-Pantha is another example of Marv Wolfman kinda losing it as the 90s moved on. His idea of creating a successful new Titan was an ugly cat-girl (which right there is a bad idea- what's the point of cat-girls in comics if you're going to make them UGLY?), who caustically insulted the entire team in a mean-spirited fashion (as opposed to Changeling's more annoying way), flipped out and attacked everybody, and adopted a baby Wildebeest-human. How this character failed to succeed, I have NO idea, but there she was, shunted in Comics Limbo (even Titans books later on only paid them minor lip service), only coming out to fight in mass Titans battles. The last one of which resulted in [BLEEP]-Prime knocking her freaking head off with a casual backhand. And not a single comics fan mourned the loss of Pantha.
-Meh, Pantha hits PL 9 because she was actually pretty dangerous in combat, though someone like Catwoman still referred to her as just a 'wannabe', and she got her head knocked off super-easily. She's sort of a PL 8.5 Scrapper archetype with the usual 'animal-person' stuff tacked on.

-Garfield Logan kind of got introduced to the Titans in a weird way, being a Doom Patrol character at first, but he quickly fell into two very important roles (and part of what made that original run so great): The Comic and The Exuberant One. The former allowed a constant stream of sometimes-funny, sometimes-annoying jokes that would actually piss someone off if you kept them up in real life (and since he didn't have to be as likeable as Spidey, being a team-book character, that was actually effective writing).
-The latter was important because almost everyone else on the team was super-serious and boring a lot of the time (even Cyborg and Starfire were soldier-types at times), and it made it that much MORE important when Gar was occasionally forced to grow up. The Judas Contract being key to that. The jokey character was a pervert who was nonetheless in love with the girl who turned out to be the devil in disguise, and that revelation followed immediately by her death sent him into a tailspin that forced him to eventually grow up, after letting go of his blind vengeance for The Terminator.
-Unfortunately, Gar was one of those guys that didn't 'live' past the 90s era, being shunted off the team, never dealt with by the common DCU, and even left off of the Grayson "retro" team that brought the ENTIRE 60s & 80s casts together save him & Raven. Poor Gar didn't even get any play until they whipped him onto the 00s "retro" team that Geoff Johns was writing, but a relationship with Raven (A "WTF!?" moment for any older fan) failed to ignite him, and he pretty much just became "Cyborg's Buddy" and didn't get much play with the other new kids.
-For the comic relief, Gar was really effective, and spent entire battles in various animal forms. Shapeshift is one of the most easily-broken powers of the game, allowing Changeling here to basically put stats wherever the hell he wants them at will for any situation. As a rhino, he could dish out PL 10-level Penetrating damage with ease, and as a bug, he was basically impossible to hit, and the only member of the team who could easily get out of entrapment or other sticky situations. Or try an octopus for Additional Limbs and grappling, a Crocodile for causing terror, a T-Rex for when you REALLY want to mess people up, or a Pterosaur for flying your teammates out of danger. And if he needs his hands, but a boost in strength, there's a gorilla form! I gave him "Attack Focus- Animal Forms" because I don't think I EVER saw him fight anyone as a human, thus he's only really effective in his other forms, and his Tiring Drawback only takes away 2 points because there's only a handful of forms where he can't stay for giant periods of time.

-Mal Duncan's a character I don't really get, but then, he only warrants inclusion in Titans-based stuff because he & his wife Bumblebee were on the Titans in those terrible post "jive talkin" sixties years, and before the awesome Wolfman/Perez era. So every couple years, Titans fans meet Mal & the Bee again, as they talk about what they've been doing, and then disappear. He's popped up recently in the new Doom Patrol series as "Vox", but anyone who's followed Doom Patrol for more than five months knows exactly where THAT's going (ie. in the discount bins...). How can you tell he's a do-nothing character? He's changed names no less than three times (Hornblower to Guardian, Herald & now Vox)
-Mal's a cheap PL 8. A decent Blast attack at his Power Level, and he's a pretty good boxer in hand-to-hand, but he's hardly versatile or particularly tough. There's a reason he doesn't pop up much nowadays.

-Much like her husband Mal, Bumblebee is a classic lame-duck character, created in the all-inclusive 70s as a minority member to add to the Teen Titans. This short-lived run has allowed her to have constant reappearances throughout Titans lore (ie. pretty much every time someone gets married, has a kid, dies, or the reserves get called in). She got a funny 'ouch' character moment when, during the JLA/Titans "Technis Imperative" storyline, she got beat up by Zauriel, who then got thumped by Supergirl, who made fun of him for picking on such a weak superhero with "What can BUMBLEBEE do to you?" She's currently permanently shrunk and a member of the new (ie. it'll last twenty issues tops) Doom Patrol. And what is it with genius scientist characters creating only one invention and then never touching new stuff again? All throughout comics you have people like her and Vulture, creating these mechanical wonders, and then only improving them gradually. She never bothered to invent ANYTHING cool after the weak Bumbelbee suit?
-Generic, VERY low-pointed PL 8 balanced Powersuit character. All her caps are hit offensively and defensively, but her lack of extra Skills and Feats hurt her bad here. The fact that she's weak on the ground and in melee also help in keeping her way under points.

