-Phantom Girl is a VERY old-school Legionnaire who nonetheless had a very limited power set, but made herself a place by being extremely effective on recon and escaping, and by being the genuinely NICEST and SWEETEST member of the team. In a world plagued by Superdickery and cruel acts, she was one of the few who never seemed to be a part of it, often trusting people when no one else would. Plus, the pigtails & white bell-bottoms are adorable. 90s mix-ups led to her being revealed as half-Carggite, explaining "Phase" from that weird L.E.G.I.O.N. team, but through everything, she was virtually always hooked up with Ultra Boy, a classic case of Good Little Girl falling for the rough ex-bad boy. Her mom being United Planets leader gave her an interesting place as well.
-Poor PG is the lowest-PL of the entire Legion, but that'll happen when your only real power is defensive in nature, and you were never depicted as a major-league ass-kicker. She's extremely good on spy missions and great at being a team player, though, but yeah, I wouldn't want to be the one stuck with her in a Legion campaign; she's just not good enough in a scrap.

-Saturn Girl is as old-school as they get on the Legion, and seems to be the only female character to make it out of the humorously sexist 1960s as a strong, independent woman who never reverted to weepiness, bitching about nobody noticing her new haircut (not joking- Sue Storm did that once, nearly killing her entire team thanks to her pouting), or falling easy victim to every super-villain. Strong-willed, capable and powerful with her mind, Imra Ardeen & Garth "Lightning Lad" Ranzz make up the Legion's TRUE official Power Couple (most of the others miss at least one of the three major continuities), and they've had some of the most fascinating stories. I mean, she's been married, one of her twin boys was captured and sent to the past to become VALIDUS, she's toppled countless villains solo, and she's tried to sacrifice herself to save others more than once. And all without going bad, wearing a slutty black costume (the slutty Mike Grell pink costume was the worst it ever got- and she was practically Mother Theresa in THAT Legion era in terms of costumes!), or turning post-modern bad-ass killer. Truly something special & unique in comics.
-Like the other two Big Three members, Saturn Girl is a PL 10 who takes up a PL 11's points. She's got an incredibly powerful mind with varied tricks (a Dynamic Telepath Array), which makes her an ultimate team player, and is probably the single strongest-willed member of the ENTIRE Legion, including Superboy & Supergirl, thanks to her mental training. She's not as good in a fist-fight, but like The Invisible Woman, if you screw with her family, be prepared to have a heap of Hero Points shoved straight up your hind end from a cranky blonde Den Mother.

-Polar Boy was the leader of the Substitute Heroes for YEARS in the comics, never quite making the grade, until FINALLY circa the Post-Crisis era, a writer took a chance on him and upgraded the guy to the big leagues. He did very well for himself, dropping the goofy Mega-Man 3 Ice-Man outfit for something a little more state-of-the-art (for the 80s anyways... all reflective metal body-bands look kinda silly now), and he even got elected to LEADERSHIP once. It was a pretty generic run as leader, to be sure (well, half the Legion has been leader at LEAST once), but he at least made it. Later continuities weren't as kind to him- he got marked as the goofy short kid in the "Archie Legion" era, and was just a side guy spotted a couples times in Threeboot, so it remains to be seen if he'll ever get the push he got in the late 80s.
-A pretty minor guy, Polar Boy was nonetheless fairly effective, especially as a team player, and his stats reflect that. A low-pointed PL 9, he's got Environmental Control, Area Trip, Snare & Cold Control, all of which are good powers for a guy who's supposed to be back-up to the powerhouses on a super-team. Not as much glory, sure, but it's effective. As a Tharrian, his people have a natural system of fighting the terrible heat, so he gets Immunity as well, and I figured he'd also get Sure-Footed. Sadly, being such a short guy for so long means he's physically weaker than all the other non-bug male Legionnaires.

-Ultra Boy is a major curiosity in Legion history, in that he's a THIRD member of the Kryptonian-Level Power Trio of the team, yet has a totally different origin (like Jonah of the Bible, Jo Nah flew into the belly of a whale... a space one), and a unique weakness that actually makes him a bit more interesting in a fight: he can use only one power at a time. So Flight, Ultra-Strength, Flash-Vision, all that, is limited to one at a time. It doesn't come up THAT often (you'd think more villains would punch him while he's lifting stuff), but it's cool and something different. And that costume somehow comes across looking pretty cool and iconic, despite every sensibility saying red & green on a costume would make you look like a Christmas decoration.
-Ultra Boy is unique in statting, because the literal application of his powers is pretty much illegal in standard M&M; you shouldn't be able to take Immunity, Space Travel or Super-Senses in an array, and yet he does! Best thing to do is just ignore it. It DOES create the insane paradox of having Mon-El/Superboy-level powers in a guy who doesn't even cost the full PL 12 standard amount, because the points-saving from APs is RIDICULOUS at those levels. And yet, there he is.

