If memory serves, it's not water in the helmet, it's liquid Methane.

I'm currently re-reading my old legion comics, so my memory is fairly fresh.

Also, regarding Supergirl, I have the old DC RPG from West End Games and the Legion sourcebook has Supergirl being Stronger than Superboy.

Mon-El is also stronger than Superboy in that sourcbook.

If I remeber right the old theory was that Supergirl was stronger than Superman because she had the strength of an adolescent girl powered up by the yellow sun, while Superman have the strength of a child, so Kara increment was proportionaly greater. But since she was a girl (and consequently had to be portrayed as more compassionate and controlled) she tend to hold back more than her cousin.

It's interesting how the modern incarnations of the characters have reversed this idea.

Supergirl was stronger than Superman? Or did you mean Superboy? Wiki is notorious for not including actual power levels (not to mention DC as a whole ignoring exact levels of anything), so I just kinda gotta go with my gut on a lot of things.

-One of the more minor Substitute Heroes members (yes, a MINOR member of THAT team), Pete was an Earthling who somehow got quill powers. Normally the kind of thing for a D-League Marvel villain to spout off about, but his lack of control made him pretty useless, and so onto the Subs he went. He probably got more play in that single LOSH cartoon episode than he did at any point in his comics career.
-Porcupine Pete is actually quite a bit more expensive than Fire Lad thanks to having an Area and Autofiring Blast power. It's pretty minor in scope (+5 Damage), and it's awfully difficult to use in a team situation (since it will always go full power and full distance all around him), but it still costs a pretty penny. Otherwise, he's your typical underskilled & Feated Subber.

ok the only system I have that lists all three is the old Mayfair books.

It has Super Girl & Mon El at Str 48, Superboy at 47 and Ultraboy at 44.

as a side note Validus is at 58, and Ol-vir at 46.

Of course when you are dealing with those kind of strength levels it becomes just smile and nod time.

-Gim "Colossal Boy" Allon is one of those characters who always seemed to fit in funny, from what I've read up on him. Superboy, Ultra Boy & Mon-El were always more powerful, the original trio had that level of epicness to them, Brainiac was smarter, Blok & Chameleon Boy were iconic in appearance, and guys like Wildfire & Timber Wolf defined their era. Colossal Boy... was just there. He had his moments and displays of power, but aside from a crush on Shrinking Violet (and eventually falling for a Durlan disguised as her in a predecessor to Johnny Storm doing the same thing... unless I have my years mixed up and that happened first), he didn't interact as much with the rest of the team. He was just kind of that "giant guy in the background", usually wearing brutally generic super-hero costumes (a simple two-colour get-up with a generic 80s hood thing, plus that early outfit that was like a funky-coloured cowboy costume without the hat or badge), and being depicted as more of a jock than a well-thought-out guy. But still, I kind of like the idea. Growth powers are one of my faves (Hank Pym notwithstanding), being such a basic, regular power in comparison to others, but looks so visually cool and has so many good, creative uses, that I can't help but like the dude.
-He was a much more minor character once he became "Leviathan", getting written out of the original book, and dying fairly quickly in the second run, disappearing for YEARS until the "Threeboot" brought him back, this time as a member of a GIANT race, only he had the power of Shrinking. Demanding to be called "Micro Lad" in a pure Silver Age twist, he again kind of got used as the antagonist to other, more level-headed Legionnaires.
-Growth is a pretty fat, expensive power, for good reason. All the benefits of it add up to almost exactly it's points cost (Super-Strength, Extended Reach, bonuses to things, the stat boosts), AND Gim gets the Flight Ring. Growing guys are kinda tough to stat out 'properly' given the comics usually showing them as weaker and more vulnerable than the Flying Bricks of their time (Thor > Pym, Superman > Giganta, Black Adam > Atom Smasher), but in M&M stats, the full boost gives them a much higher base strength unless you want all your Flying Bricks to be PL 15. I kind of 'settle' that with a hand-wave and ignoring it for the most part, as otherwise Colossal Boy here would be way underpowered. Now, with a +17 Strength Bonus, he hits even harder than the +14 Superboy, but is FAR less accurate, and 'only' has a +13 Toughness Save, so he's still gonna lose to him in a fight.

