"Tornado" is Blast with Area-Burst as a modifier, "Wind" isn't really that comes out to a Power with quantifiable bonuses or anything- it just snuffs out candles, provides -2 to thrown attacks, auditory notices, and stuff like that.

Both appear that way under "Air Control" in the Ultimate Power book, but they're a little complex to describe, so I just popped them in with those nicknames.


And I like Mr. Terrific, too :). Not as much as I love Cyclone, though. I swear she appears so infrequently, yet every panel she's in is some gloriously funny rapid-fire burst of dialogue.

Me thinks that the make-up/special effects industry of the comic universes is far more readily available than our own. Only reason I can think of for spirit gum to be in such wide use.

-Sentinels debuted really early in the X-Men's run, and have been used regularly ever since, as sort of the ultimate henchman for evil scientists and mutant-haters. Symbolically, they've become much more important as anti-mutant creations ever since Days of the Future Past, where they rule America. Of course, since in the comics they can't seem to beat even the New Mutants by themselves, it's unclear how in future times they're able to so much as hurt the Avengers, much less KILL THEM and take over the world.
-This build reflects the 'generic' Sentinels that harrass mutants. No Cha, Wis or Con scores, they're basically unthinking machines who know just enough to follow instructions to 'capture' mutants, and that's it. Their powerful Cone-shaped Blasts are a nuisance, they have a more powerful (but less accurate) version (plus electrified coils), they're big and strong but slow as hell, and they can Detect Mutants at great Range. Each one is a good challenge for a lone hero, being so big and hard to hurt (though only Toughness 12, since nearly every mutant can at least break their shell), but the big thing is that Sentinels nearly always attack in groups of more than two.

-The Toad spent eons being a generic dumbass henchman of Magneto in the early X-years, and never really recovered, generally being a weak toady and incompetent bad guy, even in the bad-ass 90s when forming his new creepy Brotherhood of Evil Mutants with Sauron and those guys. It wasn't until the X-Men movie came out that the director Brian Singer went "hey, why don't we just make him a creepy guy who's an awesome martial artist?" It's just some random little thing like that that magically makes this loser character an awesome hench-villain, so comics wasted no time trying to rip that off. They kinda failed, since ALL the fans realized right away what they were doing, and nobody really bought the changes.
-Toad's an under-capped PL 9, more like 8.5 on offense & defense. He's hard as hell to hit, and can modify some of his caps, but he's no powerhouse in combat. The Grappling Tongue thing is dangerous, but limited to only one target at a time (a pretty big Flaw for something that Snares people), so he's best off in team battles, tying up one of the heroes for a teammates' attack.

-Pyro always bugged me. I mean, that's the greatest name for a fire-based guy you could EVER come up with, thus nobody else cool ever gets to use it. And then they stick it on the worst guy ever. An evil NOVELIST & REPORTER? REALLY? The goofy costume doesn't help. So he's just a hench-villain following orders, and eventually he just did a face turn and died from the Legacy Virus saving Senator Kelly's life. That's his entire run. Nobody even CARED. The movies did him so much better, as a wild-child from a broken home, easily shifted to Magneto's line of thinking.
-Pyro is very limited in many ways, needing existing flames (hence the Flame-thrower costume) to use virtually any of his powers. This ends up making him much cheaper than he'd normally be, and he can still pull off massive +10 Damage Area effects all over the place. He's got lower stats across the board, though, and folds like a card table in a real fight, especially if he starts taking damage.

-The Blob is a resolute 60s villain, retaining all of his earlier characteristics (costume, attitude, intelligence level and powers) without much change. This makes him a classic, but also kind of a bore. He's your standard dumb thug, his whole schtick being this invincible monster that can barely be hurt, but nonetheless is very dumb and slow. Very rarely depicted as a major threat, especially nowadays.
-Blob's WAY under-pointed, and only meets his PL on defense (because he's so damn hard to hurt). He's not IMPOSSIBLE to injure, but it's a giant pain in the ass, so the heroes tend to have their hands full just containing him. Best bet is to take him with psychic powers or gas attacks or the like, since his other saves are pathetic. Note that he's KIND of a super-strong guy, but not to any major extent- it tends to get shown off-and-on in the comics. I didn't go with Density like plenty of other builds do just because I'd have to modify all of his stats ANYWAYS, and I felt like it over-complicated things.

