-Le Peregrine (which actually is confusing to real French people, since they don't call falcons that over there) is a savate-master who popped up in The Contest of Champions. Like most of the foreigners introduced there, they were created solely to pander to the crowds during the Olympics in 1980 or whenever they were, convincing people that Marvel had this giant, proud foreign contingent of super-heroes. Of course, the U.S. boycotted those Olympics, and the series came out a couple years later, with these nobodies just showing up and then almost never being used again. Peregrine fought the Angel for a bit, using his savate martial arts skills to fly circles around the then-Defender, but Angel used his experience to grapple him, then donk him on the head. That was probably Peregrine's best appearance, as he's only appeared like twice since then.
-A low-end PL 8, Peregine's accurate and hard-to-hit, but lacks significant power or toughness. He also has the weakness of only being really good in the air, and having to choose where his bonuses lie as a result. Catch him out of costume, and he's toast.

Mm, I suppose so, but then nearly every ability would be "Innate", including the Speed of Horses or the wings of Pegasi and stuff like that. Only time I usually use that Feat is when it's the Innate Size of creatures.

-Wanna guess who quick it took her to say "Begorrah"? Wearing one of the worst superhero uniforms ever (a big green unitard that covered her face and hair, with some clovers on it), she popped up in Contest, and was immediately annoying by joking about, having all the other characters around face infinite pratfalls (Captain America got attacked by an anaconda, etc.), and grabbing the "Sphere of Whatever" that was the point of the contest. She pretty much vanished into Marvel Limbo at that point, showing up in minor runs of minor books, most recently coming into the modern Excalibur books as a retired hero.
-A reverse of Arabian Knight, Shamrock is a PL 8 who costs the points of a PL 9. That's because Probability Control is NOT a cheap power, and she's got it in spades, with high levels. Greatly advantageous in a good hero, Shamrock's less effective, being basically a well-protected weak little girl.

-The first Arabic or Muslim superhero pretty much ever, and of course like all the other Contest of Champions creations, he's a giant stereotype and obvious symbol of his culture: he flies around on a carpet, wears a turban, has multiple wives, and hates that "Jewess" Sabra. Oh well, at least Marvel was kinda trying. He basically did nothing for most of his Marvel career, as even THEY didn't like touching the "Muslim thing" even back then, and he was apparently quietly killed off years ago, and there've been two others in his absense.
-A PL 9 with a PL 8's points total, which seems about right. He's a good swordsman, but is really ONLY good at that. All his weapons are Unbreakable, and most only work for him (though guys could zip around on that Flying Carpet if he fell off of it). The Carpet's a nifty little piece of work, in that it can fly him around, catch him if he falls (Slow Fall is the best I could come up with there), ensnare people or just whip 'em good.

-Blitzkrieg is the German hero created for Contest of Champions, mainly flying around on his little Electro-sled while shooting lightning cages and stuff at people. Not a bad little hero, but that didn't stop him from becoming a nobody, eventually killed off by former ally Zeitgeist (as "Everyman", and no I've never read that story), never to be really mourned. Poor guy. His outfit was a little silly (Bright green & yellow), but was a decent 'generic hero costume'.
-Another PL 9 with a PL 8's point-cost, Blitzkrieg is a pretty useful Blaster (hitting at Perception range, and with multiple unique feats for an Electrical-Guy), but limited in his other skills.

-Defensor's probably got the shortest end of the stick out of his whole group of foreign heroes. Instead of getting a good showing, he got to act like an idiot, hit on everything in sight (a stereotypical South American trait), then got housed by Iron Man. He might've been something, but his Conquistador outfit and general goofy reputation didn't help him at all, and he was eventually killed by Everyman, who is apparently like Scourge, but with crappy foreign stereotypes instead of lame, two-bit villains.
-A PL 8 hero with lower points due to lack of Skills and Feats, Defensor could've been a contender. His armour is extremely good, the envy of any hero with decent attributes.

-Sabra's one of the only one of these dinguses with any actual success as a character. I blame the amount of Jews writing comics :). But seriously, she's gone from a goofy joke character (a chick with a big 'fro and a white costume with the Star of David on it), to a serious deal, hanging out with the Hulk, the X-Men, and others. Her powers are kinda goofy (she's part-brick, part-blaster), but her spy skills have often given her the edge. We'll probably never see more than a bit of her though, especially now that the Arab-Israeli conflict has accelerated and taken a more focal point in world politics.
-A well-balanced PL 9, Sabra needs to be Airborne to meet her caps, and her Blasts are fairly weak, but she can make it work. Not exactly sure how you Link a Paralyze effect to a Blast that's an AP of another power, so if anyone knows, please let me know.

