The real question is did Oz have a power that let him catch a bullet or did he just use a HP?

I'm not going to use Deflect for Oz. IMO, catching the bullet is just a special effect for his high defense or his making his Toughness save (possibly with the use of an HP for a reroll).

I'm backing the HP-Toughness theory for the bullet catch, because if I remember correctly, didn't he have to let it pierce through one of his hands to slow it down enough to catch with the other?

Won’t insult legendary underworld solidarity by suggesting you surrender name without torture.

Rorschach
Walter Joseph Kovacs

Power Level: 8 (120pp)

Abilities: STR: 16 (+3), DEX: 16 (+3), CON: 18 (+4), INT: 16 (+3), WIS: 12 (+1), CHA: 10 (+0)

Skills: Acrobatics 8 (+11), Climb 8 (+11), Disguise 8 (+8), Gather Information 8 (+8), Intimidate 12 (+12), Investigate 8 (+11), Knowledge [History] 4 (+7), Knowledge [Theology and Philosophy] 8 (+11), Search 8 (+12), Sense Motive 12 (+13), Stealth 8 (+11)

Feats: Benefit (Enigma), Equipment 3, Fearless, Fearsome Presence 5 (25-ft. radius, DC 15), Improved Critical [Improvised Weapons], Improved Initiative, Improvised Weapons, Sneak Attack, Well-Informed

Equipment:
Flashlight (1ep)
Grapple gun (8ep): Blast 3, Super-Movement (Swinging)
Inkblot mask (2ep): Bluff +8
Trench coat and suit (3ep): Immunity (Environmental Condition [cold]), Protection 2

Combat: Attack +10; Damage +3 (Unarmed) // +1 (Improvised Weapons) / +2 (Sneak Attack); Defense +10 (+5 flat-footed); Initiative +7

Saves: Toughness +6, Fortitude +8, Reflex +7, Will +7

Abilities 28 + Skills 23 (92 ranks) + Feats 15 + Powers 0 + Combat 40 + Saves 14 – Drawbacks 0 = Total 120

Complications: Obsession (uncompromising justice-seeker, moral absolutist), Reputation (outlaw vigilante)

 Rorschach is an extreme pastiche of the Question, but whose brilliance is obscured by his near-madness. He’s quite intelligent and a competent detective, and only looks several steps behind in the series because he was matching wits with Ozymandias, a losing proposition for anyone. Rorschach tends to use Intimidate in place of more traditional investigative techniques (see my favorite quote above). Unlike the others, he considers himself Rorschach, who only pretends to be Kovacs. His mask resembles an ever-changing Rorschach inkblot.

 I used two feats from the Iron Age sourcebook. The first is the Enigma benefit, which increases the DC by +5 to find information about Rorschach. Next is Improvised Weapons, which gives Rorschach a +1 damage bonus anytime he uses an improvised weapon (basically a variation of the Throwing Mastery feat).

Yes, he had blood on both hands, so he didn't escape unscathed, and it's not like he just picked it out the air like the Flash would.

Hurm...maybe when I get to doing some Star Wars builds. Haven't really tried, since they're already statted in a very good RPG.

I agree with the majority of your build. However, I have a couple of querys about Rorschach's skills.

Firstly, when did he disguise himself? He only wears the one mask. Why the Disguise skill?

Secondly, shouldn't Rorschach have the Notice skill?

Disguise is in there mainly because even though he does only have one disguise, he does it well enough to differentiate it from his Kovacs persona. It's not an indication of how many disguises but the effectiveness of it.

I left Notice out on purpose. He can do it untrained, remember, but I don't think he's particularly astute. He notices things, but he doesn't always compute them very well and instead is off on his own la-la land. For example, both he an Nite Owl saw the Egyptian accouterments in Ozymandias's office, but Rorschach might as well have not seen them, since he was going on his insane spiel about Anubis and watchdogs and offending the dead.

Another example. Oz just wipes the floor with Nite Owl and Rorschach and leaves the room. Rorschach continues to try and pick a fight with Oz, but Nite Owl is the one who points out that Bubastis is there in the room Oz just entered. Rorschach completely misses the big honking lynx. It does make sense that Nite Owl is the perceptive one, especially given his totem animal, whereas Rorschach, who sees everything in black and white, might miss the grays.

I’m gonna go all out!

Cassandra
Cassandra Alexandra

Power Level: 8 (107pp)

Abilities: STR: 14 (+2), DEX: 16 (+3), CON: 14 (+2), INT: 12 (+1), WIS: 12 (+1), CHA: 18 (+4)

Skills: Acrobatics 8 (+11), Bluff 12 (+16), Knowledge [Theology and Philosophy] 4 (+5)

Feats: Fearless, Fighting Style [Natural Movements (Athenian Style)] 7 (Acrobatic Bluff, Ambidexterity, Defensive Attack, Elusive Target, Evasion, Improved Initiative, Power Attack), Luck, Sneak Attack, Taunt

Powers:
Device 4 [Digamma Sword and Nemea Shield] (Easy to Lose; Power Feat: Accurate 2 [1 rank per Device]; 14pp)
Move Action Deflect 2 [Angel Step] (2pp)
Spinning 4 [Angel Twirl] (4pp)

Devices:

Digamma Sword (8pp total)
Strike 2 [Holy] (Extra: Penetrating 4 [+1]; Power Feats: Improved Critical, Mighty; 8pp)

Nemea Shield (12pp total)
Deflect 2 (slow projectiles and fast projectiles; 4pp)
Shield 2 (2pp)
Strike 2 (Power Feats: Knockdown 3, Mighty; 6pp)