I think it says something for these second-string Titans that, as I look at your notes on them, I realize that the animated versions are much more interesting.

Yeah, animation is actually oddly good at coming up with ways to reduce characters to their core, and then modifying them into something interesting. Look at what JLU did for boring heroes like Captain Atom, The Question, Vigilante, etc. All nobodies at the time turned into popular characters temporarily because of the show.

-Fringe was another character Dan Jurgens created for his TERRIBLE mid-90s Titans series (Between the failed-Wolfman later years Titans and before the failed Devin Grayson 90s Titans), an abandoned baby who was part alien, and hooked up with the Titans crew to fight the H'san Natall. He was a generic big dumb brick, never seen after the JLA/Titans Technis Imperative story.
-A generic Powerhouse build, with lesser defense given up in favor of a Summoned Minion that was 'wraith-like' (whatever that means- this guy's such a nobody he has to Wikipedia entry, and Titans Tower isn't much more of a help), but he still comes nowhere close to maxing out his Power Points.

-Red Star actually has the honour of being the first DC comics-based Russian superhero, as he came onto the scene in the late 60s, butting heads with the sidekick-era Titans as "Starfire", insulting them with pro-Commie rhetoric and the like. The 80s revealed a more sensitive, noble "Red Star" (as now the TITANS had their own Starfire kicking around), since the Cold War was petering out by that point. He usually just ended up arguing with Kid Flash (and Wally was made to look like the big douche-bag in most of those cases). It wasn't until Wolfman's early-90s crap run that he actually joined the team, but he wasn't used much, and ultimately quit, with Pantha & Baby Wildebeest in tow, to form a messed-up family unit. And so they sat in comics limbo until the big Titans events happened, and finally Superboy-Prime eliminated the chaff from Red Star's wheat in Infinite Crisis, freeing up a semi-decent character. He didn't really get any major revenge on Superboy-Prime though (since he's still a D-level DC hero, like him or not), but he's at least around, acting as Russia's official super-hero and asskicker.
-Red Star was really tough to pare down, being part super-soldier, part Blaster (the Blaster thing was a latter addition by the 90s). He's fast, strong and tough, and can turn into energy and blast away at people. I eventually just said "screw it" and turned his Flame Aura into a Dynamic AP of Blast, since that kinda makes sense, and makes him a lot cheaper. He's an all-around decent hero, which suits a guy who is essentially his entire country's only line of defense, since DC never bothered with a cool Russia-themed roster of characters like Marvel did.

-God, this was a stupid Titans era. For some reason, Marv Wolfman got it in his head that a group of villainous scientists called The Wildebeest Society was a good idea. Yeah, really. So they created this baby wildebeest thing that could turn into a much bigger monstrous brawler. The Titans subsequently adopted it, and Pantha & Red Star moved away upon the failing of that Titans lineup, bringing the baby with them. He appeared infrequently with the other two in tow, only to get his whole body punched through by Superboy-Prime. Oddly enough, not a SINGLE FAN complained that they'd basically killed an infant in the pages of a story just to get some scary deaths into the series (all on minor stupid characters, no less).
-Baby Wildebeest is another PL 8 Powerhouse character, limited by his Normal Identity and the fact that his mental stats are so ridiculously low as to make him a combination or stupid animal and small child.

-Cyborg was your standard "angry black man" in the initial part of Wolfman's Titans run, intentionally so, as he would give a reason for his rage and bitterness (his father turned him into a scary metal man), and then immediately redeem him as a running storyline in the 80s, as Victor Stone made friends (including Sarah Simms, a great character who sadly never got to hook up with Victor because Wolfman felt it was too generic to gave the 'black man/white woman' plot device), helped the Titans through some tough times, and became overall one of the greatest black characters comics ever produced. That's not to say some crap didn't happen to him. He got turned into an even more cybernetic, comatose monster in Wolfman's later, crap Titans years. Then he turned into Cyberion, and joined the Technis Collective and left for the stars, eventually setting off the giant JLA/Titans crossover. Then he ended up merged with the Omegadrone, a shapeshifting metal dude taking a Plastic Man/Steel role in the Devin Grayson years. THEN he became a normal human with Omegadrone powers, finally living his dream. Then, of course, they did the CLASSIC comics-move of injuring him JUST ENOUGH to turn him back into Classic Cyborg, which is really silly when he'd been out of that form for a decade. But I still remember awesome Cyborg under Wolfman/Perez, where he didn't get alot of pure focus (though there were the awesome issues where he became more human-looking, but his body rejected the modifications under stress, after all the work he put into working out), but was the ultimate supporting buddy character; smart, sarcastic, tough and streetwise.
-Cyborg was tough to pare down because of all his powers and Skills, not to mention his high stats. The guy's a natural athlete, but also smart, fast and with plenty of super-powers hidden in that cybernetic body of his. A summation of his powers is pretty hard to find, as they upgraded him from time to time, but this is as good as any for the 1980s era of Cyborg, I think. He's only capable of lifting 4 tons at this point, so he's not the ST 30 powerhouse alot of people stat him as, in my opinion. I wasn't gonna use the Weakness to Magnets because technically that would include ANY character using or wearing metal of any kind (which is almost everybody), but it seemed to happen to him alot, so there you go.
