Neopolis is a man made island off the coast of New Jersey. Officially part of New Jersey, it has an nearly entirely independant governmental structure. The island is diamond shaped, 6 miles long, and 5 miles across at the widest point of the diamond. The island is oriented north-south on its long axis. The center, and each point of the island, are marked with powerful lighthouses that provide illumination for much of the city at all times, as well as warding off shipping that might otherwise strike the island. It's never really dark, in Neopolis.

Like Manhattan, Neopolis is an island covered almost entirely in skyscrapers. Unlike Manhattan, every building on Neopolis is shining, new chrome and glass, white marble and steel. Pristine. That's because Neopolis was just built recently: The island began construction in 1990, and the city itself was complete, as it currently stands, by the year 2000. That's amazingly quick, primarily because of the extensive use of android and robotic workers and the cooperation of literally hundreds of metahumans.

Because of the (futuristic) design of the city, population density is much higher than would normally be reasonable, with much of the city living in mega-buildings, called arcologies. This allows for a population several times that of Manhattan, in roughly the same square footage of ground area.

Like Metropolis, Neopolis makes extensive use of elevated trains *and* subway systems. Their mass transit system is a wonder of the world. This does not keep large amounts of people (those who can afford it) from having cars. This is America, after all. The cars *are* held to much stricter emissions standards.

Visually, Neopolis is much like Metropolis is depicted in Superman: The Animated Series.

Stay tuned. This is my Silver Age style setting...the characters near the top of my World Without Heroes page all live here. Actually, here's the current Dramatis Personae for Neopolis:

Sgt. Savage:regenerating soldier who has fought in every major conflict from WWI to Desert Storm.
Anubis:An experimental battlesuit piloted by a still serving Marine Lt. KIA
Frost: Amabael, Angel of Frost, turned mortal for a woman's love.
Kensai: Telekinetic martial artist.
Vitriol PL 10:Her touch can burn like acid, as can her spittle. Her pheremones induce certain emotional states. Not to mention, she's an assistant DA.

The Legion of Vigilance

Signifer: He leaps tall buildings, he outruns cars, he's strong and tough. He's called the Signifer because he carries the standard for the Legion.
Shadowmask:He has powers over shadow, granted to him by cursed gloves of shadow demon skin. The soul of the demon still rests within them.
Osprey:An Atlantean Princess, she always wanted to fly. Her uncle, a magus, gave her wings.
Supple:Her elastic form stretches, compresses, twists...she can even look like other people. Great talents for a crime fighter...or an exotic dancer, which is her...day...job.
Cheriour: An angel of vengeance...her more human alter ego works in the DA's office with Vitriol.
Facet: a diamond life form from a far planet. He's the last of his people, brought here by a mighty alien foe called the Collector, along with 100 other unique alien life forms, all of which escaped when the Vanguard destroyed his ship.
Metalstorm: a theoretical physicist with a magnetic battlesuit.
Valiant: a mighty medieval knight with a secret: he's a paralyzed kid, trapped in a wheelchair. His brilliant mind allowed him to create a battlesuit that only masquerades as his wheelchair.
Crash: a comic artist given the powers of the character he created. Possessed of Unstoppable flight.
Dauntless: an Irish American with the god given power to strike back at enemies with the very force of their own attacks.
Stillness: an exiled Lin Kuei assassin
Suffragette: super strong women's rights advocate
Savage: An urban Tarzan or Kamandi rip-off. He grew up in an alternate dimension where the great city had reverted to savagery.
Rigger:The ultimate gear girl.

Law Enforcement in Neopolis

Neopolis is a new city, created by metahumans, to act as an example to the world of optimal human/metahuman relations, and show how metahuman powers can be used to directly improve quality of life for *everyone*.

As such, their law enforcement follows very specific guidelines.

There are three primary divisions to official law enforcement in Neopolis:

The Bronze Brigade, the East Coast division of the Vanguard. They handle extreme threats to the city and the East Coast, and are called in when events go beyond what standard law enforcement or the street level heroes of the Legion of Vigilance can handle. Effectively, these are the meta SWAT.