Combat: Attack +8 / +10 (Digamma Sword and Nemea Shield); Damage +4 (Digamma Sword, Penetrating, 19-20 Crit) / +4 (Nemea Shield) // +2 (Sneak Attack); Defense +8 [+10] (+4 flat-footed), Initiative +7

Saves: Toughness +2 [+6; Spinning], Fortitude +5, Reflex +8, Will +5

Abilities 26 + Skills 6 (24 Ranks) + Feats 11 + Powers 20 + Combat 32 + Saves 12 – Drawbacks 0 = Total 107

Complications: Responsibility (saving Sophitia from Soul Edge), Temper (impulsive)

 Cassandra is far more effective in-game than she is story-wise. Her “natural movements” resemble a raw, unrefined version of Sophitia’s Athenian Style. Cassandra uses her shield to club her opponents as often as she does her sword. Her style’s trademarks include various movements which utilize the shield’s Deflect property during the windup of her sword attack. Cassandra’s Angel Step drops the action required for Deflect down to a Move, letting her attack in the same round as she uses Deflect.

I’m not a republic serial villain. Do you seriously think I’d explain my masterstroke if there remained the slightest chance of you affecting its outcome?

Ozymandias
Adrian Veidt

Power Level: 11 (191pp)

Abilities: STR: 18 (+4), DEX: 24 (+7), CON: 18 (+4), INT: 24 (+7), WIS: 16 (+3), CHA: 16 (+3)

Skills: Acrobatics 8 (+15), Concentration 16 (+19), Craft [Mechanical] 12 (+19), Diplomacy 12 (+15), Gather Information 12 (+15), Investigate 8 (+15), Knowledge [Business] 12 (+19), Knowledge [Technology] 16 (+23), Medicine 8 (+11), Notice 8 (+11), Pilot 4 (+9), Search 4 (+11), Sense Motive 8 (+11), Stealth 4 (+11)

Feats: Assessment, Benefit 5 (Wealth 5), Contacts, Defensive Roll 2, Eidetic Memory, Equipment 5, Improved Initiative, Inventor, Jack-Of-All-Trades, Master Plan, Minions 5 (“Bubastis,” rank 5), Trance, Well-Informed

Equipment:

Headquarters “Karnak” (24ep)
Size: Awesome; Toughness: 15; Features: Communications, Computer, Defense System, Gym, Hangar, Infirmary, Isolated, Laboratory, Library, Living Space, Pool, Power System, Security System, Workshop; Powers: Disintegration [Intrinsic Field Subtractor], Radiation Control [Tachyon Generator] (Area [Burst], Aura)

Combat: Attack +16; Damage +4 (Unarmed); Defense +14 (+7 flat-footed); Initiative +9

Saves: Toughness +6 (+4 flat-footed), Fortitude +8, Reflex +12, Will +10

Abilities 56 + Skills 33 (132 ranks) + Feats 26 + Powers 0 + Combat 60 + Saves 16 – Drawbacks 0 = Total 191

Complications: Fame, Obsession (saving the world)

 Based on the old Charlton comics character, Thunderbolt, a mind over matter master who was able to accomplish anything he believed he could, Ozymandias possesses nearly superhuman agility and intelligence. Although it’s quite reasonable to give Ozymandias several low-level powers such as Chi, Deflect, Immunity, Quickness, Super-Senses, and even Nemesis, the setting of the Watchmen is decidedly street-level for the most part, so I decided to make Ozymandias more mundane but still borderline superhuman compared to the plebians around him. Some of his supposed abilities (hinted at in the “Veidt Method” self-help book)can be accomplished through Trance and his high Concentration bonus. In addition, he’ll utilize his Equipment and Inventor-produced devices, and good old-fashioned GM Fiat.

 Ozymandias has 15pp of Equipment, Minions, and Wealth feats. He has great wealth thanks to his incredible business acumen. Karnak, his fortress in the antarctic is decades ahead of its time. Not least of all, he has a giant lynx in that fortress that let him briefly nullify the most powerful superhuman in the world.

Bubastis (Minion Rank 5)

Power Level: 7 (75pp)

Abilities: STR: 14 [22] (+6), DEX: 18 (+4), CON: 14 [18] (+4), INT: 2 (-4), WIS: 12 (+1), CHA: 6 (-2)

Skills: Notice 4 (+5), Stealth 8 (+12), Swim 4 (+10)

Feats: Improved Critical, Improved Grab, Uncanny Dodge [visual]

Powers:
Growth 4 (Extra: Continuous [+1]; Flaw: Permanent [-1]; Power Feat: Innate; 13pp)
Protection 4 (4pp)
Speed 1 (10 MPH; 1pp)
Super-Senses 2 (Low-Light Vision, Scent; 2pp)

Combat: Attack +9 [+8]; Damage +6 (claws, 19-20 Crit); Defense +7 [+6] (+3 flat-footed); Initiative +4

Saves: Toughness +8, Fortitude +8, Reflex +8, Will +3

Abilities 6 + Skills 4 (16 ranks) + Feats 3 + Powers 20 + Combat 32 + Saves 10 – Drawbacks 0 = Total 75

I remember the first time I read Watchmen and for the first time that I could remember, I got chills reading that line and seeing the next panel. Fine Ozzy there and thanks for reminding me that I need to buy that book instead of just borrowing it constantly from a friend of mine.

However, I do have to disagree with your earliest assessment about Rorshach's classic line. It has to be "You're all locked up in here with ME."
