-Cannonball at this point was co-leader of The New Mutants (along with Dani), but he was clearly established as not being much of a field commander (more of a behind-the-scenes and preparation guy). His powers were limited- VERY limited, in that he was near-invulnerable while blasting, but he couldn't aim worth beans for the first fifty issues. He'd likely have had the Flaw: Only One Direction on his Flight had this been any earlier, but he Mutants had finally developed some kind of battlefield capability by the time they fought The Magus.
-Building him was pretty easy, since I had experienced, X-Force leader Cannonball kicking around, and just detracted points from every category. His horrible lack of defense offsets his massive Force Field (as powerful as ever), making him PL 9 defensively, but PL 7 offensively. I took out his Immortality since it obviously wasn't a thought in anyone's head by this point.

-Dani Moonstar, aka Mirage at this point, was the field leader ("War Chief") of the New Mutants during this era, thanks to her charisma, motivational powers, and battlefield tactics. Her only problem was her lack of physical power- she could scare the crap out of loads of minions, and nearly any big villain would shrink back in terror at her Illusion power, but she really didn't have anything with any kind of punch to it. Enter Brightwind, who could dish out some damage, and of course make her an aerial hero as well. Comics-wise, Dani's always had a problem. Since her power is so un-damaging by nature, Marvel writers have constantly tried to 'update' it, leading to some MESSED UP variants. The retarded "My illusions are solid & can hurt people" power came in via Louise Simonson, who apparently didn't realize how HORRIFYINGLY unbalanced and game-breaking such a thing would be (to use RPG/gaming terms in a comics realm), particularly when she could create dialysis machines and crap from nowhere. Then Fabian Nicieza let her fire 'arrows' of psionic fear energy, which finally gave the writers/artists their desired physically powerful mutant. But eventually she lost THAT power, too, until now in Decimation, where she has none. So poor Dani, once the brightest star of the New Mutants team, is now just 'some chick' in X-canon.
-The Illusion linked to Emotion Control came from another poster who did it, at a lower level than it would one day be. Typically, she'd get Selene or somebody to go "OMG! I'm afaid!" and the next minute, go "oh wait, this is fake", except for her goon-sweeping nature, which is where she came in most handy other than her leadership. Her flawed Precognition comes from her "Death Sense", the power she gained as a Valkyrie.

-Tarot was more of a hanger-on personality-wise (the other Hellions were all WAY more interesting as characters), but her power was by far the strangest and potentially the most powerful. Image Summoning is one of those comic-book powers that is INSANELY under-powered compared to what it potentially could be, which is probably why she was limited to pulling stuff from Tarot cards. Her summons were always image-specific (the Lovers could fly and stuff like that), and she typically just threw one down to back up her teammates, or let them fly. Potentially, she could throw down several at once, but I don't think she ever could do this by this point in the series. She's got more potential than true power.
-Note: By herself, she's barely a PL 5. Her constructs are the only PL 8 thing about her.

Balrog is your basic Big Dumb Brute, though he's both Bison's enforcer and his go-between, if the movie is to be believed. Balrog comes up WAY under-priced compared to the other SF characters, but he's just as devastating in combat. Purely a melee fighter, he doesn't have a lot of fancy tricks or trade-offs, or even much versatility in combat. But don't underestimate him; his punching power is insane, he Criticals more often than anybody else in the roster, and nearly all his moves are reflected by the "Dashing Punch". For his "Turn Punch", you're better off just using Startle to trick your opponent and then nailing a Dashing Punch.
-Balrog's role in the movie was pretty minmal; he hung out in Las Vegas as Bison's go-between to the lesser bosses, had an intimidate-off with Zangief before the Zangief/Blanka fight, and then fought E.Honda. He actually beat on him pretty good (with regular boxing-style punches), before the two tumbled off the cliff in one of the movie's funnier moments ("Ohhhhhh Shiiiiiiiiiiiiiiiiiiiiiit!") He took the worst of it, being carried up by Honda by the end of the fight.

--And check out the rest of my Street Fighter II builds; I've made some major changes, making them a little simpler and not AP'ing everything off their main attack, as well as upping their accuracy and lowering their power just a little bit.

