Alexander von Kalteheim was a young officer in training during Hitler’s calamitous Russian campaign. He froze to death on the march, during the first battle for Moscow, on Jan 14, 1942, just a couple of days before the winter clothing finally arrived. But he never stopped marching. German occult scientists believe that his unholy determination caused his dying body to be possessed by an elemental spirit of Winter itself…and his powers ever since have certainly proven them right.

Winter wears a long white trenchcoat over a white German officer’s uniform, circa WW2. He is as pale as snow, and ice crystals are obvious in and on his cold, dead flesh. His dedication to Nazi ideals has never faltered, and in the service of the New Reich, he has sworn to unleash the Fimbulwinter upon the foes of the Aryan people.

Lt. (or Doctor) Anna Harris, code name Cooldown, is the best police negotiator in three states. She came to Barrow from New York, about 6 years ago, and like everybody else, she never left. She grew up in Brooklyn, was Valedictorian at her high school, and got a full scholarship to Columbia University. She’s got degrees in psychology and pre-law, in addition to a criminal justice degree.
She’s almost as highly rated a pistol marksman as Quickdraw…sometimes you have to shoot someone who has a hostage, when negotiations go sour. (She’s actually got higher basic skill…but he has other perks.)
She never gets flustered, never gets nervous, at least not so that anyone can tell. But here in Barrow, she’s beginning to think she’s out of her depth.

Note that she’s capped in Bluff and Diplomacy, and the Fascinate feat lets her keep the bad guys talking, or at least listening.

She’s a 5’8” Caucasian female, with dark brown hair and brown eyes. She wears casual but professional clothing (blazer, slacks, button up shirt) and a Second Chance Hardcore Bulletproof vest.

Weeper is an astonishingly beautiful woman, with raven tresses and soulful green eyes. Those eyes perpetually weep tears of blood, unfortunately. They never stop.

Weeper is the second of Judas Barrister’s favored bodyguards. She looks small, even frail, at 5’6”, 130 lbs or so…but she’s a brutal powerhouse. She’s also quietly intimidating. She doesn’t yell, or threaten, she just looks at you, weeping. Like her partner, Lonesome, if she locks eyes with you she can make you feel…in this case, overwhelming grief, as if at the death of a loved one, which likewise leaves you feeling tired and strung out. If you can’t hear her, this won’t work. She rarely does this in combat…but tries it far more often than Lonesome, sometimes grappling her foe first.

She’s just as fast as Lonesome, and she hits faster still.
She most often wears a long black Neo-Victorian gown, complete with corset, lace, and ruffles, cut for freedom of movement. The lace gloves on her hands are fingerless, and she wears some jewelry, all white gold.

Well i just got to the end and i wanted to congratulate you on some outstanding work.

Shiv is a personal favorite. He is actually freakishly similar to a character of my own creation so that may just be bias on my part. :roll:

First of all, this build is purely for satirical uses and isn’t aimed at anyone. Second, it’s a villain I actually plan to use in Barrow.

The Traditionalist was a relatively normal person once. A parent. Maybe a teacher.
One day, he just snapped. No one really knows why, or where he got his powers. In Barrow, insanity seems to be rewarded.
But he uses them to torture, and to kill. He researches his victims, discovering every nasty secret they possess, every little deviation from the sexual norm. Any such deviation is reason for murdering them. Generally by painful bioblasts that cause their own body to rebel against them until it kills them, or by simple, if insanely fast, cancerous disintegration.

Yes, this is a super serial killer more than a traditional super villain.
This villain will target gays, lesbians, and those who indulge in alternative lifestyles, adulterers, people who have pre-marital sex, as well as the actual criminals (pedophiles, rapists, etc.) who started him on his mission.

Dr. Chase Corday is a well known physician and nutritionist, with a thriving practice in the Square in Barrow. What no one knows, however, is that the attractive (if painfully thin) doctor hates her overweight patients. She’s disgusted by them. She believes they are weak, offensive. And in Barrow, the kind of hate she feels gets rewarded.

