The stacked Extra, combines the +1 bonus of the link extra, and a -1 bonus of the limited flaw meaning only one attack roll is made. But two different damage saves are made. The Stacked Extra in turn costs nothing to add onto a power.
The effect, you can now stack two different damage attacks together. The only difference, is the total of both damage ranks cannot exceed the Power level limits when totalled. Example: In a PL 10 campaign a character has an enchanted holy sword that does +3 damage, and he has a +2 strength bonus. So he cannot stack another damage effect greater than 5 ranks onto the sword.
For a +1 Extra, the stacked power is not limited as before. So the main attack, and this attack can both go up to their PL limit. A +10 sword, and +10 holy damage. Your still limited though, and the target gets to make two different damage saves.
Ideas? Criticisms?
My Question for the effects in play, is stacked too cheap ? And is the limits for the Extra reasonable.
No, I think this is overpowered. The core Aura power worked this way, and it basically cost 2pp/rank (1pp for the base damage and +1 for the Extra). That ended getting done away with in UP (and in subsequent erratas to Core) for this very reason. Also, Limited to one attack roll isn't really a Flaw.
Using the Action Extra to get multiple attacks per round is also highly discouraged, with the exception being Reaction Attacks. A good acid test for whether something is abusable is: would everyone take the option if it were presented?