-Wave is the definition of a minor Legionnaire, starting out as a token rejected applicant (based off of a fan recommendation for 'prehensile hair'), who ended up joining the Legion of Super-Villains she was so mad. Years of doing little, and she all of a sudden decides to hook up with the Legion again, hitting on Ultra Boy and others, before proving her worth a bit. But this was RIGHT near the end of the book's Post-Crisis period, and she was written out by time fluctuations right away. By then, she'd lost the "Spider-Girl" name (given because of her 'web' of hair), becoming "Wave", and getting the cool visual of giant blue hair flying around every panel she was in, but it was too little, too late.
-A low-pointed PL 8, Wave isn't that great a combatant, having only one real trick, and depending on the Flight Ring for a chunk of her points anyways.

Wooo, just about done! Only five Legion builds left (Star Boy, Kinetix, Brainiac-5, Infectious Lass & Dawnstar), and then I'm done! Realistically, there's a handful of Legion members left that I haven't statted, but most of them are incredibly minor, or have completely unknown powers. Someone like Dragonmage just says "Magic" for his powers, and even Hero History isn't that helpful there, the guy was on for such a short time! Catspaw is basically something I've statted a billion times (horny cat-girl). The others are all too obscure to have really good information available about them.

Once the last five builds are done, I'm gonna go and re-do my Captain Marvel & Black Adam builds from my JSA series, and add in the rest of their respective Marvel Families at the same time. Plus Atom Smasher, because he's kinda related to Black Adam now, and he's totally awesome.

Great stuff, Jab, I'm really digging your Legion builds.

Ultra Boy was always one of my favorites as he's tough, but the way his powers are structured doesn't make him too overwhelming, forcing a player to be smart to get the most use out of him.

Ultra Boy, for that reason, is my favorite 'Superman knock-off.' I love the idea of someone having to concentrate the energy within themself to do *one* really cool thing at a time. It really requires him to be a hell of a lot more creative, and careful, than Mon-El, or the the dude the Siegels legal counsel wants me to call 'Tom Welling.'

Add in some flavor text about him feeling the ultra-energies coiling and hissing within him as he channels them into his eyes for flash vision, or into his legs for ultra-speed, or into his arms for ultra-strength, and it's a really nifty concept.

-Dawnstar is a great example of a tiny, minor power getting full use on a team of power-houses. The secret: Make the CHARACTER super-interesting, and fans won't care so much that she can't beat anyone tougher than thugs in hand-to-hand. By acting like an arrogant, anti-social bitch, Dawny piqued fans' interest. Oh yeah, and the super-V-neck, almost forgot. That costume alone has pretty made Dawnstar the most popular female Legionnaire amongst the entire generation who hit puberty while reading the Legion book! Me, I'm just fascinated by her relationship with Wildfire; They clearly liked and loved each other intermittently, but she realistically just COULDN'T pull an "Alicia Masters" and love him for what he was- it was just too weird. And that is a true-to-life, heartbreaking example, and makes you feel for these two antisocial, cranky types.
-But yeah, that costume. Combined with her 'comic book Native American' red/pink skin (never saw a Native look like that ever, and I live in a city FULL of them), her pretty wings, her cranky personality, and bitchy overlording over every other character, she was like my super-female ideal in human (-esque) form.
-Dawnstar's powers are a bit weird, as she's a Space Flyer type of character, but lacks any sort of raw power, instead focusing on a hard-to-stat type of power. I basically stole Joshua Dunlow's version on how to do it, but added "Extended" to it, just to make it REAL clear that she could basically track anyone, anywhere. She can move full-out while doing so, as well, because hey, when "Tracking" is your SOLE gimmick, I'll let you do it better than anyone, ever.

