Here's my version of cap, without worrying about costs. He comes in at a whoping 230, which is damn good. I made sure, he was the best he could possibly be as far as Fighting goes. But capped him with the shield, i could see some improvements here. But im not going to get crazy. Probably the most Interesting idea, was making a shield training package. People are probably gonna wonder, why i didn't cap his physical abilities at 25. Well after, converting his alleged bench press into the system. This worked out to a 23, which still represents him rather well. "Best in the world" , i just went across the board with that stat in everything else. I'm not sure if i am missing any other shield tricks he might have, i went mostly off of what i found on wikipedia.

Yeah they could end up being very similar. Not necessarily a bad thing but it would be nice for them to come out different.

Great The One builds, JD!

I've always wanted to do myself, but was unsure of how much more than human to make them. I think yours turned out well, skilled martial artists with borderline superhuman strength. Which is a fairly common comic book trope, after all.

I agree, i was very uncertain about the character's Power Level. I had started at PL 8, i figured that would have been fine. But the more i started fleshing them out, the higher the PL became.

Very cool. I am interested in why you made their quantum packages different?

Also I like them at PL 10 especially considering they were in a non-comic world and were way more powerful than everyone else.

Well for one important reason, Gabe didn't have the expertise or adeptness that Yu did with his super abilities. Yu has had time to learn his powers, while Gabe's abilities were much more subtle than Yu's. That and i went by the abilities, the movie shows them using.

Realy nice Cap, but... is Speed 3 a typo? That'd let him move at 50 MPH as a move action.

That is amazing even for cap. In the 2008 Summer Olympics Usain Bolt From Jamaca ran the 100 meter in 9.69 seconds. Which I consider amazing. So I see no reason Cap could not run this fast or even slightly faster. So if Mr. Bolt (got to love that name on a runner) were able to run at this pace for an entire hour how many MPH would that be? I thought you all might ask so...

9.69 seconds for 100 m
.0969 seconds for 1 m
3600 seconds in 1 hr
number of meters Usain can run in one hr = 3600 / .969 = 37151.7 meters
1000 m equal 1 km
so Usain would be running at 37.2 KPH
1 kilometer = 0.621371192 mile
So Usain would be running at 23.1 MPH if he never wore out.

All that being said Cap can run more than twice as fast as the Olympic record holder and maintain the speed of his sprint for an hour straight. Again I say WOW!

Notes: Here’s a new character for my Millennium City Setting, but he works rather well with Paragons too. I’ve pondered playing with a character with a hyper intuition, and I think I got it figured out pretty good. As you can see with the Enhanced Abilities, these were used to help break the caps of Normal skill ranks. Lately I have started to throw PP limitations out the window. Highly skilled and with a great number of feats, he should be able to make himself a threat for PL 8 hero’s. A private investigator, that used to be a Forensics investigator. But after his sister’s death, he lost his way in life. He plummeted into depression, and alcohol. It was this binging, that ended up causing his Powers to emerge. In one clarifying migraine. He dedicated his life to protecting others with his skills, and finding the killer of his sister. Who has proven immune to his new powers.