-Roulette was frequently a victim of her 'ally' Empath's manipulations (the impression given that she really liked him, but he just toyed with her emotions because he's a supreme, royal dick), but usually took a supporting role in combat, causing the New Mutants to miss their attacks, screw up, have things fall on them, and to allow herself to fall harmlessly from nearly any height. The catch was she had to toss "Good Luck" or "Bad Luck" discs at whatever she was affecting.
-Probability Control is no cheap power for obvious reasons (it essentially lets you succeed where almost anyone would fail), so I gave her low levels in it, with both Fortune & Jinx as Extras (making it a SIX rank power!), and a Throwing Feat, which allows her touch range effect to extend about thirty feet, which sounds about right. But she still has to hit her targets, requiring a Flaw-Check Required. She'd probably be a fun character to play, but her lack of physical skills beyond defensiveness is a major weakness. She's among the most useful Hellions, but lacks any real power, and as such is only PL 6, the weakest Hellion.

-Enter Captain Scarlet, the primary soldier of Spectrum, and the sworn enemy of the Mysterons. For those unawares, "Captain Scarlet and the Mysterons" was one of Gerry Anderson's MANY "Supermarionimation" shows from the 1960s, this one featuring a band of colour-themed agents taking on an invisible enemy. Scarlet, through circumstance, was made indestructible as a Mysteron soldier, but his brainwashing didn't take, and now he's an invincible fighter on the side of Spectrum. The series was popular enough to get a short-lived CGI remake in the 2000s, but like most non-Thunderbirds Anderson shows, it's been kind of forgotten to history.

-Scarlet is designed here as part Super-Agent archetype, and part Immortal guy. He can resurrect himself upon death, but it takes over a day's time (leading to some humorous moments in the series when people who don't know his secret are offended by his friends' non-plussed reactions to his death). In the meantime, he's still pretty durable (the show's opening shows him being shot with a machine gun and not even moving).

I agree with your assessment, Jab. Frankly, there was nothing wrong with Empath that decapitating the malignant little freak couldn't cure - and there was nothing wrong with him that could be cured by anything less than decapitation.

And many thanks for the builds - I had much love for both the New Mutants and the Hellions in their heyday.

-Roberto was again simple, just subtracting stuff from my previous X-Force-era build. He loses the Blast power, points off of EVERY Attribute, half his Skills and Feats, and he gets put down to PL 8, having shaved off a full 50 points. And not even an idealized PL 8 either; he's only +7 on Attack, and he's PL 6 defensively, really playing up the "Strong, but not invulnerable" card. He wasn't much of a team player at this point, being played up as the impetuous playboy, by far the most likely member to go flying off the handle and smack the crap out of somebody. His friendship with Sam, and losing most of his teammates along the way (What IS it with this series and offing cast members by the end?), ends up maturing him into an only slightly hotheaded smooth-talking businessman in his later years.

-Rahne was never the strongest or most dangerous New Mutant, but she was one of the most beloved. The sweet and good-natured girl, torn between her religious upbringing (she's one of the few examples of a GOOD devout Christian in comics) and her teammates' belief in her powers as a gift, Rahne was always the most tortured member of the team. This version of her is a lesser version of her X-Factor self, losing most of her stats, her incredible strength, and her Strike-borne claws, to just a fairly tough girl who can turn into a wolf. Since she has a human form at this point, she gets the Drawback for it as well. Like most New Mutants, she only meets her PL cap in one area (Defense), and even then not all the way.

-Catseye was probably my favourite Hellions member, with one of the most interesting backstories I've ever seen not to get explored further. See, when she was found, she was in full-on alley-cat form and COULDN'T SPEAK. That's right- she was less a girl who could turn into cats, than a CAT who could turn into a GIRL. Of course, being a cat, she was silly, flighty, had the most unique way of talking I've ever read ("Mutantgirl who hushabye!"), and didn't understand why she & her "furfriend" (Rahne) had to be rivals and not friends. And, as Emma Frost has pointed out (in a one-page pin-up descriptor- which is sadly the most information we got on many Hellions), she's furiously intelligent despite her lack of mental and social skills, and has an instinctive ability to know when she's being lied to. Oh, and she's threatened to gut Empath if he ever tries any of his tricks on her. So points there.
-Stats-wise, she's a near-perfect PL 8, odd for the Mutants/Hellions teams, as well as coming out to a good points total. That's because her Lion form actually had several advantages Rahne's animal-forms don't- she can walk along ceilings, use her hands in animal-form, use her tail as another limb, turn into a small cat, as well as using lion speed.

As I've said before Jabronville, if you keep statting at this pace you may just be able to match the tally of the illustrious Kreuzritter.

If you can sabotage his efforts for, say, two years? :wink:
