The same goes with your might Strike, which gives you a damage bonus of +12, along with an attack bonus of +12, both melee, which makes this character at least PL 12. The Survival skill has 18 ranks in it, making the character PL 13.
Worse yet, you have Favored Environment, which gives you a +2 attack bonus, and Sneak Attack, which gives you a +2 damage bonus, making this character PL 14.
ok..well, those last two are "conditional modifiers" and I've never felt that they apply to the total when caps for PL were concerned...maybe I've understood things wrong. They only apply when those certain conditions are met...like...she wouldn't have the +2 attack in the middle of a city, or in a desert. And she certainly wouldn't get the Sneak Atk bonus when in front of someone.
but...I always envisioned her as a PL 12...so I'll have to bump her up to that, and then lower the Survival rank some...
I haven't been doing the same kind of building that I used too..and maybe thats my problem...I used to define the PL and PP first...then do the rest off of that...but lately, I've been racking up the powers, feats, and everything first...and let that define the character PL and PP total...because I feel that it's more of a natural creative process.