-Triplicate Girl was one of the very first inductees of the Legion of Super-Heroes, and thus has a strong sense of "Grandfather Clause" about her, in that she'll ALWAYS be around because she was such a big part of the early stories. Even so, she was written as pretty worthless most of the time, occasionally saving the day (like EVERYONE, from Mon-El to Matter-Eater Lad), but really just being a normal girl who happened to turn into two people. Thusly, she got written out eventually (after losing a clone in one story and becoming "Duo Damsel" from then on), becoming a minor supporting character for the most part. The Post-Zero Hour continuity gave her the biggest push to date, and she developed martial arts "Tri-Jitsu" know-how to become a Martial Artist-type character, overcoming the old weakness. She's there in modern continuity as well.
-I always loved stuff like Carggites now, recognizing the humor (rather than the stupidity) of ENTIRE RACES existing out there who are basically exactly like humans, but have some bizarre racial ability like triplication. It's the kind of thing that a Batman-level guy would be INSANE with. Good thing it only happens to barely-capable Luornu here.
-Triplicate Girl is actually hard to stat up to 150 pp, thanks to those damn Flight Rings and a fairly expensive little power. Costing a full +1 Extra just to pop her two Duplicates into existence seems a bit mean, but what the hey- she also gets to duplicate items she's holding (a potentially DEVASTATING power, like when she triplicates a laser weapon, or allowing all three Luornos the abilities of the Flight Ring). And yeah, she DEFINES the "Survival" power, as the first person in comics history with that super-power (hence "Duo Damsel"), and the clones think and act just like her, and so are Heroic. I statted her up mostly with Tri-Jitsu type attack feats and Teamwork, since she's pretty useless otherwise. I'd advise all GMs to force players to play their Duplication guys as a PL or two lower than the rest for reasons of the stacking of Set-Up, Teamwork AND Sneak Attack as feats (fighting all three of her versus one guy could lget nasty). Not a bad little character, but way underpowered to the rest of the team.

Very nice LOH builds with Colossal Boy & Triplicate Girl.

Course I'm biased since they're my 2 favorites of the entire Legion. Between their sweet & simple type of powers and some of the writing of their personalities, I liked how C.B. was done in the Legionaires reworking of the first 5 or so issues) and T.G. was great too.

I thought how T.G. was done in the modern reworking was pretty cool plus with how the writers made her splits having differences in personality characteristics (one was super shy and mousy while the other one was the bad girl) was something original I thought.

-Kid Quantum I was one of the token 'new' members of the Legion post-Zero Hour, created to die on one of his first missions, replacing Ferro Lad as the 'token casualty'. Unfortunately, he died in a way even Thunderbird would've been ashamed to be "Sacrificial Buddy" in, as he gets his neck snapped by a giant bug because his back was turned while he was gloating to his teammates. There was some stuff where he was actually the embodiment of a Protean colony, but I'll ignore that since it's confusing to a non-Legion reader.
-Quantum I is a pretty basic, terrible super-hero, having ONE solid power and that's it, featuring little in the way of Feats or Skills. Fun to use Time Stop after all this time, though (I think Tempo of the MLF was my only other use of it).

-The next Kid Quantum, the first's angry sister, pulled off membership a little bit better, ending up becoming a pseudo-icon of that version of the Legion (since she was one of the only popular post-Booters). She even led the team and boinked Cosmic Boy! Of course, she's pretty much unknown to history since her continuity only lasted 10 years, though.
-Quantum II is much better than her brother, costing full PL 10 points while being one PL higher than the first, having little "Stun Bolts" of Quantum Energy, more Feats & Skills, and higher Combat bonuses.

-Lightning Lad is a charter member of the Legion, and one of it's all-time most important members. Kinda hard to think of a time when "Electrical Guy" WASN'T one of the more common super-powers in comics, but there it is, I think he's the very first. He's also had kind of an iffy place in Legion history, dying once but coming back (in another then-rare instance of a comic-book resurrection), leaving the team to marry Saturn Girl, coming back, becoming leader, a cyborg-arm guy- kind of just bouncing all over the place with no direction. The fact that he was a kind of generic hero (not a "leader type" or a "loose cannon" or the "plucky nice guy rookie" or any of that) probably helped to cause that, though as a Charter Member, he always had a place in the book.
-Then there's a bit where a new younger version (these 'clone stories' are always WAY the hell more confusing when read in retrospect than they ever are at the time) called "Live Wire" is running around, and that name sticks to the Post-Zero Hour regular guy as well, and he takes a bit more of the "Hot-Headed Energy Guy" stand as a result. And THEN we discover that Garth isn't really Garth after all, and he's got the mind of Proty-1 inside of Lightning Lad's body!! That version got written out in Zero Hour, though. Then he died after Zero Hour and inhabited Element Lad's body.... yeah, reading Legion got REALLY confusing after a point. Needless to say, Threeboot Garth is a bit more normal.
-Lightning Lad is a really good Blaster hero, and along with his Flight Ring, makes a slightly over-pointed hero, like I imagine most long-time charter Legionnaires would. He's got quite a few of the tricks that a good Energy Guy would, and more Feats than most Legionnaires ever get, allowing him to modify his caps and help out his teammates a lot more.

