Shadow king, he was using Astral form, Mental Blasts, and illusions to change the astral plane.

Yeah, I've been vacillating on that point. Except for Astral Form, Xavier needs to focus on one task at a time to use it to full effect. It's pretty expensive to separate Astral Form into its own power, but Xavier doesn't need to use full ranks in Astral Form since he usually doesn't need to go terribly far (just Dimensionally), so he'll still have quite a few pp to use his other powers at pretty high rank.

Eh, why not, I'll make it Wide.

Lol you effectively explained why you didn't give him the Wide Array yet gave it to him anyway lol. Not to bug you but well I was play testing your new updated Xavier and well...

Telepathy 15 (Dynamic; Extra: Wide [31pp per power / 61pp total; +1]; Power Feats: Rapid 2; 47pp)

...shouldn't his Telepathy cost 48 powerpoints[(15 x 3) + 3].

Ugh, recalculated the costs. Correctly, I hope. I can't even do simple addition and multiplication anymore.

75 pages? Dang, how did MDS and Baron get to 300? I'm barely 1/4 of the way there.

Omega Destroyer!

Omega Red

Power Level: 11 (165pp)

Abilities: STR: 28 (+9), DEX: 14 (+2), CON: 22 (+6), INT: 14 (+2), WIS: 10 (+0), CHA: 12 (+1)

Skills: Computers 4 (+6), Disable Device 6 (+8), Gather Information 5 (+6), Intimidate 8 (+9), Knowledge [Streetwise] 6 (+8), Knowledge [Tactics] 6 (+8), Language 1 (English; base: Russian), Notice 5, Search 4 (+6), Sense Motive 5, Stealth 6 (+8)

Feats: All-Out Attack, Ambidexterity, Chokehold, Improved Grapple, Power Attack, Startle, Takedown Attack, Tough 3

Powers:
Container 1 “Carbonadium Tentacles” (Power Feat: Innate; 11pp)
Device 2 “Carbonadium Armor” [Hard to Lose] (8pp)
Nauseate 6 (Extra: Alternate Save [Fortitude; +1], Area [Cloud; +1]; Flaw: Sense-Dependent [olfactory; -1]; Power Feat: Subtle; 19pp)
Super-Strength 2 (Heavy Load: ~3 tons; 4pp)
Transfer 11 (Drain Constitution to Boost Regeneration; Flaw: Requires Grapple [-1]; 11pp)

Devices:

Carbonadium Body Armor (10pp total)
Protection 5 (Extra: Impervious [+1]; 10pp)

Containers:

Carbonadium Tentacles (10pp total)
Additional Limbs 2 (2pp)
Elongation 3 (3pp)
Strike 2 (Power Feat: Improved Grab, Improved Pin, Mighty; 5pp)

Combat: Attack +11; Damage +11 (Carbonadium Tentacles); Defense +8 (+4 flat-footed); Initiative +2

Saves: Toughness +14 (+5 Impervious), Fortitude +10, Reflex +5, Will +3

Abilities 40 + Skills 14 (56 ranks) + Feats 10 + Powers 53 + Combat 38 + Saves 10 – Drawbacks 0 = 165

 I’m really interested to see how this balanced PL11 Omega Red performs. He is meant to be a grappling machine. With two additional limbs and Elongation applied to those limbs (cheaper than Extended Reach once you get past 2 ranks), Omega Red can keep most opponents at range while grappling or pinning them. Once he successfully grapples, he can use Transfer to drain his opponent’s life force to improve his own. Furthermore, the lethal pheromones he releases should help soften up opponents he can’t immediately lay his tentacles on. Since his major powers attack the Fortitude save, only those with a hefty save or healing factor have a chance of fighting him evenly.

I’m not kidding, either. I’m hungry!

Matter-Eater Lad
Tenzil Kem

Power Level: 9 (131pp)

Abilities: STR: 14 (+2), DEX: 12 (+1), CON: 16 (+3), INT: 14 (+2), WIS: 14 (+2), CHA: 16 (+3)

Skills: Bluff 8 (+11), Computers 4 (+6), Diplomacy 8 (+11), Disable Device 4 (+6), Gather Information 8 (+11), Investigate 12 (+14), Knowledge [Civics] 8 (+10), Notice 8 (+10), Search 8 (+10), Sense Motive 8 (+10), Stealth 4 (+5)

Feats: Assessment, Benefit (Security Clearance), Connected, Contacts, Taunt, Well-Informed

Powers:
Acid 15 (Power Feat: Extended Reach 2; 32pp)
Device 1 “High-tech Glasses” [Hard to Lose] (4pp)
Matter-Eater 15 (Power Feat: Stomach Storage; 21pp)
Super-Senses 2 (Taste 2 [Acute, Analytical]; 2pp)

Devices:

High-tech Glasses (5pp total)
Super-Senses 5 (Normal Sight [Analytical], Darkvision, Microscopic Vision 2 [cellular]; 5pp)

Combat: Attack +3; Damage +2 (Unarmed) / +15 (Acid); Defense +4 (+2 flat-footed); Initiative +1

Saves: Toughness +3, Fortitude +7, Reflex +3, Will +4

Abilities 26 + Skills 20 (80 ranks) + Feats 6 + Powers 57 + Combat 14 + Saves 8 – Drawbacks 0 = Total 131

Complications: Responsibility (Special Prosecutor, U.P. Department of Justice)

 Tenzil finally made the reboot, and I’m stoked at how his character is confident and smart-alecky. He seems like a skilled agent-type who uses his powers to good effect. He can eat and digest nearly anything, and although we haven’t seen him use his acid-spewing power, I’m including it, anyway. He’s not a member of the Legion (yet!) and so doesn’t have a Flight Ring. Instead, Tenzil wears a pair of shades that he can use to scan objects at a microscopic level.

:!: Update 1/26/08 :!: This update revises Tenzil to his newly-rebooted incarnation, which in my opinion, is a lot more fun than his previous one. He’s a modestly-competent super-agent whose power is a hidden trump.