-Avalanche is one of the most terrible of the Brotherhood/Freedom Force, being an awesome name wrapped in a guy with the personality of a brick. Unsurpsringly, he's the first guy to go down in most of their fights, and doesn't do much on his own either. He once got taken down by an UNPOWERED Rahne Sinclair. The X-Men Evolution version actually saved him from the Scrappy Heap of characters, producing a new name and origin, and making him more of a bad-boy misfit for sweet innocent Kitty Pryde to make good. Things may have worked out if that show got an extra season.
-Avalanche is a good Area-Effect guy, but has few Skills, almost no Feats, and a fairly limited batch of Trip and Blast powers, most of which doing little damage to human beings, but dependent on hitting the buildings and streets behind and beneath them.

-Whirlwind started his career as the ridiculous Human Top, one of those 60s guys that was obviously never gonna go anywhere (see Blob, Radioactive Man, Paste-Pot Pete, etc.). Becoming a much cooler-named Whirlwind later, he had the misfortune of being the key enemy of the bastard children of the Avengers, Hank & Jan, so he never really went anywhere. When his Heroes Reborn version popped up with bladed armour, his regular version got that because it was so cool, even though really he was just a rip-off of the Marauders' Riptide by that point. As such, he's just iconic enough (the distinctive bullet-helmet) to show up in giant groups of villains, though nobody'd use him as the Big Bad anymore.
-A PL 8 in all but Defense, Whirlwind's got some nasty tricks with that Bladestorm ability, but is fairly limited to that. He's not that great a team player, and his Skills are limited to him being able to lie and cheat real good.

-Black Tom was an interesting villain, being your token 'evil sibling' (well cousin, really, but they were childhood best buds, so...), driven by the tragedy of losing the woman both he & Banshee loved to villainy, and he became a terrorist. Twisting Sean's daughter Siryn, he made HER a villain until finally coming clean, giving him a pseudo-evil bent for most of his villainous career. He's never been much of a gigantic threat to anyone, instead focusing on having either minions or his buddy THE FREAKING JUGGERNAUT, but he's been pretty decent as a personal threat.
-Black Tom's fairly low-level in combat, having only one really solid attack that itself is limited badly. His terrorist stuff is far more effective (equipment plus minions = pain for the heroes), as are his allies like Juggy. Note that he gains the "Sibling Immunity" that only the Summers boys also have to my recollection, being immune to Banshee's Sonic Scream.

For the 90s-era "Plant-Based Tom" thing (a goofy thing clearly designed to make him a more threatening bad guy), Tom gains:

-Part of what makes some villains great is their ability to challenge the heroes on an even or greater level. Sabretooth is a good Wolverine villain because nearly all of the time back in the day, he would BEAT Logan, and very rarely would Wolvie get the win back. Silver Samurai is not a great villain. This is because every single time he fights Wolverine, you know right away that he is going to lose, and lose badly more often than not. He's been a resolute X-Jobber for years, only being a slight bother to individual X-people, and a joke if facing an entire team. The fact that they can never keep straight whether or not he's a recovering villain, a government agent, or a lowly criminal is telling enough.
-Ol' Sammy is competent, but way under-pointed for his class. He's supposed to be a 'master swordsman' and can cut through 'anything but Adamantium', which implies he's like PL 12 or something, but since he's never won a single fight in his career, I'll leave him at PL 10 just to be nice. He has a regular katana which does some damage on it's own, but it's with his Tachyon Field power boosting it that he gets a little dangerous, with 11 ranks of Penetrating on a +9 Damage effect (if he uses Power Attack, he can go the full 11 Penetrating). Note that he can use his Tachyon Field on pretty much any item or weapon, but it's with an elite katana that it's most effective.