-Lightning Lass started out as a temporary replacement for her brother (getting her powers from the same place Garth and their evil brother Lightning Lord did- in a story that kept getting repeated with more siblings), and ended up getting her "Light Lass" powers when he returned, so as not to be redundant (and avoid issues around the 'no two members with the same power' thing). She's pretty spent the entirety of her heroic career in Garth's shadow anyways, unable to really break out. This kinda freed her up to do more minor things, being the team's happiest member, and hook up with whoever the writers felt like having her hump that week, and by Threeboot continuity, she'd pretty much settled into her role as team Party Girl.
-A PL 9, under-pointed variant of Lightning Lad, ol' Lightning/Light Lass is fairly limited as a minor Blaster, not making full points at all.

It's an old-school way of indicating that the Legion can save the Universe but probably couldn't legally buy you a beer. (i.e are or were probably in their mid-to-late teens.)

-Stone Boy, another Legion of Substitute Heroes member, is yet another case of classic 1960s 'joke superpowers' at work. He's able to turn into an ultra-tough stone statue-- but ONLY a statue. He can't walk, run, scratch his butt or anything else while he's in his form, making him the most useless combatant ever. In fact, the only way he's ever able to help in battle is as a prop- becoming a +3 club or battering ram, or just something to drop on an enemy. Despite this, he actually EARNED Legion membership once, but only thanks to his humility and desire to save innocents. He made a couple appearances post-Crisis, but that was it for him until the Legion cartoon once again showed how goofy his power really was, as he formed his statue self while enemies just harmlessly strode past him.
-The Immunity to Fortitude Effects his Stone Form gives him makes him the most expensive Substitute Hero thus far. He's got that handy -3 Flaw to his Density that was included seemingly entirely for him in Ultimate Power as well!
-At some point post-Crisis, he gained the ability to move while in Stone Form, becoming a PL 6 character (+8 Toughness, +3 Defense). Still no toughie, but a bit less comical.

-Monstress is another CLASSIC example of the age-old problem in comics: it tends to over-sexualize female characters to the point of self-parody, but whenever someone goes out on a limb and tries to CHANGE that by making an uglier female character, the fanbase ultimately turns on it and resents the character. Pantha of the Teen Titans suffered a similar fate- The problem is, men and women both want to identify with characters they're reading, but only MEN get into the whole "ugly body but still gets the girl" kind of thing. Women UNDER NO CIRCUMSTANCES want to identify with someone who's hideously deformed and monstrous, no matter how nice the character is. It's part of why every Archie Comics woman is built like a supermodel, despite being teenagers written for a primarily female audience. Getting to the basics of it, alot of women like playing 'dress-up' with the characters, and it utterly horrifies them to imagine being Monstress here. Men can get off with power fantasies playing The Hulk or The Thing, but girls just don't seem to have that side, for the most part.
-Even I kind of hated Monstress, just from looking at her. Goofy giant chick with a cloying personality. But they DID go out of their way to make her seem like a sweet, good-natured 'big sister' to the team, and I have no doubt that the exact same character, done as a super-hot She-Hulk giant type, would have been a HUGE success on the Legion book. It's sexist, but that's just the way comics are. But because she was ugly, the fans HATED her (nearly all the fan-based stuff except Hero History has gone out and said she's the most-despised member of the team sometimes), and she was casually murdered by an evil Element Lad, never to reappear, being a Legion footnote.
-A pretty generic PL 9 (135) Brick, Monstress is a low-level super-heavyweight (I have no idea how strong she really is, but she was unlikely a MAJOR-league ass-kicker) with a Flight Ring, actually ascending to Paragon territory like alot of Legion powerhouses. I nearly went with ranks of Growth, but she was really only shown as a couple feet taller than the child-like "Archie Comics"-drawn Legionnaires of the day, so she's just Thing-lite.