Donning a long black robe and skull mask, Famine stalks her own patients, and other overweight people, striking them dead with blasts of hideous hunger that leave the victims weak, dying of starvation. As the hunger consumes them, she is revitalized, invigorated, healed. She is Famine, and she feeds on gluttons. Just another kind of Vampire…

A quick scan over the characters created should clue one in that my world is more Demon/ Hellboy/ Constantine than JLA/Avengers. Even if the primary heroes being played are cognates for the Avengers, mostly. Barrow, of course, si even worse than the rest of the world, like a super villain Ravenloft.

Samhainach is a mighty monster, a goblin lord of the Host, once feared by all in Faerie, Seelie and Unseelie alike. But he fell in love with a mortal lass, the winsome witch called Beltane, and forsook forever the Darkling Throng. He knows she will not have him, but he does what good he may to please her, knowing that he can never atone for millenia of cruelty and bloodshed.
In elder years, he stalked Scotland, mighty among the Hunt, stealing children for his dark mistress,that they might be raised in Faerie, where no young are born. Now, he wards the little ones by night, and in secret, remorseful but ruthless, striking hard where evil rises.

And now and again, he hears a rumour of his love, and smiles in the shadows...and wonders at woken memory...was he ever human? Or was he born before the Unseelie loins began to fail? Long and long ago it was, and mayhap none now remember.

He’s a big brute, black scaled and monstrous, standing between eight and nine feet, weighing more than 600 lbs. His long black hair hangs in braids around his face, from which peer glaring red eyes under a thick brow ridge. His nose is broad and flat, and his mouth full of fangs in a slightly protruding muzzle.

The most common use for his Hero points, by the way, is recovery and re-rolling damage saves: he has the Devil’s own luck, ye see.

His weakness to sunlight is by the book: every twenty minutes he’s in sunlight, he takes a –1 to checks, representing his discomfort. The sound of church bells, on the other hand, both weakens him and drives him mad. Technically, it starts the moment he hears the bells…which means the drawback should be worth four more. But basically, every round the bells ring he suffers a – 1 cumulative drain to all ability scores except Con.

A weapon forged of pure, cold forged iron is the only weapon that can lay him to rest permanently, and it is far more likely to wound him grievously, but as a goblin lord and a troll, the simple presence of iron does not harm him as it would a more delicate fae.

Last but not least, like many fae nobles, he is completely unable to lie. This is not a matter of honor, or a choice…he simply cannot speak any untruth.

edit:tweaked to bring up to PL. Attack focus offsets size penalty.

That Which Crawls Beneath is a hundred-tentacled horror, nearly shapeless. It is an amorphous mass, with hundreds of eyes…but it can only pay attention to one set at a time, apparently. Deep below the Quarry, northwest of Barrow, it lurks, in a stagnant pool of seawater…except after nightfall, when it can sometimes be found in the Harbor, or the bay. It is never clearly seen, as it moves only at night, and deep in the water. It has 100 minions, the amphibian, subterranean Deep Ones, that are always with it, and many others besides. It may be the source of evil in Barrow…if not, it is still one of the most potent forces for evil, there or anywhere.

It is neither agile, nor quick of reflexes, but it can attain amazing speeds when swimming underwater or burrowing through the earth…it leaves whirlpools and earthquakes in its wake, as a matter of course.

It uses magic and minions to affect the world, observing Barrow in astral form before sending its creatures out to do its fell bidding. Vermin and lesser animals of all types have no defense against the evil of its indomitable will.

It can only directly affect higher intellects through their base drives…it has near total control over emotions. As a creature of the depths, it is a master of all things cold, and of the waters, and of the earth…but is unfond of fire and light. Gold, the metal of fire, can easily hurt it. It has few mortal needs…it must eat and drink, but has difficulty doing so, as it has no mouth. It must be slowly fed the blood of many victims through tiny apertures along what might be described as a dorsal spine…sometimes. That which is holy is unpleasant to it. It can communicate with any creature that has a mind, but it has no voice, leaving it unable to speak with the few truly mindblind, or those who shield too strongly.

Hundreds of years ago, this nameless, nigh shapeless horror was lured to Barrow, trapped here, bound here by powerful magic, by walls of Time. Its prison, sadly, traps others as well. But to the one who trapped it, this is a small price to pay, to hold it and its lesser kin from the world. Who would, or could, do such a thing? Why was it needful? Stay tuned. Someday, all will be revealed.


Offensively, That Which Crawls Beneath is only PL10. Defensively, however, and skillwise, it meets its caps.