-Brainiac 5 is a fascinating concept, and matters more to the Legion it seems, with every passing year. Because there's two or three guys to match Mon-El's strength, a bunch of people who shoot energy blasts, and a handful of guys great at espionage (Chameleon Boy, Invisible Kid & Phantom Girl), but there's only ONE guy as smart as Brainiac 5. The only comparable person is Lyle "Invisible Kid" Norg in the Post-Zero Hour continuity, and even he's a distant #2. Plus there's the whole "I'm the ancestor of Superman's worst non-businessman enemy", which is something unusual, especially for the time (that was BEFORE every cool-looking villain a major push as an anti-hero gone straight). And then there's his relationships... for some reason, he's just the best possible fit for super-beautiful powerhouses like Supergirl & Laurel Gand, despite both of them having different personalities, because they temper his arrogance.
-And that ARROGANCE... initially in the early era he was just your standard clueless scientist, accidentally threatening the entire team repeatedly because he keeps building giant Killer Robots and then forgetting about them, but by Zero Hour, he'd become a MASSIVE tool, just lecturing everybody about their stupidity, ignoring the help of others, and just being snide in general. That kinda makes him the most unlikeable hero EVER, really, so I'm not a big fan of that concept. I like my comic scientists more like Reed Richards, in that they don't INTEND to be dicks, they just forget that other people are around because they're engrossed in their work; they don't actively go out to hate on others.
-Brainiac's not any good in a fist-fight, but that's not his point. He's the Thief/Ranger of the D&D party, if you want to get into it- he's there to unlock the prison doors, escape the cell, shut down the super-computer, or point out the weakness of the death-bot. He's PL 10 because he's got that hyper-Force Field Belt thing going, saving him from mostly all harm, and the points are all in Skills & Stats. Like Reed & Doom, his Intelligence is so high that you actually save a bunch of points on Skills (since you need less ranks of them to get to really high levels), which I think is perfectly legitimate. Even if it looks weird that Spymaster has more Skills than the smartest guy in DC history.

-Star Boy's always been an odd fit on the Legion, sorta like Sun Boy. He's a generic name with a simplistic concept and powers, yet it's absolutely necessary on a team as big as the Legion to have guys like that, to offset the Super-Heavyweights and low-powered Team Assist guys. So he's always been rather generic, hooking up with Dream Girl and doing little else other than going through costume changes (including the AWESOME Starfield Design!) and maybe changing his race in a new continuity or something, and that's about it.
-Star Boy's fairly low-powered actually, as his one big power actually has a Limit on it that's pretty big. It gets to be Damaging and Selective, though, and has two pretty effective APs as part of a Dynamic Array. Star Boy works best as a team player/assist guy, though he can pack a good punch if need be.

-Oh, Infectious Lass, why must you taunt me so? You wouldn't think that a pale girl with small breasts, ANTENNAE, blue slime on her face and a costume that looks like it's covered in snot would set off my Fetish Alarms, but there you have it. Coming in a little later in the Substitute Heroes era, poor Drura showed off her powers by making Star Boy sick, but unfortunately couldn't control it, and gave him way too strong a dose, and got rejected. Later adventures would pretty much show her occasionally giving the villain a cold, while accidentally doing the same to half her teammates. In a Five Years Later story, she was shown married to Invisible Kid II, having thankfully moved on a bit as a character, but losing that cute shy girl persona that made her so endearing before. Now she's in some weird "Doctor 13" series that screams of "I'm a writer who wants to do something WEIRD AND WHACKY!", because she was written out of a Threeboot story featuring cameos by many Subbers.
-Infectious Lass, like many Subbers, actually has a REALLY devastating power-set if it lacked certain Flaws and limitations, and was built around a more solid competitor (Subbers are basically a bit above civilians without all their Powers). Area-Effecting Nauseate, a Drain Con for worse Diseases (and I get to use Contagious! Nobody EVER has a Contagious power!), and the hilarious one-story "Gender-Reversal Germs", all with the Uncontrolled Flaw, just so the GM has total power over all of her abilities. A wildly fun and inventive concept, really, and one I was waiting to stat, hence why I left her till the very end.

And that's it for my Legion of Super-Heroes builds! These were a ton of fun, as 90% of my building was based off of researching Wikipedia & looking at the fantasty Hero History website for each individual member's skills, feats & relationships! It actually made me a bit of a Legion fan when I hated the concept for YEARS previously, and now I fully understand most of their history and where they came from.

Hell, each one of these guys is practically UNDER-powered by me, as I rarely like going over PL 12 for any reason, unless the guy is Jesus on Wheels in combat. Realistically, these folks are depicted more like PL 15s in-comics.
