Does Permeate allow you to move through other people or is that the something only Insubstantial is allowed to do?

As people are generally "solid objects" Permeate does allow you to move through them. It does not, however, provide any protection against their attacks, apart from making the Permeating character impossible to hold on to (since he can slip through anyone's grasp).
