-The Mad Hatter was a bit of a weak Batman villain in theory, as he was a weiner of a man who couldn't fight, was weak-willed, and one of the less-popular bad guys in the Rogues Gallery. His advantage in the show was getting good episodes out of his rare (for Batman) "Mind Control" concept. Using his Worry Men or Dream Helmet stuff, he managed to show us the fantasy aspects of Bruce Wayne's life. "Perchance to Dream", where Bruce finds a fantasy world where he's married to Selina Kyle, and Batman is someone else, are among the greatest looks into Batman's mind ever seen, far different from the obsessed vigilante you see elsewhere. So Tetch became a very useful concept, if not a great character (the "I'm obsessed with Alice in Wonderland" gimmick was always pretty weak given his competition for Bat-villains).
-Tetch is one of the lower-level Bat-villains, and it shows. Low on points, but with a very powerful Mind Control weapon. But still, he's got to TOUCH YOU to use it. It does boost Strength & Toughness however, so is a bit more useful, especially once he starts turning the civilians against Batman, who doesn't want to hurt them. Using a Touch-Range Mind Control is tricky rules-wise, because I'm not sure how to stat being able to disarm the CHIPS from people. I'll house-rule it that since it's Touch-Range (a -2 Flaw already), you can disarm it like a regular easy-to-lose Device, in addition to being able to disarm the Hat from Tetch. The Hat frees ALL victims, the card-chip things free just the one inflicted, and they can't break out until freed (Permanent Duration).

Clayface is a big favorite from BTAS. The episode with his "daughter" was chilling.

Ah, the Hatter...Now THAT'S good hat! :D

And that was a kickin' Clayface, my favorite villain from that show. I was going to rework mine, but that's gone by the wayside. If I use one, I'll have to use yours. It's great.

If you look at it as a whole I think it says that Batman is great at fighting the costumed freaks and putting them away, but to take on sane criminals it takes more than a half-hour episode to beat them.

 - a theme throughout alot of Bruce Timm's and Paul Dini's work, is that criminals are sometimes only slightly morally corrupted by and equally victims of the "real world" and evil establishment (government/corporations) that have become so prominent in our modern age. the corporations and governements do criminal things but get away with them because they are 'too big' to be brought to justice.

great documentary to check out that could supply tons of corporation-themed plots and ideas is the aptly-named "The Corporation"
http://en.wikipedia.org/wiki/The_Corporation

it's pretty cool and disturbing.

anyways, Jab, please keep up the awesome Batman:TAS builds. i'm lovin'em. would definitely love to see a couple more of the Batman:TAS created characters like Harley Quinn and the crazy geneticist farmer and daughter and their creations. that was a fun show even though supposedly most fans didn't like it.

Loving the Batman builds Jab! Also I hold you mostly to blame for me going out and buying the complete Batman: TAS

-Mr. Freeze was a generic Batman villain, oddly fitting more with Flash or Superman Rogues given his nature as a cold-obsessed scientist. The Animated Series, given the chance to totally remake someone, went to absolute freaking TOWN on the guy, creating the single best 'sympathetic' villain of the entire show. Forming a new origin based off of the death of his wife (later retconned to her being alive but comatose), Victor Fries was now a cold-hearted murderer thanks to his grief. The dialogue, the scene of his wife's murder by the greedy businessman (a recurring Batman trope), his cold, mechanical voice, EVERYTHING was just done so perfectly that the 'old' comic Mr. Freeze was almost immediately changed in appearance and nature to reflect this new one, erasing the old completely. They couldn't help repeating the character a few times and bring his wife back, but he still never lost his unemotional edge or obsession with Nora, since he could still never have her. He was still villainous, though- he was willing to kill innocents to get her back, and tried to ax Batman several times.
-What's funny about Freeze too, is that he's the only one of Batman's Rogues who absolutely would not fit in with the others. He's got aspects of crazy, sure- but he lacks the glee, the reverant love of destruction, or the permanent grudge against the Bat, and is way too serious. That's why all Mr. Freeze episodes tend to be stand-alone, and don't involve the rest of the mythos too much.
-Mister Freeze is one of the more powerful (PL 10) Bat-foes, by virtue of his Area-effecting Cryo-Gun. It's a very powerful, Suffocating Snare, as well as causing a delayed Fatigue effect (Batman got a very bad cold from it, and a henchman almost died). Fries himself isn't a great combatant, merely being PL 8 on Defense, as he (like many other super-strong Bat-foes) is very slow and plodding in combat, making him more of a Jason-like stalking-killer than a quick fighter like Firefly or Two-Face. I gave him the Minions for his two Polar Bears in the "Sub-Zero" movie, but he can take a bunch of goons instead, as he's done before. Like most other strong Bat-foes, he has a great number of weaknesses, as well. His helmet is a Weak Point on his Armour (which normally makes him very hard for a non-Power Attacking Batman to hurt), and exposure to the normal room temperature outside messes him up BADLY, to the point where he can't even go on. He gets Leaping because I've seen him do it at least once, firing his gun into the ground and shooting up into the air.