Edit-- Figured out a way. By counting the Blast & Paralyze as one solid Linked Power, I just AP'd the Plasma Control off of them as one. Might not be in the rules exactly, but since the two powers combined equal higher than Plasma Control 7, I figured it's okay.

I would say get rid of the plasma control, and then just give her blast the "plasma" descriptor, and optionally link it to the Paralyze, making the link a +1 extra, instead of the +0.

-Talisman has, to date, appeared in only three Marvel stories. This is probably owed to the fact that A) Nobody likes magic characters in comics, B) he's visually uninteresting, basically a black guy (despite being Australian Aborigine) in his ginch, and C) his powers suck and he's boring in general. He'd say a bunch of cryptic stuff about the "Dream Time", then basically just confuse everybody in range while sitting, or astrally projecting himself. He did come into play in the end by having the Invisible Woman sneak up on Death and reveal her to the assembled heroes, but that was about it for the poor Australian Contest of Champions guy.
-A pretty sucky PL 8, he doesn't make his points caps, and his only +8 ability is his super-powerful Concealment/Obscure effect. But with it's wide arc, and it's ability to allow people to walk unfettered amongst the enemy, it makes him a pretty good teammate to have. Just don't get him hit, or take away his stick, or he's screwed.

-This Captain Britain has more in common with the early 80s Marvel UK stuff than what Chris Claremont eventually turned him into with his Excalibur run. Here, Brian Braddock is basically your average fairly-strong costumed acrobat, with a nifty Star Sceptre that can telescope and make a Force Field. In Contest of Champions, he made Arabian Knight look like an idiot, and only got KOed because Defensor was busy getting the snot beat out of him, too. This Cap I actually find alot more interesting that Ecalibur's idiotic buffoon of a Flying Brick, since he's got a few more tricks up his sleeve, and uses actual tactics to win. And has a much cooler costume, in my opinion.
-One of the few CoC guys to earn PL 10 status, but he comes up 30 points short, thanks to his relatively lower levels of power and combat Feats and the like. I'm actually not sure if the Star Sceptre can still make Force Fields in this version, because his powers had a tendency to change quite a bit in this era. He gets some Enhanced Luck points to account for his power stunts from the magical staff as well.

-The Collective Man's a pretty weird idea; a quintet of brothers who can form one solid, super-powerful being, that can tap into the abilities of all his countrymen, gaining their powers for a short period of time. In Contest, he over-powered Sasquatch of all people and tossed him out from a grapple, then passed out due to the strain. He's only appeared periodically since then, usually as a supporting character (eventually fighting his own corrupt government), but he's never really been shown as an elite hero.
-A PL 8 in basic form, Collective Man meets his caps through use of the Boost power, which is actually seriously dangerous, in spite of it's limits. Basically, he can search the minds or bodies of his countrymen, gaining any power or ability he needs (say, skill in Physics, or extra Strength, or something like that), for a short period of time, though high levels of output will either KO him or just tire him the hell out. A potentially broken power, as it lets him be the ULTIMATE Jack-Of-All-Trades, whipping out Feats or extra Attack Bonus or something at will, but he comes up short enough on pp spent to make up for it.
-Note that the Gestalt Power is the most confusing power in all of Ultimate Power, which (if I read it correctly) means that the Gestalt-Formed Collective Man pays for the Gestalt power, which is made up of the combined PP totals of the component parts (the brothers), divided by 15. So he pays 19 points for a Gestalt of 5 brothers who cost 57 points each. The brothers themselves actually have Communication Links & can Teleport to each other as well. Probably not the kind of guy that you want to be playing in battle (Gestalt is ridiculously hard to figure out and deal with in play), but an interesting build that tests the system pretty well.

With perception powers there is no attack roll, so I don't think there is any purpose for either Homin or Improved crit. I thought the same applied for Split attack, but looking it over I realized that's not the case- an attack roll is not required for it.

Dammit, I've been waiting all this time to put "Homing" on a power, and it turns out it's the one time I didn't need to. Took those away and stuck an extra rank onto his Flight.