The Legion of Vigilance: Low level or 'street' level powered heroes, subject to licensing and examinations to prove capability. They function as an official arm of law enforcement, patrolling for metahuman criminal activity as well as assisting regular police forces with normal crimes.


The Boys in Blue: Regular cops in Neopolis still do all the things they do
everywhere else. They just have the option to call in bigger guns even than SWAT when such things are needed. They are needed more often than other places because of the very high percentage of metahumans in the local population, and because the extremely rich local economy, advanced technology, and lack of established criminal cartels make the city a very tempting target. Not to mention the super villains that come here just to make a name for themselves fighting super heroes, or come specifically hunting old foes.

Note that unlicensed super heroic activities are illegal...but there are no laws requiring metahuman registration or revelation of identity. It's just that vigilantes aren't allowed. You have powers? No one cares. Use them in your daily life. Use them in self defense. But go out looking for bad guys to whack, you have to be a cop, a member of the Legion of Vigilance, or a member of the Bronze Brigade.

All of the testing and licensing is administered by Doc Bronze and his organization.

Officials of Neopolis

Here are a few important people in Neopolis' government:

Mayor Tess Monroe, an American woman of Scottish extraction. Brilliant red hair and a fiery temper are her trademarks. She seems to get along well with the Bronze Brigade, all except Megin, and rumours connect her to Doc Bronze, romantically. Of course, rumours connect nearly every attractive woman in the city to Doc Bronze. Many of them are correct.

Daniel Masterson, District Attorney. He's a fiery African American with a serious hate on for bigots of any kind. That's why he got chosen for Neopolis.

Victoria Vinson, Assistant District Attorney (See Vitriol)
Lydia Grace, Prosecutor with the DA's office (see Cheriour)

Giant Invasions

About three years ago, the being known as Megin, daughter of Thor, literally fell from the sky into Neopolis. She claims to have been defending the Rainbow Bridge, Bifrost, from a giant invasion of Asgard, when it broke, sending her and the giants tumbling down into Midgard...what they call our green Earth. Ever since then, Neopolis, and other parts of the world, have been plagued with a substantial increase in otherdimensional activity...especially incursions of giants and giant monsters from a place called Jotunheim. Very recently, during a Super Hero Convention and Workshop at the Convention Center downtown (hosted by Doc Bronze, of course) the city was invaded, en masse, by hundreds of white fleshed 'frost giants'. Scattered among them were a few giants of other types, and they were supported by thousands of berserker footsoldiers. Pinball, of Mag7, and Paragon, of the Shield of Britain, were instrumental in helping the Bronze Brigade deal with the invasion...which was apparently led by Megin's brothers, Magni and Modi. Public opinion toward Megin is now mixed...is she going to get the city (or even the world) involved in an interdimensional war?

People still remember the scuffle last year that wrecked half of downtown, when Megin had a...disagreement...with visiting the visiting Paladin named Hyperia. They were arguing over whose Dad was more powerful...

1 - Confirms who Hyperia's dad is... ;)

2 - Neopolis should have gotten the fight on video tape. It'd have been the pay per view of the century and paid for some of the damages. (I have a mage who would have gladly trapped them in a dome of chocolate pudding for a bit of the cut.)

The last several years have been a New Golden Age for the city of Neopolis. It's been peaceful. The last major parahuman event was *years* ago, during the Giant Invasion. Other than street crime and bank robberies, Neopolis has been a paradise. How long can that last?

The Bronze Brigade has been mostly dealing with crime and threats to the rest of the East Coast, as well as extra-dimensional issues, *before* they reach Neopolis, leaving the Legion of Vigilance and the police to handle what crime remains. And several members of the Legion of Vigilance have relocated to St. Augustine, Florida, to attend the Vanguard Academy for Parahumans.

Will the forces of villainy take advantage of the situation?

Does a bear defecate in the foliage?
