Dr. Basil Cray was the first in the family to become involved in the project that bears his family name. He and his wife had identified certain unusual gene markers (his wife was a biologist) in his famly line. Extensive research lead him to believe they had discovered the gene complex that governs metahuman expression in response to stress.
Unbeknownst to him, certain extreme elements in the US government agreed, and wished to harness dependable metahuman expression for military applications. Though Project Courage had success on a number of occasions, only 3% of applicants ever developed powers in that Project. Project Moreau had proven unreliable…the animals were uncertain in their loyalty to their human masters. So the Cray’s research was seen as a godsend.
While working on a focused radiation emitter, tunable to activate methahuman genes selectively (theoretically), Basil Cray was ‘accidently’ trapped in the firing chamber when it went off…at 400% intended power. He almost died, but when he came out of a three day coma, he had developed a radioactive aura he couldn’t turn off, and the ability to emit that radiation from his eyes, and focus it tightly to repulse attacks. They had allowed his wife to visit him, twice…she died the day after he woke up, from severe radiation poisoning.
Basil Cray died with her, and the Basilisk was born. He has only been seen a few times since then, always under enigmatic circumstances. His four children miss him horribly…especially as they have been inducted into the program themselves.

The Basilisk wears a green bodysuit under a white lab coat. He is bald, and his skin is slightly mottled. There is no visible evidence of the deadly aura that prevents him from human contact.
edit: Fixed the Death Gaze AP structure...the area effect blast can't be higher than 10, as he's only PL 10.