-A much more likeable (but less interesting) cop character than Bullock, Montoya was a fixture as a background character in the series, giving a dose of "girl power" to a very male-heavy show (until Batgirl started showing up more often). She helped out Batman a few times, dealt with Harley & Ivy a bit, and ended up being popular enough to jump into the Batman comics (much like Harley & Mr. Freeze's origin), where she's currently the uber-babe lesbian Question.
-Montoya is a bit like a faster, nicer Harvey Bullock, sharing most of his Skills & Feats. She's weaker and easier to hurt, but a little harder to hit. Altogether pretty good backup for Bats if he needs it, but she's not taking out the Joker or anything.

Sweet Freeze. One of the best batman villians. and made even more so through the voice talents of the incredible Michael Ansara who brought an amazing coldness to the voice of freeze.

You’re talking about the episode where Tim falls in love with a girl he calls Annie, right? Wasn’t it that one called, Growing Pains?
I loved that episode. It was, as you said, chilling. How Clayface had such a cutie for a daughter (or spawn or whatever the term is) is beyond me. It would be interesting to see someone make a build for Annie. I even found a good picture while cruising on Deviant Art (I do that a lot).

Jabroniville, these Batman builds are great tributes to the animated series. It was the series that introduced me to the Batman universe, and I’ve always held great respect for it. I now have it on DVD. The depth of the characters and animation was amazing for a children’s show. Just goes to show how much cartoons have fallen in quality nowadays. How you made Mr. Freez’s suit restricted was a nice touch.

Sincerely, Sand Fox

Thanks, guys! I actually came up with the Restricted part of his suit pretty quickly as I thought about what it could do... I mean, it deliberately is constructed to reduce him to FIFTY BELOW, so I could imagine that it'd be tough for anyone else to take it.

Funny thing I'm noticing with these builds is that nearly all of Batman's foes are physically WAY weaker than he is (which other builders have noticed and acknowleged as well), often having one or two gimmicks and then being based around their schemes & adventures (the 'final battle' of most Batman episodes are pretty low-key: he's better in combat than nearly every single enemy). Among the few exceptions are the giant powerhouses Freeze, Clayface, & Killer Croc, all of whom are lumbering monsters who balance their tremendous power by being slow as hell and easy to hit by comparison. It's weird to notice that Batman is superior to literally ALL of his enemies, if not in combat ability, then by points-value.

-Alfred is one of the unsung heroes of the Bat-verse, especially the cartoon series, where his dry wit and good-natured ribbing of Batman was a much-needed sense of comic relief to a vastly grim show. He had a few episodes of focus (like when they revealed he was a British Secret Service agent... which necessitates the question of why he became a BUTLER), but was usually just shown at home, or being victimized while out with his girlfriend Maggie.

-The Gray Ghost was featured as Bruce Wayne's childhood hero in a FANTASTIC episode, showcasing the 1960s Batman Adam West in one of his most serious roles ever, a washed-up children's TV star, now desperate for money and success. It had a positive ending, as a new bout of "Gray Ghost" nostalgia hit with Bruce Wayne's own personal tape collection, and Trent got to don his TV costume with a real super-hero for an adventure. He's not combat genius or anything, and he's lost a bunch of his ability over the years. For Trent in his prime, boost his physical stats and his Acting ability/Charisma significantly.

-Summer Gleeson was a bit of a necessity in the show- a recurring minor character who could be counted on to give important exposition. See also: Every other cartoon with it's "Comedic Reporter" (Kent Brockman, Tom & Diane on Family Guy, the gay guys on American Dad, South Park and it's goofy reporters). She was never really that important to any story, but she was always there to be a damsel in distress or a snoopy Lois Lane type.

-Killer Croc started out as one of the more serious physical threats to Batman, among the few Bat-villains with explicit other-worldly super-powers. A deformed man with ultra-thick skin and excess super-strength, Croc nearly pummelled Bats a whole bunch before he was devolved into a more stupid villain prone to goofy outbursts. Still a pretty lethal opponent for 'regular guy' Bats.
-Croc is kinda dumb, but not SUPREMELY dumb. He's been able to bluff a family of naiive Circus Folk pretty easily, search for and find their map to hidden money like a common thief, and thus still has INT 10 at least, plus some Streetwise. Physically, he's really strong and nasty in combat, with tons of in-close abilities, and a powerful Bite that is nonetheless pretty hard to hit. He's notably one of the few +10 combatants in Batman, and oddly enough ISN'T more accurate in melee than at range- since one of his favourite attacks is to throw giant freakin' rocks at people at a distance. Presumably he doesn't hit with it too often, but hey, it's something, and Big Dumb Powerhouses tend to not make all their points easily, so I had room. He's still way underpointed for a PL 9, but pretty much all one-note semi-retarded villains end up that way, even guys like Electro.
